<![CDATA[Abstract This study aims to determine the components, concepts and legal approaches of state administration. This research is a legal research that uses a normative theoretical approach. The results showed that menunjukan administrative Law norms include three components, namely law for government administration (het recht voor het bestuur), law by / from the government (het recht van het bestuur) and law against the government (het recht tegen het bestuur). Based on a comparative study of Administrative Law, there are three basic concepts of Administrative Law, namely the United States concept, the British concept, and the French concept. The concept of French Administrative Law was also adopted by the Dutch. Because the legal system in Indonesia is affiliated with the concept of Dutch law, the concept of Administrative Law also affects to the legal system in Indonesia. Furthermore, through comparative studies there are also three approaches in Administrative Law, namely the government power approach, the rights based approach, and the functionary approach. Keywords: Components, Concepts and Approaches to Administrative Law. Abstrak Penelitian ini bertujuan untuk mengetahui komponen, konsep dan pendekatan hukum administrasi negara. Penelitian ini merupakan penelitian hukum yang menggunakan pendekatan teoritik normatif. Hasil penelitian menunjukkan bahwa norma hukum administrasi meliputi tiga komponen, yaitu hukum untuk penyelenggaraan pemerintahan (het recht voor het bestuur), hukum oleh/dari pemerintah (het recht van het bestuur) dan hukum melawan pemerintah (het recht tegen het bestuur). . Berdasarkan studi banding Hukum Administrasi, terdapat tiga konsep dasar Hukum Administrasi, yaitu konsep Amerika Serikat, konsep Inggris, dan konsep Perancis. Konsep Hukum Administrasi Perancis juga diadopsi oleh Belanda. Karena sistem hukum di Indonesia berafiliasi dengan konsep hukum Belanda, maka konsep Hukum Administrasi juga mempengaruhi sistem hukum di Indonesia. Selanjutnya melalui studi banding juga terdapat tiga pendekatan dalam Hukum Administrasi Negara, yaitu pendekatan kekuasaan pemerintah, pendekatan berbasis hak, dan pendekatan fungsional.
