Abstract

This research aims to determine and explain the growth rate and effectiveness of advertising taxes on local revenue in Kupang City in 2017-2021. This research uses a qualitative descriptive approach. This research uses growth rate analysis by comparing the realization of regional revenues in a particular year and the realization of regional revenues in the previous year. The effectiveness of advertising tax is measured by comparing the realization and target of advertising tax revenue. The research results show that the growth rate of advertising tax revenue has fluctuated from 2017-2021 with an average of 8.73%. This shows that the growth of advertising tax revenue in Kupang City has not been successful. The effectiveness of advertising tax in Kupang City in 2017-2021 with an average of 93.94% is included in the effective category. For this reason, it is recommended that the government and the public, especially taxpayers, work together to increase revenue from the advertising tax sector in order to increase Original Regional Income

Abstract

This research was conducted to find out how the distribution of BST funds was implemented for communities affected by Covid-19 in Lasiana Village and also to find out what the driving and inhibiting factors were in distributing this aid. The data used in this research is primary data and also secondary data, which is then analyzed using qualitative descriptive analysis methods. The data collection techniques used in this research used interview, observation and documentation techniques using Edward III's policy implementation theory. The results of this research show that the implementation of BST distribution in Lasiana Subdistrict has not been optimal in accordance with the 4 supporting factors in implementation in accordance with Edward's policy theory which consists of communication which is shown by the existence of an appeal to residents in using aid so that they are wise in using aid but also in conveying related information. The schedule and conditions for distribution of aid have not yet reached all residents who receive aid, then the resources are where human resources in terms of quantity are adequate but in terms of quality are still lacking, the aid has been received by residents and in terms of budget it is sufficient for the needs of residents, then the disposition of the distribution of this aid The implementer's attitude is very good in terms of service and ease in the process of collecting aid, and the bureaucracy of the government concerned is not yet fully on target in distributing this aid because it has not updated the population's social data

Abstract

This thesis is entitled implementation of a self-help housing stimulant assistance program for low-income communities in Rana Masak village, Borong sub-district. Housing assistance is a policy in overcoming the problem of poverty, especially in resolving the problem of providing housing for people who have houses that are uninhabitable. As a responsibility of the government, regulations have been issued relating to the fulfillment of housing, namely Swadaya housing stimulant assistance (BSPS). This research uses qualitative methods with qualitative descriptive analysis. As with qualitative methods, researchers will analyze using field research, namely researchers conducting interviews, observations and documentation related to the implementation of this housing assistance program. This research was carried out in order to determine whether the implementation of this housing program was going well or not. This research was carried out in Rana Masak village, Borong sub-district because one of the villages that received housing assistance was Rana Masak village. Based on four aspects in determining the success of implementing a policy, namely communication, resources, disposition and bureaucratic structure, there are still deficiencies and obstacles faced, in this case the insufficient housing assistance budget. This is indicated by the construction of houses in Rana Masak Village where there are still people who are categorized as uninhabitable houses and there is a lack of budget in the construction process as a result of which the community does not receive aid evenly

Abstract

This study aims to analyze the level of fiscal independence and the government's performance in carrying out local government affairs in Timor Tengah Selatan Regency. This study uses a quantitative descriptive approach by calculating the level of fiscal independence and local government performance achievements. The results of this study indicate that the average fiscal independence of Timor Tengah Selatan Regency in 2016-2021 is based on an independence ratio of 7.23% so that it is classified according to the fiscal independence assessment criteria. High dependency on assistance from the central government through balancing/transfer funds, and if it is related to the pattern of relations between the central government and local governments, it is included in the category of instructive relationship patterns. While the average performance score of the TTS district government during the 2016-2021 period was 2.52 and was in the low category, in 2016 the TTS district government obtained a score of 2.63 with a moderate predicate, which is the highest achievement during the 2016- 2021
