This study aims to determine the effect of the Behavior of State Civil Apparatus on the Administrative Proposal for Promotion at the Education and Culture Office of Bone Bolango Regency. Collecting data by distributing questionnaires to respondents who have met the predetermined sample standards so that the data in this study are primary data. Data collection was obtained from the results of interviews, observations, questionnaires and documentation. Then data analysis using simple regression (because only 1 independent variable). The analysis was carried out with the help of the SPSS 21 program. The results showed that the behavior of the State Civil Apparatus (ASN) had a positive and significant effect on the administration proposal for promotion at the Education and Culture Office of Bone Bolango Regency with a variability value of 68.7%. While the remaining 31.3% can be explained by other variables not examined in this study such as self-awareness, leadership motivation, work spirit, changes in education level and employee career expectations. The meaning of the positive coefficient indicates that the better the behavior of the State Civil Apparatus (ASN) gives a good impact in proposing administrative promotions.
