Inovasi Teknologi Portal Intranet Kominfo: Perspektif Actor Network Theory

Abstract

Penelitian ini melihat bagaimana proses translasi yang terjadi ketika inovasi teknologi portal intranet diterapkan di Kementerian Kominfo.Konsep difusi inovasi dan actor network theory digunakan dalam penelitian ini. Pendekatannya adalah kualitatif, dengan metode studi kasus. Unit analisis yang diteliti berupa aktor manusia dan non-manusia. Aktor manusia yaitu inisiator dan beberapa pengguna portal intranet, kemudian aktor non-manusia antara lain aplikasi intranet dan forum diskusi yang berada di portal intranet. Hasil penelitian menunjukkan proses translasi terjadi melalui tahap problematisasi di mana inisiator menawarkan inovasi intranetpada aktor-aktor. Dilanjutkan dengan tahap interressement di mana portal intranet didesain inisiator sebagai single gateway bagi aplikasi e-government. Enrollment berupa pembelokkan akses untuk mengakses internet dengan cara login terlebih dahulu menuju portal intranet dan terakhir adalah mobilisasi yang terjadi ketika portal intranet Kominfo digunakan sebagai wadah untuk berbagi ilmu dan forum diskusi. ANT sebagai teori yang dapat mengungkap relasi persoalan antar aktor, menekankan pada translasi dalam proses terbentuknya jaringan (network). This research aims to look at how translation process occurs when internet portal technology innovation is implemented in the Ministry of Communication and Information. The concepts of innovation diffusion and Actor Network Theory are used in the research. Qualitative approach with study case method is applied. The units of analysis to be examined are human and non-human actors. The human actor is an initiator and several internet portal users and the non-human actors include internet applications and discussion forum found in the internet portal. The research shows translational process occurs through the problematization phase wherethe initiator offers intranet innovation to the actors. It is followed by interessement phase where the intranet portal is designed by initiator as a single gateway for e-government applications. Enrollment takes form in diversion of the internet access by logging in to the Ministry’s intranet portal and mobilization occurs when the Ministry’s intranet portal is used as a place to share knowledge and as a discussion forum. ANT as a theory can disclose the relationship of problems among actors, emphasizing the translation in the formation process of the network.
