Abstract

This article aims to analyze the myth of Sawerigading. The analysis approach is Structural Leivist analysis used to reveal the Structure in the myth of Sawerigading as a socio-cultural transformation and kinship structure to gain an understanding about the position of Sawerigading in the lagaligos epoch. The results show that the structure of Bugis-Makassar culture is always based on a divided binary opposition structure in three vertical parts, namely, upper structure, middle structure, and bottom. this structure originating from the cosmogini division transformed unconsciously and automatically into natural objects, house shape, and social stratification. Then, the existence of Sawerigading as a central character in the middle world is the result of the transformation of a limited exchange structure to the upper and the underworld kinship group through a marriage described as the foundation of the culture of Buginese and Makassarese people on earth. Liminal position on the myth of Sawerigading is a firm position to explain the reality of culture of the Buginese-Makassarese people. That is why the Buginese-Makassarese people have a strong and firm character.

Abstract

Pelaksananaan sosialiasi yang bertajuk pengembangan "Badan Usaha Milik Kampung (BUMKam) Berbasis Potensi Lokal Di Kawasan Perbatasan Indonesia-Papua New Guinea (PNG)" dihadiri oleh Kepala distrik/camat Yaffi dan perangkatnya, Pemimpin adat (Ondoafi), tokoh pemuda, Tokoh agama, dan juga Kepala Desa dan anggota Badan Permusyawaratan Kampung (Bamuskam), serta masyarakat di Distrik Yaffi, Kabupaten Keerom, Kota Jayapura, Provinsi Papua. Pada Pelaksanaan kegiatan sosialisasi, dipaparkan materi mengenai alur pendirian, landasan hukum dan regulasi, permodalan, manfaat dan jenis usaha BUMKam (Badan Usaha Milik Kampung) yang tepat untuk dijalankan berdasarkan potensi lokal daerah setempat. Setelah itu, dilakukan sesi tanya jawab (feedback) sehingga terungkap bahwa BUMKam belum terlalu eksis dikalangan masyarakat, konsep pembangunan desa yang dilakukan oleh pemerintah kampung masih terfokus pada pembangunan fisik saja. Dengan adanya kegiatan pengabdian ini, diharapkan dapat memberikan pemahaman kepada masyarakat begitu juga kepada aparatur kampung bahwa kehadiran BUMKam akan menjadi suatu lembaga yang dapat mengangkat program prioritas kampung, potensi lokal serta kemajuan perekonomian kampung yang berpangkal terhadap kesejahteraan masyarakat lokal. Setelah mengikuti sosialiasi ini, peserta diharapkan dapat menambah wawasan yang dapat dijadikan sebagai landasan, baik dalam proses pendirian, maupun dalam pengelolaan BUMKam.

Abstract

This article aims to explore various forms of land tenure and land use in Sorendiweri Village in East Supiori District, Papua Province. This research uses descriptive research using ethnography. The technique of determining informants is done purposively by determining key informants first that guides researchers to search for further informants. Data collection techniques used are in-depth interviews and FGD (Focus Group Discussion). Data analysis was carried out based on the factual culture of the community. The results show that the pattern of land tenure in the local population is communal at the clan level. Then, according to the local population, psychomo-logical and historicize view of customary land is very dominant because it states that customary land tenure in popular clans such as Sauyas that is more in line with history and relationships between clans. In addition, land tenure conflicts often occur because of the spread of land clearing in customary rights for infrastructure development and etc.

Abstract

A particular charm accompanies the existence of several islands in the Lake Sentani area. An example of such places is Asey Besar Island, which is frequently visited by tourists and has several natural spots and historical heritage assets. Consequently, this research was conducted to map the potential tourist spots that have become attractions in Asey Besar Island. It was also performed to reveal the environmental conditions by utilizing Sapta Pesona or the seven enchantments’ elements. A qualitative descriptive approach was used for the research, while a SWOT analysis was performed to formulate alternative strategies that are potentially useful in developing tourism in the area. The study results showed that the Sapta Pesona concept had not been fully realized and revealed potential tourist spots and attractions for the island. These spots include a white ship, an old church, bark carvings, water, and cultural tourism, as well as the Lake Sentani Festival. Alternative strategies that were found useful in developing Asey Besar Island tourism objects are the provision of road infrastructure and building tourism support facilities, such as cafes, homestays, and Instagramable photo spots. Other strategies are improving the environmental quality, maintaining cleanliness, performing effective tourism promotion activities, as well as supporting and realizing the development of tourism objects based on Sapta Pesona.

Abstract

Pada arena pemilihan langsung, pegawai negeri sipil (PNS) selalu dianggap sebagai mesin politik yang memiliki peluang untuk mengumpulkan suara. Bourdieu memandang kekerasan simbolik terjadi secara laten, kekuasaan selalu membangun birokrasi dalam struktur hirarkis sehingga dalam pemilihan langsung PNS selalu dalam kondisi dilematis. Relasi politik, relasi sosial, relasi kultural PNS merupakan tiga aspek yang perlu dikaji lebih lanjut. Penelitian ini menggunakan metode kualitatif interpretatif. Bahan kepustakaan sebagai sumber data. Data dikumpulkan penelusuran literatur, jurnal buku, dokumen atau sumber data yang terkait dengan penelitian. Validasi data melalui pemeriksaan anggota atau memeriksa temuan menggunakan interpretasi secara tertulis dari akademisi bidang tersebut. Hasil penelitian menunjukkan bahwa reproduksi konjungtur terjadi secara berkelanjutan, keterlibatan PNS dalam pemilu dari orde lama hingga saat ini, di tengah pandemi harus dilihat dengan meta perspektif. Kekerasan simbolik terhadap PNS dapat ditekan dengan pencabutan hak suara. Tindakan ini diikuti dengan sanksi tegas pada sebelum dan sesudah pemilu.

Abstract

Undang-Undang Nomor 5 Tahun 2017 tentang Pemajuan Kebudayaan lahir sebagai upaya dalam menjadikan kebudayaan sebagai core isu dalam pembangunan nasional. Diharapkan dengan adanya kejelasan regulasi yang diberikan dapat menstimulasi seluruh elemen terkait, baik dari pemerintah, pemerhati budaya, dan masyarakat secara umum untuk lebih mengapresiasi kebudayaan yang dimiliki dan dijadikan sebagai pijakan dalam pembangunan. Para alumni antropologi yang konsentrasi pada bidang kebudayaan, belum banyak mengetahui mengenai regulasi ini, dan perekrutan penggiat budaya dalam menginventarisasi objek kebudayaan daerah. Untuk itu pelaksanaan kegiatan ini dilakukan untuk memberikan wawasan dan pemahaman mengenai regulasi tersebut, untuk dapat dipahami secara bersama dalam menginventarisir dan memajukan kebudayaan di Papua. Pelaksanaan kegiatan ini dilakukan melalui metode sosialisasi yang dilakukan secara virtual dengan menggunakan aplikasi zoom. Materi sosialisasi dibagi menjadi dua, yakni pemaparan tentang regulasi Pemajuan Kebudayaan, kemudian kedua tentang penggiat budaya. Hasil pelaksanaan kegiatan menunjukkan bahwa para peserta sangat antusias dan aktif dalam mengikuti kegiatan ini, dan memberikan wawasan tentang pentingnya kebudayaan untuk menunjukkan jati diri dan dapat dijadikan sebagai modal dalam pembangunan.

Abstract

One model of ownership of access and the management of coastal and marine resources is a communal property widely applied to indigenous peoples who have ”hak ulayat” (customary rights) over coastal and marine areas. This article aims to analyze and deeply describe the traditional knowledge systems and coastal resource management of the Tobati-Enggros coastal fishermen. This research is a qualitative descriptive study using an ethnographic approach. The data collection techniques used were in-depth interviews and field observations. The data analysis is interpretive descriptive. The results showed the traditional maritime knowledge system in Tobati-Enggros fishers includes the nature of the marine coast, fishing gears, types of fishing, and fishing season. Management of Coastal Resources is also regulated in the Customary Authority under the leadership of ”Keondoafian” (tribal chief) by implementing Manjo in managing coastal resources. This shows that the existence of Manjo customary law and subsistence utilization patterns, based on traditional knowledge systems, the Tobati-Enggros fishing community has local wisdom values closely connected with the aim of marine conservation.

Abstract

This paper aims to describe and analyze the types of traditional fishing technology equipment used by the Tobati Enggros fishermen community to manage and utilize coastal resources in Yotefa Bay, Papua. The research approach used descriptive qualitative. Data collection techniques used were observation and interviews. Then the data analysis includes the stage of data reduction, data description, and data interpretation. The results showed that the traditional fishing technology owned by fishermen Tobati Enggros was divided based on the fishing area, namely the fishing area within the bay, mangrove forest, and outside the bay. The traditional technology used is divided by gender and fishing area. There are three types of boats as transportation technology: semang-semang, kole-kole, and jonson boat, and then the fishing tools are kolowai, stabbing tools, molo glass, nets, and fishing rods. The traditional technology fishing equipment owned can be a cultural capital used as a foothold in development. On the other hand, the fishing pattern using traditional environmentally friendly technology with household-scale catches is linked to marine conservation with subsistence utilization of coastal resources.
