The paradigm of last ivic education washeavi ly orientated to the development of moral valueswhichdiet not have a clear knowledge basis, aandintended tosupport the New Order regime (statusquo). Thepo~ itical changes from otoritariannisme todemocracyint~ndeed to establish ciil society into thecrisisofthe exsistnce ofthe civic education.Thenew paradigm of the civic education isn~eded to over come the crisis. The aradigm iss buit in··accord call with the New Indonesian and construtedthrough the antithesisof the old one. The newparadigmisexpected to have criterion as follow: first,it is an strongly orianted knowledge.It means thethemes all knowlwdge such as politicals, law. econonlic and the others of social sciences weredeveloped with specils emphasizeon participatoryapproachof the social ''"scienses (enlahcip"ation of thesocial scieces),however it should have orientation tothe students. Second, it is strongly orientated to theempowermentof th citizen. Consequentl we needed toreveal the orientation of the citizenship, and thedevelopment of civic culture and to develop thecriticissm attitudes and the cretive citizen.The above mentioned new paradigm' of civiceducation will be able to suppart the developmentofcivil society asa a New indonesian society, and willnot risk to the changesofthe regime
