Abstract

The aims of this study were to investigate the variables affecting the highway safety function and to evaluate the prediction of frequency and accident fatality by using HSM method in several roadway segments in Indonesia. The studied road segments were toll road segments such as Jakarta–Cikampek, Jakarta–Bogor–Ciawi (JAGORAWI), and Jakarta–Tanggerang toll road. The estimation of frequency and the fatality of accidents were developed from the prediction models, from which a combination of Safety Performance Functions (SPFs) and Empirical Baves method (EB). Based on the calculation, HSM method can be used to predicting accidents frequency in toll road segments with appropriate calibration factor (C) for each toll road or with consolidated calibration factor about 1,95. That value represents the accident rates on toll road segment in Indonesia is twice as big as America roadway segment.Keywords: HSM, SPFs, Calibration Factor, EB method, Toll Road

Abstract

Implementation of the contraflow special lane is expected to provide a solution to the lack of road capacity at the inner city highway (Cawang – Semanggi) during peak hour time. This research was conducted to find out and compare the performance  of the characteristics of the traffic flow between two points of observation (middle point and the exit after the contraflow special lane) in order to know the effectiveness of the contraflow lane. This research uses traffic survey by means of recording traffic condition in both points of observation to obtain more accurate traffic characteristic data. The analysis of traffic characteristic performance is conducted by comparing the results of the survey to the traffic parameters of standards from the Indonesian Highway Capacity Manual and regulations from Bina Marga and Jasa Marga as well as the analysis through the relationship of traffic characteristics from Greenshields Theory to assess the traffic performance from both points of observation. The results show that the implementation of the special contraflow lane may decrease the degree of saturation from greater than 0.75 to less than 0.75 by giving the road additional capacity. This shows that the contraflow lane can be considered as an effective and worthy measure to ease the burden of the ever increasing number of cars passing through the toll road during peak hours.

Abstract

Jakarta, as a sprawling metropolitan, is burdened with the daily activities of its population and their everyday movements. The huge amount of vehicles, especially light vehicles, moving towards the business districts such as Semanggi has filled to capacity the toll roads, more specifically the Jakarta Inner Ring Road, and thus traffic is the result. To increase the capacity and to decrease traffic, PT Jasa Marga has implemented a contraflow lane that starts from km 01+600 until km 08+600. This research is to study the traffic characteristics from the contraflow lane, with the focus at the entrance zone and the middle zone. The emphasis of this study is to understand the performance and effectivity of contraflow lane and the effect it has on the toll road in regards of the traffic characteristics (capacity, volume, speed and density). The method of this research is to compare existing conditions that is surveyed first-hand with standards set from the Public Works Minister, MKJI (Manual Kapasitas Jalan Indonesia) and Greenshield’s Theory. The result of this research shows that the implementation of a contraflow lane decreases the degree of saturation from those greater than 0.75 to less than 0.75, by significantly increasing road capacity. Thus it can be concluded that the contraflow lane is effective and is an excellent means to decrease traffic.
