Abstract

The Constitution of the Republic of Indonesia requires a constitutional right of citizens to achieve self-education in order to develop the potential of each individual possessed, as stated in Article 31 paragraph (1) NRI Constitution 1945. This means that the state is obliged to provide quality educational services in accordance with the interests and talents regardless of social status, race, ethnicity, religion and gender. Implementation is contained in the form of implementation of compulsory education program implemented by the government through the Ministry of Education and Culture with the legal basis of Law No. 20 of 2003 on National Education System. However, the implementation is still far from expectations, are still finding areas that need improvement and repair. In addition, many people's expectations are raised which must be responded positively by the government, so that the implementation of the national education system can be run either in accordance with the expectations and desires.
