This study aims to examine problems in waste management in Surakarta. This research is doctrinal/normative legal research with a statutory approach. The data were collected by literature studies, then analyzed qualitatively. There are several laws and regulations that have a correlation with waste management in Indonesia, namely Law No. 32 of 2009 concerning Environmental Protection and Management and several other laws. The Indonesian constitution mandates the right to a good and healthy environment. But in practice, with many environmental cases occurring today, it can certainly be a criticism of the Government as an organ that is fully responsible for fulfilling these rights. Various environmental problems that occur, both damage and pollution are not directly proportional to the law enforcement mechanisms implemented by the Government. Birth of Law No. 32/2009 (UU PPLH) apparently also has not been able to answer all the problems of environmental law enforcement in Indonesia. Law Number 32 of 2009 concerning Environmental Protection and Management (UUPPLH) has included criminal provisions in Chapter XV, which consists of 23 articles.
