Kolaborasi Kabinet Zaken dan Kabinet Koalisi dalam Pembentukan Kabinet Efektif

Abstract

ABSTRAKPenelitan ini bertujuan untuk mencari formulasi kolaborasi antara kabinet zaken dan kabinet koalisi dalam rangka membentuk kabinet yang efektif. Metode peneitian yang digunakan dalam penelitian ini adalah metode komparatif dengan mencari referensi teori yang relevan sesuai dengan kajian riset ini. Ada empat macam bentuk kolaborasi yang ditawarkan di dalam penelitian ini di antaranya (1) harus ada kesepakatan mengenai platform dan agenda politik bersama di antara partai-partai yang berkoalisi, (2) adanya pembagian kekuasaan atau power sharing yang secara relatif dianggap memuaskan oleh seluruh partai mitra koalisi dan ahli, (3) perlu penegasan Presiden kepada partai politik untuk memberikan kader terbaiknya yang memiliki keahlian dibidangnya untuk duduk sebagai menteri, (4) Kabinet Zaken bisa di pilih oleh presiden melalui kontribusi partai koalisi maupun dari seleksi oleh Presiden sendiri dalam penentuan secara terbuka oleh para ahli di bidangnya masing-masing. Jadi bentuk Kolaborasi (1) bisa diisi 50% dari kalangan ahli professional (non parpol), 50% dari kalangan parpol. (2) bisa 30% dari kalangan ahli professional non parpol, 70% dari kalangan parpol yang sesuai bidang akademik dan kerjanya. (3). Pos-pos menteri yang menyangkut hajat hidup orang banyak sebaiknya dijabat oleh menteri yang berasal dari kalangan ahli professional non parpol. This research supports the search for collaboration formulations between the zaken cabinet and the coalition cabinet in an effective cabinet framework. The research method used in this study is a comparative method by finding relevant theory references in accordance with this research study. There are four types of collaboration offered in this study above (1) there must be agreement on a platform and a joint political agenda between the parties that are in the coalition, (2) there is a division of power or the division of power that is related freely received by each party coalition partners and experts, (3) the president must be affirmed for political parties to provide the best cadres who have expertise in their fields to sit as ministers, (4) the zaken cabinet can be chosen by the president opened by experts in their respective fields. So the Collaboration form (1) can be filled 50% from professional experts (non-political parties), 50% from political parties. (2) 30% can be from non-political professional experts, 70% from political parties that are suitable in the academic field and competition. (3) Ministerial posts discussing non political party profession experts.
