Technological development makes one of the ports corporation has implemented an information system on its operational performance. However, the port operational information system applied is still not optimal due to the disintegration of data in each division and lack of documentation on the implementation of SOPs causes the port operational service business processes to become uncontrollable. This research aims to improve operational service performance by analyzing the current needs of the company, planning the strategic application of information systems that are in line with business strategies, creating a portfolio of future corporate applications dan producing a planning document commonly called an Information System Strategic Plan document ( ISSP). ISSP in this research consists of four main phases, namely visioning analysis, situation analysis, direction planning, and recommendation phase. The techniques used in conducting the analysis are Value Chain, SWOT Analysis and Five Competitive Forces. The result of this research is development of a business-based operating information system strategy consisting of business application architecture, information system infrastructure, changes in organizational structure and business process redesign. This research is expected to help companies in the port sector be able to improve operational performance and meet business objectives expected from the information system side.
