Abstract

Abstrak Latar belakang: Angka stunting di Kabupaten Badung menunjukan tren peningkatan. Pada tahun 2015 angka stunting tercatat sebanyak 13,6% lalu pada tahun 2018 meningkat mencapai 25,24%. Tujuan: untuk menganalisis pembiayaan pencegahan stunting dengan menggunakan dengan Pendekatan District Health Account Metode: penelitian ini bersifat deskriptif menggunakan studi crosssectional, dengan menggunakan instrumen district health acoount yang dipakai adalah klasifikasi account. Hasil: Seluruh biaya pencegahan stunting terbanyak bersumber dari pemerintah pusat (70,16 %), dan proporsi anggaran terbanyak dikelola oleh puskesmas (56,74%). Sebagian besar pembiayaan pencegahan stunting dipergunakan untuk belanja yang bersifat operasional (79,43%), dan pembiayaan terutama diarahkan terutama pada semua kelompok umur (48,53 %). Pada kelompok masyarakat 40% terbawah (keluarga miskin) rata-rata pengeluaran per bulan hanya sebanyak Rp.438.944 atau setara dengan 1.962,55 Kcal per orang per hari, angka ini di bawah angka rata-rata kecukupan kalori yang ditetapkan yaitu 2.200 - 2.500 Kcal per orang per hari. Pembahasan: Anggaran program pencegahan stunting paling banyak dikelola oleh puskesmas diutamakan untuk upaya promotif dan preventif seperti penyuluhan gizi, pemberian tablet tambah darah untuk ibu hamil, pemberian vitamin A dan makanan tambahan untuk balita. Pemerintah daerah harus mulai mempertimbangkan dana riil untuk pencegahan stunting karena jika anggaran dari pusat berkurang, maka pembiayaan akan beralih ke pemerintah daerah. Simpulan: Angka stunting di Kabupaten Badung pada tahun 2017 meningkat mencapai 25,24%. Biaya program pencegahan stunting puskesmas dipergunakan untuk belanja yang bersifat operasional untuk kelompok masyarakat 40% terbawah (keluarga miskin) yang rata-rata pengeluaran per bulan hanya setara dengan mengkonsumsi makanan sebanyak 1.962,55 Kcal per orang per hari. Saran: Pemerintah Kabupaten Badung agar meningkatkan pembiayaan pencegahan stunting yang diprioritaskan kepada penduduk 40% terbawah (penduduk miskin).

Abstract

Badung Regency is a very famous tourist destination to foreign countries. However,most of these tourist destination areas are located in disaster-prone areas. This studyaims to determine the role of disaster-resilient villages in providing security and comfortto tourists visiting tourist objects. This study used a descriptive-analytic method with adesk study design. Disaster Resilient Villages / Kelurahan are villages that have theindependent ability to adapt and face potential disaster threats. Currently, there are 31disaster-resilient villages in Badung Regency, most of which are tourist destinationareas. In disaster-resilient coastal areas, the potential for tsunami disasters, highlandareas are potentially affected by landslides. The prevention and mitigation efforts thathave been carried out by the Badung Regency Government include; build an earlywarning system, install warning signs, carry out disaster simulations and disseminateinformation to the public.

Abstract

This study analyzes policies on the prevention and control of stunting in Indonesia with the approach "What is the problem represented to be ?". The methodology used is poststructural for policy analysis. This research reveals that issues of commitment and community participation are the main issues that arise in stunting prevention and control policies. In terms of commitment, policies related to budgets and coordination between government institutions to alleviate stunting problems. In addition, stunting prevention policies are more dominated by the government, while the role of the community is still very limited. It is necessary to strengthen regulations to ensure the implementation of efforts to prevent and combat stunting in the regions and requires the involvement of the mass media to increase knowledge and community participation.

Abstract

This study aims to determine the supporting and inhibiting factors of efforts to prevent the eradication of drug abuse and illicit drug trafficking. The design of this study was a Desk Study that was conducted from September to October 2019. Descriptive data analysis was sourced from the report on the Prevention of Abuse and Illicit Drug Trafficking (P4GN) program in Badung Regency. Badung Regency is the area most prone to drugs because 34 drug cases have been found. These cases are spread across 6 sub-districts, namely Kuta, South Kuta, North Kuta, Mengwi, and Abiansemal sub-districts. Drug addicts are mostly found among private workers and employers, with an age range between 21 and 30 years. There are opportunities such as Pararem to prevent drug eradication. integrated educational curriculum with prevention programs to eradicate drug abuse and trafficking and the availability of comprehensive health services for drug addicts in Badung Regency. The challenges faced are a large number of nightclubs for drug trafficking and the emergence of customary stigma and sanctions for drug addicts. Therefore, it is necessary to carry out regular raids on night entertainment venues by the National Narcotics Agency and related agencies to limit drug trafficking.

Abstract

The rapid population growth will lead the general conflicts in social life of social life. One of the family planning programs that are managed and organized, by and for the community is the Family Planning Village program. This study aims to evaluate the implementation of the Family Planning Village program in Badung Regency Bali Province. The method used in this research is descriptive-analytic with Desk Study design in June and July 2019. The results show that the implementation of the Kampung KB program has better done well. Indicators of Contraceptive Prevalence Rate, Percentage of Long-Term Contraceptive Method, Number of Unmet Needs, and Percentage of First Marriages of Women aged less than 21 years have reached the set target, likewise the percentage of new family planning acceptors in KB Kampung in Badung Regency has increased from 10% in 2016 to 12% in 2018. To optimize the achievement of the implementation of the Kampung KB program in the Badung Regency, the Badung Regency Government needs to strengthen the KB village institution, improve family empowerment programs and build information technology-based management systems so that data and information are available quickly and accurately.

Abstract

Salah satu wujud komitmen Pemerintah Kabupaten Badung dalam meningkatkan derajat kesehatan masyarakat di Kabupaten Badung adalah dengan memberikan jaminan layanan kesehatan gratis program Krama Badung Sehat yang terintegrasi dengan kartu Indonesia Sehat yang di sebuat KBS-KIS. Maksud dari implementasi program Krama Badung Sehat adalah tercapai Universal Health Coverage (UHC) di Kabupaten Badung. Pelaksanaan program Krama Badung Sehat di Kabupaten Badung dalam dua tahun menunjukan terjadinya peningkatan jumlah kepesertaan, pemanfaatan fasilitas layanan kesehatan, jumlah kelompok program pengelolaan penyakit kronis dan tingkat kepuasan masyarakat terhadap layanan kesehatan di fasilitas kesehatan tingkat pertama. Peningkatan ini sejalan tren peningkatan beberapa indicator kesejahteraan masyarakat seperti: Angka Harapan Hidup, Rata-Rata Lama Sekolah dan pengeluaran per kapita di Kabupaten Badung. Meningkatnya semua indikator secara parallel, maka dapat disimpulkan bahwa program Krama Badung Sehat memberikan dampak yang positif terhadap kesejahteraan masyarakat di Kabupaten Badung. Dinas Kesehatan Kabupaten Badung perlu mengoptimalkan implementasi program Krama Badung Sehat dengan meningkatkan peran sektor terkait, membangun system layanan kegawatdaruratan untuk ambulans desa serta meningkatkan layanan kesehatan promotif dan preventif bagi seluruh masyarakat di Kabupaten Badung.

Abstract

Background: The Central Government and Local Governments including Badung Regency are facing the burden of communicable and non-communicable diseases which has not ended until now. Purpose: to find out the most priority diseases to be prevented and controlled in Badung Regency. Methods: This is a descriptive-analytic study using secondary data from monthly reports of outpatient visits and inpatients at the health center and the Mangusada Regional Hospital during 2014 - 2018. Besides, interviews were also conducted with respondents with a health education background. Results: The scoring results show Hypertension as the first ranked disease to be treated in Badung Regency with a score of 63.8. This disease is classified as a non-communicable disease group. The disease that is ranked second is HIV / AIDS which is an infectious disease with a score of 58.9, and the third rank is occupied by Diabetes Mellitus, which is also a non-communicable disease with a score of 58.7. Conclusion: Based on the results of the interview, hypertension is the most priority disease to be tackled in Badung Regency in 2019. The second and third priority diseases are respectively occupied by HIV / AIDS and Diabetes Mellitus. Latar belakang: Pemerintah Pusat maupun Pemerintah Daerah termasuk Kabupaten Badung menghadapi beban penyakit menular dan penyakit tidak menular yang tidak kunjung usai sampai dengan saat ini. Tujuan: untuk mengetahui penyakit yang paling prioritas untuk dicegah dan dikendalikan di Kabupaten Badung. Metode: adalah penelitian deskriptif analitik menggunakan data sekunder laporan bulanan kunjungan pasien jalan dan pasien rawat inap di puskesmas serta RS Daerah Mangusada sepanjang tahun 2014 – 2018. Selain itu, juga dilakukan wawancara kepada responden dengan latar belakang pendidikan kesehatan.  Hasil: Hasil scoring menunjukan Hipertensi sebagai penyakit ranking pertama untuk ditangani di Kabupaten Badung dengan nilai score 63,8. Penyakit ini tergolong dalam kelompok penyakit tidak menular. Penyakit yang menduduki ranking kedua adalah HIV/AIDS yang merupakan penyakit menular dengan nilai score 58,9, dan ranking ketiga diduduki oleh penyakit Diabetes Melitus yang juga penyakit tidak menular dengan nilai score 58,7. Simpulan: Hipertensi merupakan penyakit yang paling prioritas untuk ditanggulangi di Kabupaten Badung pada tahun 2019. Penyakit kedua dan ketiga yang menjadi prioritas masing-masing ditempati oleh penyakit HIV/AIDS dan Diabetes Melitus.

Abstract

Background: Stunting rates in Badung Regency show an upward trend while information on funding and utilization and who is the beneficiary is still very limited. Therefore, through the District Health Account, it is expected that decision makers will be able to overcome the problem of adequacy, equity, efficiency, effectiveness and sustainability. Objective: to analyze the cost of stunting prevention using the District Health Account Approach. Method: This research is descriptive using cross-sectional studies, data collection through in-depth interviews to the manager of the District Health Office in Bandung District and the manager of the Provincial Health Department of Bali Nutrition and documentation studies. Results: Most stunting prevention costs came from the central government (70.16%), and the highest proportion of the budget was managed by puskesmas (56.74%). Most of the stunting prevention funding was used for operational expenditure (79.43%), and the financing was mainly directed towards all age groups (48.53%). In the lowest 40% (poor families) the average monthly expenditure is only Rp.438,944 or equivalent to 1,962.55 Kcal per person per day, this figure is below the stipulated calorie adequacy rate of 2,200 - 2,500 Kcal per person per day. Conclusion: The cost of stunting prevention program is only sourced from the government, where most costs come from the central government (70.16%), far exceeding the Badung Regency Government (21.16%) and the Provincial Government of Bali (8.69%). The cost of puskesmas stunting prevention program is used for operational expenses for the bottom 40% (poor families) whose average monthly expenditure is only equivalent to consuming 1,962.55 Kcal of food per person per day. Badung Regency Government to increase the financing of stunting prevention which is prioritized for the lowest 40% population (poor population).Keywords: Stunting; Financing; Badung Regency

Abstract

ABSTRACTBackground: The report of the Covid-19 Task Force in Badung Regency shows an increasing trend of Covid-19 cases in Badung Regency from March to August 2020.Purpose: the purpose of this study is to obtain a map of the Covid-19 risk areas in the Badung Regency. Methods: the method in this study is a descriptive-analytic with a cross-sectional study design. This research was conducted in Badung Regency for two months from 15 July to 15 September 2020 using secondary data from the daily reports of the Covid-19 Task Force in Badung Regency from 23 August 2020 to 23 September 2020. Results: the results of the zoning mapping from the Epidemiological aspect showed that 4 sub-districts (66.6%) of the 6 sub-districts were the Covid-19 red zones. From the aspect of Regional Capability in Handling Cases of Covid-19 Infection, it shows that all districts are included in the High Response category in handling Covid-19, and from the aspect of Regional Ability to Trace the History of Close Contact of People Infected with Covid-19 it appears that 3 districts (50%) are included in the category of areas with moderate ability, while the other 3 sub-districts are included in the category of regions with low ability. Conclusion: Based on the results of this study, it is concluded that the level of the spread of Covid-19 in the Badung Regency is very high, even though the level of readiness of the Government in handling Covid-19 cases is very good. The geography of the area bordering other districts/ cities and high population mobility are suspected to be the triggers for the high number of Covid-19 cases.Keywords: Mapping; Covid-19; Badung Regency ABSTRAKLatar belakang: laporan Satuan Tugas Covid-19 Kabupaten Badung menunjukan tren peningkatan kasus Covid-19 di Kabupaten Badung dari bulan Maret hingga Agustus 2020. Tujuan: tujuan penelitian ini adalah untuk memperoleh gambaran peta daerah risiko Covid-19 di Kabupaten Badung. Metode: metode dalam penelitian ini adalah descriptive analytic dengan desain crosssectional Study. Penelitian ini dilaksanakan di Kabupaten Badung selama dua bulan dari tanggal 15 Juli sampai dengan 15 September 2020 dengan menggunakan data sekunder laporan harian Satuan Tugas Covid-19 Kabupaten Badung dari tanggal 23 Agustus 2020 sampai dengan 23 September 2020. Hasil: hasil pemetaan daerah dari aspek Epidemiologi menunjukan sebanyak 4 kecamatan (66,6%) dari 6 kecamatan merupakan zona merah Covid-19. Dari aspek Kemampuan Daerah Dalam Menangani Kasus Infeksi Covid-19 menunjukan bahwa semua kecamatan masuk dalam kategori Respon Tinggi dalam penanganan Covid-19 dan dari aspek Kemampuan Daerah Dalam Melakukan Penelusuran Riwayat Kontak Dekat Orang Yang Terinfeksi Covid-19 nampak bahwa 3 kecamatan (50%) masuk dalam kategori Daerah Dengan Kemampuan Sedang, sedangkan 3 kecamatan lainnya masuk dalam kategori Daerah Dengan Kemampuan Rendah. Simpulan: berdasarkan hasil penelitian tersebut disimpulkan bahwa tingkat persebaran Covid-19 di Kabupaten Badung sangat tinggi, meskipun tingkat kesiapan Pemerintah dalam menangani kasus Covid-19 sangat bagus. Geografis daerah yang berbatasan dengan kabupaten/kota lain serta tingginya mobilitas penduduk di duga sebagai pemicu tingginya kasus Covid-19.Keywords: Pemetaan; Covid-19; Kabupaten Badung

Abstract

ABSTRAKKapitasi Berbasis Komitmen Pelayanan (KBKP) adalah sistem pembayaran kapitasi dari BPJS Kesehatan kepada FKTP berdasarkan pemenuhan atau pencapaian indikator pelayanan. Pihak BPJS menerapkan KBKP sebagai upaya peningkatan kualitas pelayanan peserta JKN di FKTP oleh karena banyak terjadinya kecurangan atau fraud pada pelaksanaan pembayaran kapitasi. Klinik Kimia Farma Diponegoro merupakan salah satu klinik yang menerapkan KBKP dengan 63.000 peserta, namun jumlah peserta terdaftar di klinik masih fluktuasi dan belum memiliki pola serta belum menjalankan strategi secara maksimal dalam proses pemenuhan KBKP. Maka dari itu, penelitian ini bertujuan untuk menjelaskan bagaimana gambaran pencapaian indikator kapitasi berbasis komitmen pelayanan di Klinik Kimia Farma Diponegoro, Kota Denpasar. Penelitian ini merupakan jenis penelitian kualitatif dengan menggunakan pendekatan deskriptif. Informan berjumlah 5 orang. Analisis data dalam penelitian ini terdiri dari tahap transkrip, open coding, coding selektif, kategori, tema dan hasil. Hasil dari penelitian yang dilakukan di Klinik Kimia Farma Diponegoro Kota Denpasar menunjukan bahwa semua indikator telah berada di zona aman. Hanya saja ada beberapa pasien yang berpindah ke FKTP lain karena merasa kurang puas terhadap lama waktu tunggu di bagian administrasi, namun hal ini sudah mulai ditangani oleh pihak Klinik. Diharapkan pihak Klinik dapat memberikan pelayanan secara tepat, cepat dan meningkatkan mutu pelayanan sehingga peserta merasa nyaman memeriksaan kesehatan dan tidak berpindah ke FKTP lain.Kata kunci: Kapitasi Berbasis Komitmen Pelayanan, JKN, FKTP.ABSTRACTService-based Kapitation Commitment (KBKP) is a capitation payment system from BPJS Kesehatan to FKTP based on fulfillment or achievement of service indicators. The Kimia Farma Diponegoro Clinic is one of the clinics that implements KBKP with 63,000 participants, but the number of participants registered in the clinic is still fluctuating and does not yet have a pattern and has not implemented the strategy maximally in the process of fulfilling KBKP. Therefore, this study aims to explain how the description of the achievement of service-based capitation indicators at Diponegoro Kimia Farma Clinic, Denpasar City. This research is a type of qualitative research using a descriptive approach. The informants numbered 5 people. Data analysis in this study consisted of transcripts, open coding, selective coding, categories, themes and results. The results of the research conducted at the Diponegoro Chemical Farma Clinic in Denpasar City showed that all indicators were in the safe zone. It's just that there are some patients who move to another FKTP because they feel dissatisfied with the length of time waiting in the administration, but this has already begun to be handled by the Clinic. It is expected that the Clinic can provide appropriate, fast service and improve the quality of services so that participants feel comfortable examining health and do not move to other FKTPs.Keywords: Capitation Based on Service Commitment, JKN, FKTP.
