<![CDATA[Abstract:Development is a process of change in a better direction through continuous efforts from the previously less good to be better. As part of the community, religious colleges must be pro-active in empowering the rural poor with a variety of approaches, namely the first approach through the language of religion, the two scientific approaches as characteristics of scientific and human work, the three approaches that empower people with an emphasis on human (HR development) and the four approaches that refer to the needs felt by the community. Significant factors influencing the level of poverty in Langsa City are changes in GDP (economic growth), education level, unemployment and PDRB share of the agricultural sector. Economic growth, an increase in the level of education and an increase in the share of GRDP in the agricultural sector will reduce the level of poverty, while the increase in the number of unemployed people will increase the level of poverty. Abstrak:Pembangunan merupakan suatu proses perubahan ke arah yang lebih baik melalui upaya yang dilakukan secara terus menerus dari yang sebelumnya kurang baik menjadi lebih baik. Sebagai bagian dari masyarakat, perguruan tinggi agama harus pro aktif melakukan pemberdayan masyarakat miskin di pedesaan dengan berbagai macam pendekatan, yaitu pertama pendekatan melalui bahasa agama, kedua pendekatan ilmiah sebagai ciri kerja insan dan lembaga ilmiah, ketiga pendekatan yang memberdayakan masyarakat dengan penekanan pada unsur manusia (pengembangan SDM) dan keempat pendekatan yang mengacu pada kebutuhan terasa masyarakat. Faktor yang signifikan memengaruhi tingkat kemiskinan di Kota Langsa yaitu perubahan PDRB (pertumbuhan ekonomi), tingkat pendidikan, jumlah pengangguran dan share PDRB sektor pertanian. Pertumbuhan ekonomi, kenaikan tingkat pendidikan dan kenaikan share PDRB sektor pertanian akan menurunkan tingkat kemiskinan, sedangkan kenaikan jumlah pengangguran akan menaikkan tingkat kemiskinan.]]>
