ANALISIS FAKTOR-FAKTOR YANG MEMENGARUHI IMPOR GANDUM INDONESIA DARI AUSTRALIA TAHUN 1980-2013

Abstract

Ketika konsumsi gandum Indonesia meningkat maka impor gandum ditingkatkan untuk memenuhi kebutuhan konsumsi masyarakat akan makanan berbahan dasar gandum. Salah satu pengekspor gandum terbesar untuk Indonesia adalah Australia. Produksi gandum Australia cenderung berfluktuatif. Namun ketika produksi gandum Australia menurun impor gandum Indonesia dari Australia justru meningkat. Jenis penelitian ini adalah penelitian kuantitatif dengan data time series berdasarkan tahun periode 1980-2013. Metode analisis yang digunakan adalah Ordinary Least Square (OLS). Pengujian secara parsial digunakan uji t-statistik dan pengujian secara serempak digunakan uji F-statistik. Hasil penelitian ini menunjukkan bahwa produksi gandum Australia tidak berpengaruh dan signifikan terhadap impor gandum Indonesia dari Australia dengan nilai koefisiens ebesar 0,0000802. Konsumsi gandum Indonesia berpengaruh positif dan signifikan terhadap impor gandum Indonesia dari Australia dengan koefisien sebesar 0,000241. Kurs berpengaruh positif terhadap impor gandum Indonesia dari Australia dengan nilai koefisien sebesar 0,000501. Saran dari penelitian ini maka pemerintah perlu menekan impor gandum dengan mengeluarkan kebijakan penanaman komoditas pertanian alternatif pengganti gandum untuk bahan tepung terigu seperti singkong. Masyarakat perlu kembali beralih mengkonsumsi komoditas lokal.  When the Indonesian wheat consumption increases, imports of wheat increased to meet the consumption needs of the community will be wheat-based foods. One of the biggest wheat exporter to Indonesia is Australia. Australian wheat production is likely to fluctuate. But when the Australian wheat production decreased Indonesian wheat imports from Australia have increased. This research is a quantitative study with time series data based on the period 1980-2013. The analytical method used is Ordinary Least Square (OLS). Partial test used statistical t-test and test simultaneously used the F-statistic test. The results showed that the Australian wheat production had no effect and significant to Indonesian wheat imports from Australia with a coefficient of 0.0000802. Indonesian wheat consumption is positive and significant impact on the Indonesian wheat imports from Australia with a coefficient of 0.000241. Positive effect on the exchange rate of Indonesian wheat imports from Australia with coefficient of 0.000501. Suggestions from this study, the government needs to reduce imports of wheat by issuing investment policy agricultural commodities wheat alternative to materials such as cassava flour. people need to go back to the consumption of local commodities.
