Abstract

In contemporary reform era political parties in Indonesia facing many problems. The public image of political party was not good due to their lack of capabilities to function well. This functional problem derived from the institutional problem of political parties. In this paper, there are three crucial institutional problems that have to be solved by political party: 1) ideology and platform; 2) cohesivity and conflict management; and 3) political recruitment and forming of cadres.

Abstract

The division ofthe Province of Papua is an interesting case in pos t reform era in which local government autonomy is a hot topic in local politics in Indonesia. The decision to divide the province comes from Central Government in Jakarta, not provincial government in Jayapura. The decision raises dispute argument in pro or contra on the necessary of the division between people of Papua. The paper aims is to describe the discord between the problem of the Division ofPapua in the level offormal rule and the pro and contra to the decision. To solve the problem ofpro and contra, this paper argues that it is necessary to give more room for people ofPapua to decide what it need. By involving local institution that has been legally approved as representatives of Papuan people, such as Papuan People Assembly (Majelis Rakyat Papua, MRP) and DPRD, the pro and contra to the division among people and government will be solved in dialogic decision.

Abstract

The 2009 election has resulted a map ofpolitical change of the election winner The winner of the 2004 election was Golkar Party while in the 2009 election the winner was Democrat Party The 2009 election became a punishment for old parties like Golkar PDIP and PPP since their votes were decreasing sharply compare to previous election Meanwhile two new parties Gerindra and Hanura had successfully entered Senayan parliament by defeating previous parties that had existed in the parliament The Islamic Parties with their Islamic basis mass except PKS has failed to get electoral support due to their decreasing votes or did not pass the electoral threshold This also happened to nationalist parties and christian basis mass parties.

Abstract

The resurgent o f Islamic parties occurs in the reform era because o f many factors which are theological, sociological, historical, reformation and democratization. Unfortunately the resurgent of Islamic parties cannot be endorsed by the Islamic voters. This can be seen from a small and unsignificant vote reached by the Islamic parties. In the 1999 general election, the Islamic parties only have !7,8 percent vote and in the 2004 general election only have 21,17percent vote. This small and unsignificant vote o f the Islamic parties happened because o f fragmentation o f Islamic parties and ideological orientation change o f Islamic voters.

Abstract

AbstrakKonflik internal dan perpecahan partai merupakan persoalan pelik yang pernah dialami oleh hampir semua partai yang berkuasa di parlemen Indonesia selama era reformasi. Konflik tak terhindarkan meskipun Undang-Undang Partai Politik telah mengatur secara khusus mengenai konflik partai dan cara penyelesaiannya. Riset kualitatif ini menemukan ada beberapa hal yang menjadi penyebab konflik diantaranya ideologi partai, melembaganya kepemimpinan partai yang personal dan oligarkis, serta koalisi partai yang cair, inefektivitas aturan hukum formal, serta kombinasi sistem proporsional terbuka, sistem pemilu langsung dan sistem multipartai ekstrim. Konflik adalah problem yang memiliki dampak buruk bagi partai karena diantaranya mampu mengganggu rekrutmen partai serta kinerja elektoralnya. Oleh karena itu, upaya untuk mencegah dan mengatasi konflik adalah suatu kepatutan.Kata Kunci : Faksi, Konflik, Partai Politik, Pelembagaan

Abstract

AbstrakKeberadaan partai politik Islam bukan sekedar penanda tumbuh suburnya pluralitas politik di Tanah Air. Namun jauh dari itu, pluralitas “Keindonesiaan” tidak ada artinya tanpa ke-Islam di dalamnya. Oleh karena itu, partai-partai Islam tetap relevan dan dibutuhkan, bukan hanya sebagai saluran aspirasi dan kepentingan umat Islam, melainkan juga sebagai bagian dari pluralitas dan “Keindonesiaan” itu sendiri. Hasil kajian ini menunjukkan bahwa peluang ideologi Islam dan partai-partai Islam di masa depan bergantung pada sejauhmana ideologi Islam dapat dihadirkan untuk menjawab persoalan “Keindonesiaan” dan kebangsaan. Peluang partai-partai Islam pada satu sisi dapat dilihat dari hasil elektoral, namun pada sisi yang jauh lebih mendasar dari hal itu ialah bagaimana meningkatkan kualitas kehadiran dan kontribusi partai-partai Islam bagi praktik demokrasi Indonesia yang tidak sekedar lebih etis dan beradab, melainkan juga lebih adil, akuntabel, dan berintegritas. Kata Kunci: Demokrasi, Partai Politik Islam, Pemilu

Abstract

AbstrakMayoritas partai politik di Indonesia pada era reformasi telah terjebak pada persoalan personalisasi politik. Individu elite partai menjadi image partai sekaligus orang yang sangat berpengaruh dalam pembuatan kebijakan partai dalam jangka waktu yang lama. Padahal, partai politik telah memiliki mekanisme suksesi, namun satu sosok elite tetap mampu mempersonalkan partainya. Penelitian ini melihat ada beberapa aspek yang menjadi penyebabnya, termasuk sejarah pendirian partai, kepemimpinan karismatik dan pendanaan partai. Di luar itu, presidensialisme, sistem kepartaian dan sistem pemilu menjadi faktor yang turut memfasilitasi munculnya personalisasi partai. Personalisasi partai ini harus dihindari karena dalam jangka panjang akan berdampak negatif tidak hanya kepada partai politik, tetapi juga pada upaya penegakan demokrasi di Indonesia. Kata kunci: personalisasi partai, pemimpin karismatik, era reformasi

Abstract

Abstrak Artikel ini bertujuan untuk menjelaskan tentang  pemilihan kepala daerah yang dimulai sejak tahun 2005 yang terus mengalami perubahan aturan mainnya. Artikel ini juga ingin menjelaskan tentang fenomena munculnya calon tunggal dalam pemilihan kepala daerah.  Para calon tunggal tersebut sebagian besar menang dalam pemilihan kepala daerah, hanya calon tunggal di Kota Makassar yang mengalami kekalahan. Ada beberapa faktor yang menyebabkan munculnya calon tunggal, yaitu pragmatisme partai politik; kegagalan kaderisasi, persyaratan sebagai calon yang berat, dan  “mahar” yang semakin mahal. Kemenangan para calon tunggal dalam pilkada tersebut bisa menghambat proses demokrasi lokal karena mekanisme check and balances tidak berjalan.Kata Kunci: Pemilihan Kepala Daerah, Calon Tunggal, Partai Politik, dan Demokrasi Lokal.

Abstract

This study explains about the emergence of political identity in Indonesia, especially in Islamic community. As a nation, Indonesia is heterogeneous in religion, ethnicity and regionalism, so the emergence of political identity cannot be avoided. Post independence, the issue of political identity, has emerged and developed. In the reformation era, the issue of political identity not only caused horizontal conflicts, but also entered political contestation in Regent, Governor and Presidential elections. In 2017 Jakarta Governor Election, the issue of political identity arose in an effort to suppress incumbents. Likewise, with the 2018 national regional head elections, political identity emerged in some regions where candidate used ethnicity and religion –based- political issues. Entering 2019 simultaneous Election, the symptoms of the emergence of political identity have also begun to appear. In several surveys, some people were worried that the emergence of political identity would color the campaign and contestation. The emergence of this phenomenon of political identity will disrupt the future of democracy in Indonesia. Moreover, the actors who use political identity are carried out by several elites and civil society, which, in fact, are the main actors for the consolidation of democracy in Indonesia.
