Abstract

Water resources should be managed integratively in the term of forestry, agriculture, social economy, conservation and civilian. Bone-Bolango Regency, in the center, eastern and western part, passed by Bone dan Bolango Rivers. The upstream area of Bone and Bolango Rivers is Nani Wartabone national conservation forest. The watershed of Bone and Bolango Rivers are located among Bone Bolango, Gorontalo, Limboto, and Gorontalo Major region in the Gorontalo Province, meanwhile in thelarger system, they have share watershed to the North Sulawesi Province.Until now the watershed of Bone-Boelango is managed by Balai Pengelolaan DAS Boen Bolango, whereas groundwater resources develepment managed by P2AT, and local stakeholders such as Dinas Kimpraswil Tingkat I Propinsi Gorontalo and Dinas Kimpraswil Pemda Tingkat II Kabupaten Bone Bolango. The analysis of the annual debit of Bone and Bolango Rivers show that the trend of the average debit ratio to theminimum debit of the same year show gradually higher than dan before because of the deforestration of Bone and Bolango Rivers in the upstream of the rivers. So we have to manage the DAS of Bone and Bolango Rivers by the ecosistem approach to improve the deterioration of the the rivers.

Abstract

The need of iron ore as material for steel industry in 2006 increased, so the are many iron ore mine activity in Kabupaten Tanah Laut, South Kalimantan. There are 25 cooperation contract between Pememerintah Daerah owned Company, PT Baratala Tuntung Pandang, as owner of contract of work for Iron Ore Mine, five companies have contracts of Mining Work and three companies have contracts of expolration work. The iron ore production increased from 115,658.484 MT in 2006 to 445,286 MT. The objectives of study is to delineate the iron mine activities in Kabupaten Tanah Laut, Kalimantan Selatan Province. The small scale mine of Iron ore involved the local people and semi mechanic equipment such back hoe, Bull Dozer, shovel and rock breaker for breake the source rock. Meanwhile there some grizllies to seperate the iron ore based on the size. The size of iron ore are lump ore to fine ore to stockpile. The survey iron ore mine are in Pemalongan, Sumber Mulia (three cooperationcontract) and Sungai Riam (three cooperation contract). The production iron ore of local mine people in the three mine ore location are prized from Rp. 4000,- per pack to Rp. 8000,- per pack. The iron ore quality of a pack id about 40 Kg to 50 Kg, and the quality based on the visual only. The Mine Iron environment quality management should be increased to keep the environment quality under control for the easier reclamation in the closure mine in post mine time.

Abstract

Valuasi lingkungan merupakan bagian dari ekonomi lingkungan, yang bertujuan untuk melakukan valuasi terhadap sumberdaya alam dan lingkungan. Valuasi ini bertujuan untuk memberikan penilaian moneter terhadap sumberdaya lingkungan. Terdapat beberapa metode Valuasi komoditas lingkungan, misalnya Travel cost method, preference method, contingent valuation method, dll. Namun yang memiliki penerapan lebih luas adalah contingent valuation method. Metode valuasi lingkungan ini merupakan metode penelitian terhadap komoditas lingkungan yang akan memberikan masukan-masukan kepada pembuat kebijakan dalam mengelola lingkungan berdasarkan partisipasi masyarakat, berupa pajak yang mereka bayar, karena eksternalitas negatip yang mereka lakukan. Walaupun demikian ternyata metode ini dapat menimbulkan berbagai bias, dalam penelitiannya. Bias ini dapat timbul dari desain kuesioner, elisitasi yang dilakukan, proses penyampaian kuesioner, agregasi respon kuesioner, dan sebagainya. Artikel ini merupakan pengantar yang menjelaskan dasar-dasar dan berbagai kesalahan yang dapat timbul dalam metode valuasi lingkungan ini. Hal yang dapat dilakukan untuk mengurangi bias yang timbul dalam penelitian ini adalah dengan melakukan eksperimental desain terhadap sampel populasi yang akan diambil responnya.

Abstract

In Coal Mine Pit 1, Bangko Barat, Tanjung Enim, South Sumatera mine activity lowered the water pH in the effluent water of the mine. So the Mine Environmet Managemet of PTBA try to raise the pH to meet Kep Men Neg LH No 113 Tahun 2003. This study attempt to characterize the performance of the water treatment,which managed by acid-mine dranage management of the PTBA. Some water samples was taken in the study area, such as the passive treatment in Pit 1 Bangko Barat, rainwater pond near by, lake, mine sump, settling pond, the water treatment of acid mine drainage in the coal stockpile in Bangko Barat, the mine sump of Air Laya Mine and Air Laya Channel. The result of the study showed that in the coal stockpile the pH is around 5, closed to the pH di rainwater pond and Air Laya putih Channel (around 6), output of water treatment in Tambang Air Laya. Meanwhile thepH in the passive treatment, settling pond, mine sump Banko Barat and in Air laya Mine drainage system is 2 - 3. The source of Acid Mine Rocks is coal seam rock interval and overburden of the coal. Meanwhile the performance of water treatment in the lake, Air Laya Putih channel and coal stockpile better than in the passivetreatment, settling pond, mine sump of Air Laya MIne and pit 1 Banko barat. So PTBA Environment division should improve the process capacity of water treatment in the pit of Bangko Barat.

Abstract

Walaupun demikian ternyata metode ini dapat menimbulkan berbagai bias, dalam penelitiannya. Bias ini dapat timbul dari desain kuesioner, elisitasi yang dilakukan, proses penyampaian kuesioner, agregasi respon kuesioner, dan sebagainya. Artikel ini merupakan pengantar yang menjelaskan dasar-dasar dan berbagai kesalahan yang dapat timbul dalam metode valuasi lingkungan ini. Hal yang dapat dilakukan untuk mengurangi bias yang timbul dalam penelitian ini adalah dengan melakukan eksperimental desain terhadap sampel populasi yang akan diambil responnya.
