Abstract

This essay reveal about a scholar who is steady to science for islamic advancement, trying to spread his message through a variety of writings throughout the world, he is Wahbah Zuhailiy, a Syrian scholar. Even if he is a scholar of Shariah experts, and having a lot of writing about fiqh, but he is also an expert interpretation, it is proved by there are three books of commentary written by him, one of the famous books is al-Tafsir Munir, through this book revealed the intention verses of the Qur’an more clearly. In interpreting the verse, he used methods maudhu’i, besides used Tahlili. Whilethe pattern, he tend to used Adabi Ijma’i and faqhi pattern. Although there are many praising to this interpretation, it still has many weakness, it is obviously what Wahbah Zuhailiy has put itself on the level of scholars interpretation of this century.

Abstract

This paper explores the universal principles of Islamic propagation (da’wah) according to the holy Qur’an. In doing this, the paper employs the thematic approach by collecting the Qur’anic verses that speak of da’wah, and interpret them analytically. Specific attention will be given to the verses that are rooted in the Arabic word da’a, which means “to call”, and balagha, which means “to convey”. Other verses that have to do with the activity of da’wah will be touched briefly. The paper argues that the concepts of “calling” and “conveying” constitute the most important and central notion of da’wah in Islam. Together the two represent the holistic Islamic idea of not only spreading out Islam, but also of building a community based on religiosity. Islamic concept of da’wah is universal because it targets not only Muslim but also all human being based on understanding, tolerance and harmony.

Abstract

Perkembangan ilmu dan teknologi sekarang ini, telah mempengaruhi pola kehidupan manusia di Indonesia, termasuk juga dalam hal meningkatnya arus mobilisasi masyarakat yang menggunakan angkutan jalan. Mengingat jumlah penduduk Indonesia yang demikian besar dan angkutan yang paling mudah dijangkau adalah angkutan jalan. Hal ini akan menimbulkan terjadinya kepadatan, baik pada alat angkut maupun jalan rayanya. Pada perkembangannya lalu lintas jalan dapat menjadi masalah bagi manusia, karena semakin banyaknya manusia yang bergerak atau berpindah-pindah dari satu tempat ke tempat lain. Banyaknya masyarakat yang menggunakan sarana transportasi angkutan jalan ini berakibat pada tingginya angka kecelakaan lalu lintas. Kecelakaan itu bisa terjadi karena faktor kesalahan manusia maupun karena buruknya sarana transportasi, baik pada sarana jalan maupun kendaraan bermotor sebagai alat transportasinya. Terjadinya tindak pidana lalu lintas jalan yang melanggar Pasal 310 ayat (2), ayat (3) dan ayat (4) UU Nomor 22 Tahun 2009 dan Pasal 359 serta Pasal 360 KUHP, melibatkan dua pihak yaitu pelaku atau pembuat tindak pidana lalu lintas dan korbannya. Berdasarkan pasal tersebut, maka dapat disimpulkan bahwa pembuat kecelakan lalu lintas jalan bisa diajukan ke pengadilan untuk mempertanggung jawabkan perbuatannya, karena perbuatan yang dilakukan oleh pelaku merupakan kealpaan atau tidak ada unsur kesengajaan atas perbuatannya. Dalam kronologis kejadian kecelakaan lalu lintas, perbuatan yang mengakibatkan luka atau matinya orang diakibatkan oleh kesalahan korban dalam berkendaraan di jalan raya, pelaku yang mengakibatkan luka atau matinya orang tetap masuk dalam kategori tindak pidana sesuai dengan pengaturan dalam kedua pasal tersebut di atas, yang unsur utamanya adalah kealpaan yang menyebabkan orang lain menderita luka ringan, luka berat atau meninggal dunia. Korban yang mengalami luka maupun yang meninggal dunia atau mati. Sebagai rasa tanggung jawab, maka pembuat tindak pidana lalu lintas jalan ini memberikan santunan atau pemberian ganti rugi kepada korbannya tersebut.

Abstract

Muslim theologians, jurists and philosophers have developed Islamic po-litical thought along history. The classic theologians of Syi’ah, Khawarij,Murji’ah, Mu’tazilah and Asy’ariyah schools focus their political thoughton the question of who has the right to rule the Muslim community afterthe death of the prophet Muhammad. Among the jurists, al-Mâwardî ar-gues that the aim of establishing a state is to continue the prophetic mis-sion, namely to protect religion and to enhance the welfare of the Muslimcommunity. Finally, the Muslim philosopher and historian, Ibn Khaldûnargues that the state should be based on group feeling (‘ashabiyah), and thegroup feeling based on religion should be at the top of the other kinds ofgroup feeling.

Abstract

Local shallot of Palu famousfor its fried onion product of Palu is one of the main commodities specific to central sulawesi. The purpose of this research was to determine the effects of Abamectin insecticide and trap plant on Liriomyza sp. pest in Lembah Palu shallot variety plantation. The research was conducted in Petobo subdistrict, South Paludistrict and lasted from October 2016 to January 2017. This research used a randomized block design (RBD) consisting of four treatment; trap crop and abamectin, trap crop,abamectin, and control. The observed variables were leafminer species, imago population and the intensity of the pest attact on the shallot. The research obtained tree species of Liriomyza:L. chinensis, L.huidobrensis and L. sativae.The most effectivetreatment in controlling the Liriomyza sp.attacks was the combination of trap crop and abamectin insecticideswhichcould reduce the leafminersattackby up to 19.5%.

Abstract

The  purpose  of  the  research  is  to  be  achieved  :  To  determine  and  analyze  the  PolicyImplementation Assistance Fund Operating Expenses (BOS ) in Palu , the research method used is qualitative , and in this study there were some informants who understand the problems studied , as for who is the informant here is as follows: Head of Education Palu , Head of Basic Education , the School Committee , the Parent recipient BOS, Elementary School Principal and Principal of Instruction Petobo SDN 06 Lolu , type of data used is primary data and secondary data . Data was collected through observation , interviews , and documentation . The researchers of this study suggest  several  research  results  ,  communication  is  one  of  the  main  factors  in  policy implementation , communication becomes a major pathway for the implementation of each program. Human resources are the main factors that should be held by each institution or unit both government and non-government institutions , Vice versa if the perspectives of the different implementing the decision makers , the process of implementation of a policy becomes increasingly sulit.dan In case - such cases the executor will use discretion and sometimes subtle ways to inhibit , or will benefit each individual in the process of policy implementation.
