Abstract

Isu tentang peran negara, hukum dan kebijakan publik tidak akan pernah lepas dari kehidupan berbangsa dan bernegara. Dalam UUDN RI 1945 terutama di dalam pembukaan dan penjelasannya disebutkan bahwa keadilan dan kesejahteraan merupakan cita cita bersama seluruh elemen yang berada dalam yang disebut negara. Negara harus mampu menciptakan perlindungan bagi warganya. Undang Undang no. 11 tahun 2009 tentang kesejahteraan Sosial menjabarkan secara konkrit tentang kehadiran negara. Khususnya dalam pasal 19 dan 20 yang khusus membahas kemiskinan. Penelitian ini bertujuan untuk mengetahui peran negara, hukum dan kebijakan publik melalui studi kasus tentang implementasi program pengentasan kemiskinan di Kabupaten Tegal. Penelitian ini menggunakan konsep tentang negara kesejahteraan, hukum dan keadilan, kebijakan publik, dan kemiskinan. Bahan penelitian menggunakan bahan hukum primer dan sekunder, sementara narasumber dalam penelitian ini adalah Bupati tegal, Sekretaris daerah, Ketua dan Anggota komisi 4 DPRD, Bappeda Kabupaten Tegal, Dinas Sosial, dan Dinas Permades Kabupaten Tegal. Keberhasilan dan efektivitas program kemiskinan sangat ditentukan oleh keterpaduan data dalam perencanaan dan pelaksanaan berbagai program , dalam hal ini peran dinas yang terkait dengan program pengentasan kemiskinan. Program penanggulangan kemiskinan akan berjalan maksimal jika dibuat Peraturan Daerah sebagai Individual Norma dalam pengentasan kemiskinan di Kabupaten Tegal.

Abstract

The Tegal Regency Government under the leadership of Mrs. Umi Azizah created a program to be able to help overcome unemployment, especially among youth in Tegal Regency, by issuing a policy in the form of Regent Regulation Number 6 of 2019 concerning Facilitation of Entrepreneurship Growth and Development for Youth in Tegal Regency. This research is normative juridical research on issues relating to laws and other accompanying regulations regarding youth and entrepreneurship, this study aims to determine the implementation of the Tegal regent's regulation number 6 of 2019 concerning the facilitation of the growth and development of entrepreneurship. in this study using qualitative data analysis methods, namely normative juridical presented descriptively. Regent Regulation number 6 of 2019 made the main strategy, namely the commitment of Tegal Regency to improve the ranking of all indicators in youth and entrepreneurial policies in a better direction, structural improvements for all indicators, increasing independent entrepreneurs who can contribute to the community and the Tegal Regency Regional Government.Keywords: Implementation, Entrepreneurship, Economy of Tegal Regency.

Abstract

Strategic steps in handling the Covid 19 pandemic have been made by the Regional government to accelerate the handling of Covid-19. This study aims to look at the position of discretion as an instrument of administrative law in the formation of public policy, and analyze the extent to which discretion is used by regional heads as an effort to make effective policies in preventing covid 19 in their regions as part of the bureaucratic agility paradigm. This research uses an empirical juridical approach, with the data analysis method being carried out by collecting data through the study of library materials or secondary data which includes primary legal materials, secondary legal materials and tertiary legal materials, both in the form of documents and applicable laws and regulations relating to normative juridical analysis of the synchronization of the Government Administration Law. The policy of handling covid 19 carried out by several regions has succeeded in reducing the mortality rate through discretion, with a more flexible and flexible policy character in carrying out the role of responsive bureaucratic agility. The approach of State Administration law provides more legal certainty and avoids clashes of constitutional issues in realizing public welfare and justice.Keywords: Discretion, Covid 19 Prevention, State Administrative Law

Abstract

Youth and young people can play a bigger role in guarding the national development path. Various problems that arise as a result of a fading sense of nationalism and nationality have occurred recently, many young people or young people have experienced disorientation, dislocation and are involved in an interest that only cares for themselves or a certain group on behalf of the people as reasons for their activities. As the basis of the state, Pancasila must be a reference for the state in facing various global challenges in the developing world. The purpose of this study was to determine how the role of Pancasila in fostering a sense of nationalism and patriotism among high school students in Tegal Regency and to find out how the role of the government in fostering a sense of nationalism among high school students today Type of research is the literature. This research including library research because the data used is mostly secondary data in the form of documents related to Pancasila. The approach used in this research is philosophical. Fostering a sense of nationalism for high school students through Pancasila can be done from an early age, so that gradually with age it is hoped that a sense of nationalism will persist in the Indonesian nation. It can be started from the closest group, for example, family, because it is from the family that a sense of love for the country can be trained from an early age. Towards the younger generation, the State must be present as stipulated in the Preamble of the 1945 Constitution, the state protects all Indonesia's blood, including the young generation, high school children, where they are the young people of the nation who must be cared for and protected carefully.
