Abstract

The objective of this research is investigation the rice production system and distribution chain efficiency in Lampung Province. Respondent sample were taken by purposive and snowball sampling, involved 38 people as farmers and trader in any level. Rice production centre in Pringsewu and Tanggamus Regency, and also Bandar Lampung city as trading centre were choosen as location. Descriptive analysis applied in appraisal the rice production system and distribution chain. The result performed that the rice production in average of years was higher than rice consumption (surplus) in Lampung Province. The rice production system at producent level also performed in good condition. The rice distribution chain tended to inefficient condition because the traders in country level get more benefit than others. The fact that 23,735% rice stock from Lampung distributed to others area such as Bengkulu, Padang, and Riau cause the rice stock in market and society hard to identify and then could be the reason to price instability.Key words: rice production, rice distribution chain, stock

Abstract

Research aim to identify and analyse factors pursuing invesment in agricultural sector, commercial sector, restaurant and hotel, and also processing industrial sector. Research method the used  partisipative method with interview in-depth, observations, and focused group discussions.  Study location’s are Kota Bandar Lampung, Kabupaten Lampung Selatan, Kabupaten Lampung Tengah, dan Kabupaten Lampung Utara.  Research respodent is entrepreneur in especial sector agricultural sector, commercial sector, restaurant and hotel, and also processing industrial sector.  Amount of responder in this research are 100 entrepreneur’s.  Research analysis that used are descriptive statistic, frequency statistic, and tabulation data. Result of research indicate that factors resistor of invesment in Lampung Province are rule of law and security, conflict of land (agrarian), quality of policy support and infrastructure, licensing procedure to launch out, human investment, poblems of labour, banking intermediation to corporate world not yet is optimal, financial support for agriculture sector and UKM, and banking as safety player: banking not yet focused to real sector sector.

Abstract

The purpose of this research was to analyze the added value of the anchovy processing industry.  This research was conducted by cencus method in Pasaran Island, District of Teluk Betung Barat of Bandar Lampung City.  This location was selected purposively for it is the center of salted anchovy fish producers in Bandar Lampung.  All of the 38 active salted fish producers were recruieted as respondents.  The data were analyzed qualitatively and by Hayami method. The results showed that the average value obtained from the processing of a kilogram of wet fish being processed to be dried anchovies was the highest in the west wind season that was Rp7,253.02 with the ratio of added value to the value of the product was 29.73 percent. It meant that of every Rp100.00 of the product would be obtained added value of Rp29.73.  The average of added value in the normal monsoon was Rp4,808.72 with the ratio of added value to the product was 25.20 percent.  In the eastern monsoon, the average added value was Rp4,801.30 with the ratio of the added value to the product was 27.11 percent. Thus, this dried anchovy processing industry cluster gave added value. Keywords : added value, dried anchovy, Hayami method,  processing industry

Abstract

This study compared the quality of rubber between the villages of rural development programs and nonrubberdevelopment program. This study that of describe the socio-economic characteristics of the farm andrubber farmers, identify farmers efforts to improve the quality of rubber produced, as well as analyze theincrease of rubber farm income gains due to the efforts to improve the quality of rubber in particular the useof formic acid as a latex coagulant. The method used in this study is a quantitative analysis method, themethod of calculation income of farmers and rubber farmers profits calculation. Research location are theprogram village (Lesung Bhakti) and non-program village (Pagar Jaya). Respondents used in this studyabout 85 people, divided by 45 villages program and 40 non-program villages. From the analysis resultswere found that the program village has a higher added income than that of non-program villages. As resultshows that farmers that do increase of rubber quality earn extra income than the farmers that do notincrease activities rubber quality.

Abstract

Krisis energi pada tahun 2007 menyebabkan setiap negara memberikan perhatian penting dalam pengembangan bioenergi, termasuk Indonesia. Sayangnya sebagian besar sumber bioenergi berasal dari bahan pangan, termasuk bioetanol dari tebu. Makalah ini bertujuan menganalisis pengaruh promosi pengembangan bioetanol terhadap pendapatan petani tebu, dengan fokus pada tanggapan/respon petani tebu terhadap pengembangan bioetanol pada pola kemitraan petani tebu dengan Badan Usaha Milik Negara (BUMN) PT. Perkebunan Nusantara VII Bunga Mayang di Kabupaten Lampung Utara dan dengan perusahaan swasta besar PT. Gunung Madu Plantations di Kabupaten Lampung Tengah. Statistik deskriptif digunakan dalam menjelaskan respon petani tebu terhadap pengembangan bioetanol. Selanjutnya pengaruh pengembangan bioetanol terhadap pendapatan petani tebu dianalisis dengan menggunakan persamaan regresi. Berdasarkan hasil analisis menunjukkan bahwa respon petani tebu terhadap issue pengembangan bioetanol dari tebu berbeda antarpola kemitraan. Respon pengembangan bioetanol berpengaruh nyata terhadap pendapatan petani tebu yang berasal dari bagian gula petani secara signifikan. Tanda negatif koefisien variabel respon pengembangan bioetanol menunjukkan indikasi adanya pengalihan sumber bahan baku tebu petani untuk industri gula menjadi bahan baku industri bioetanol.Energy crisis in 2007 makes countries in the world, including Indonesia, give extra attention to the development of bio-energy. Unfortunately many of the bio-energy resourcescome from food, including bio-ethanol from sugarcane. This paper tries to analyze the effect of bio-ethanol development on the income of sugarcane farmers, focusing on the responses of the farmers on bio-ethanol development to the partnership between the sugarcane farmers and a State-Owned Enterprise (SOE) of PT. Perkebunan Nusantara VII Bunga Mayang in North Lampung and a big private enterprise of PT. Gunung Madu Plantations in Central Lampung. The descriptive statistics is applied to describe the response of farmers toward bio-ethanol development. Moreover the effect of bio-ethanol development on the income of sugarcane farmers is analyzed using a regression equation. The results show that response of farmers on bio-ethanol development creates different perspectives between the two partnerships. Bio-ethanol development significantly affects the income of sugarcane farmers from the sugar. Meanwhile the negative coefficient sign indicates that bio-ethanol development causes the reallocation of sugarcane products from sugar industry to bio-ethanol industry.

Abstract

Artikel ini menganalisis skala ekonomi produksi tebu di Propinsi Lampung, dengan fokus pada observasi mendalam tentang pola kemitraan petani tebu dengan Badan Usaha Milik Negara (BUMN) PT. Perkebunan Nusantara (PTPN) VII Bunga Mayang di Kabupaten Lampung Utara dan dengan perusahaan swasta besar PT. Gunung Madu Plantations (GMP) di Kabupaten Lampung Tengah. Studi ini menggunakan analisis usahatani untuk melihat tingkat profitabilitas produksi tebu serta memanfaatkan sifat-sifat khas fungsi produksi Constant Elasticitiy of Substitution (CES) untuk melihat tingkat substitusi dari faktor-faktor produksi yang berpengaruh di daerah studi. Hasil analisis menunjukkan bahwa usahatani tebu di Propinsi Lampung masih menguntungkan, walau pun telah berada pada fase penerimaan hasil yang semakin berkurang. Kemitraan petani dengan PTPN VII Bunga Mayang lebih padat tenaga kerja dibanding kemitraan dengan PT GMP, walaupun dalam jangka panjang tidak berbeda secara signifikan. Kebijakan yang mampu meningkatkan skala ekonomi produksi tebu akan meningkatkan pendapatan petani dan berkontribusi pada pengembangan wilayah di Lampung.The objective of this study is to analyze the economic scale of sugarcane production in the Province of Lampung. Field surveys are conducted in August-September 2009, covering the production centers in the districts of North Lampung and Central Lampung. More in-depth observations are focused to examine the partnership program between sugarcane farmers and the State-Owned Enterprise (SOE) of PTPN VII Bunga Mayang in North Lampung and private estate of PT Gunung Madu Plantation (PT GMP) in Central Lampung. Standard farm economic analysis is employed to examine the profitability of sugarcane farming in the study sites. The constant elasticity of substitution (CES) production function is adapted to analyze the economic scale of the sugarcane farming in the province. The results show that the sugarcane farming in the study sites is economically profitable, although in the stage of decreasing return to scale; and, although in the long run the difference is not statistically significant, the farmers’ partnership with PTPN VII is more labor intensive than that with private enterprise PT GMP. Any policies to increase the economic scale of sugarcane production would contribute to the welfare of sugarcane farmers and regional development in the province.

Abstract

This research aimed  (1) to analyze optimal income obtained by farmers with optimal use of labor and land both in mineral and in peat land, and (2) to identify  palm oil marketing channel in Tulang Bawang District. The research was conducted by survey method in Penawar Tama and Gedung Aji Baru Subdistricts of Tulang Bawang District Lampung Province in July 2017. The sampling was done by census to 17 self-help palm oil farmers. Data were analyzed by using linear programming model, land productivity, farm income, and descriptive analysis of  marketing channel. The results showed the optimal income that could be achieved in Scenario 1 was Rp32,805,860.00 with optimal labor usage of 120.28 HOK, whereas in Scenario 2 the optimal income that could be achieved was Rp46,976,300.00 with optimal labor usage for 125.2 HOK. There were 2 marketing channels of  palm oil established in Kabupaten Tulang Bawang.  Channel 1 with 76.47 percent of farmers started from the farmers, distributed to the wholesalers and then to palm oil mill. Channel 2 with 23.3 percent of farmers started from the farmers, distributed to the middlemen, to wholesalers and to palm oil mill. Key words: land optimalization, palm oil, marketing channel

Abstract

Transaction costs arise as a result of uncertainty in the transaction environment. Vertical integration of farmers in an institution will reduce uncertainty and will reduce transaction costs. Transaction costs will affect income and will ultimately affect the level of welfare.  The objective of this research is to compare the transaction costs, income, and welfare between plasma palm oil farmers and independent palm oil farmers. This research used a quantitative research approach with survey method. The research was conducted in Penawartama and Aji Baru sub district, Tulang Bawang Regency. The research location was chosen purposively with the consideration of sub district are the center of palm oil smallholdings. Data collection techniques were used household survey with simple random sampling. Sample size is 152 farmers consisting of 76 plasma farmers and 76 independent farmers. The transaction costs paid by plasma farmers is smaller thanthose paid by independent farmers. Income per hectare of plasma smallholder is higher than the income of the independent smallholder. Even though, palm oil farmers in Tulang Bawang Regency, both plasma and independent farmers are in the prosperous category.

Abstract

The research aimed to analyze financial feasibility and development prospect of nutmeg farming in Lampung Province.  This research was conducted in Gisting Subdistrict of Tanggamus Regency in which data was collected in September 2017 until October 2017 by survey method.  This research used primary and secondary data.  Primary data was used to answer financial feasibility analyze purpose and obtained by interview technique using questionnaires.  Secondary data in the past seven to night years was used to answer the purpose of prospect development of nutmeg farming.  The samples size of this research was 30 nutmeg farmers using simple random sampling.  The data was analyzed by financial feasibility and time series linier with ARIMA model.  The results of the study showed that the nutmeg farming was feasible, and development prospect of nutmeg farming based on production and nutmeg seeds export had a good potential for the future.
