Abstract

Road investment appraisal requires joint consideration of multiple criteria which are related to engineering, economic, social and environmental impacts. The investment consideration could be based on the economic analysis but however for some factors, such as environmental, social, and political, are difficult to quantify in monetary term. The multi-criteria analysis is the alternative tool which caters the requirements of the issues above. The research, which is based on 102 class D and class E paved road sections in Kenya, is about to optimize road network investment under budget constraints by applying a multi-criteria analysis (MCA) method and compare it with the conventional economic analysis. The MCA is developed from hierarchy structure which is considered as the analytical framework. The framework is based on selected criteria and weights which are assigned from Kenya road policy. The HDM-4 software is applied as decision-making tool to obtain the best investment alternatives and road work programs from both MCA and economic analysis. The road work programs will be the results from the analysis using both MCA and economic analysis within HDM-4 software to see the difference and compare the results between both programs. The results from MCA show 51 road sections need periodic work, which is overlay or resealing. Meanwhile, 51 others need rehabilitation or reconstruction. The five years road work program which based on economic analysis result shows that it costs almost Kenyan Shilling (KES) 130 billion to maintain the class D and E paved road in Kenya. Meanwhile, the MCA only requires KES 59.5 billion for 5 years program. These results show huge margin between two analyses and somehow MCA result provides more efficient work program compared to economic analysis.

Abstract

Increasing demands of reinforcement in the joint panel are now requiring more effective system to reduce the complicated fabrication by widely used precast system. The joint panel is responsible to keep the load transfer through beam and column as a crucial part in a structural frame that ensures the main feature of the whole structure during earthquake. Since precast system might reduce the joint panel monolithic integrity and stiffness, an innovation by adding fiber into the grouting system will give a breakthrough. The loading test of precast concrete beam-column joints using FRCC (Fiber-Reinforced Cementitious Composites) in joint panel was conducted to evaluate the influences of fiber towards shear performance. The experimental factor is fiber types with same volume fraction in mortar matrix of joint panel. Two specimens with Aramid-fiber and PP-fiber by two percent of volume fraction are designed to fail by shear failure in joint panel by reversed cyclic testing method. The comparison amongst those experiment results by various parameters for the shear performance of FRCC beam-column joints using various fibers are discussed. Preceding specimens was using no fiber, PVA fiber, and steel fiber has been carried out. Through the current experimental results and the comparison with previous experiment results, it can be recognized that by using fibers in joint panel was observed qualitatively could prevent crack widening with equitable and smaller crack width, improved the shear capacity by widening the hysteretic area, increased maximum load in positive loading and negative loading, and decreased the deformation rate. Elastic modulus properties of fiber are observed to give the most impact towards shear performance.

Abstract

The construction of Logung Dam in Kudus Regency is aimed to reduce the inundation area at downstream of Logung River, particularly during the rainy season. Besides, the potential water of Logung Dam is used for for irrigation and non-irrigation services. In order to mitigate the flood disaster that may arise in the downstream area, various preparedness should be established including the identification of flood hazard characteristics that may be caused by the break of the Logung Dam. This paper presents the results of Logung Dam break analysis using the levee pool routing model and the 2-D channel routing of the HEC-RAS 5.0 Version software. The initial value of breach parameter was calculated using the Froehlich’s equation, and variation of breaking times (1, 2, and 3 hours) were applied to study the generated hydrograph based on the corresponding elevation-storage curve. Furthermore, the simulation of channel routing at downstream of the dam was carried out in three different scenarios based on the bridges condition at downstream of the Logung Dam. Scenario 1 assumed that bridges will be safe enough against flood. Scenario 2 assumed that the bridges would only be safe at flood with return period lower than 20 years, whereas the scenario 3 assumed that bridges would be collapsed due to the flood at design flood with several return periods. The simulation results showed that the Probable Maximum Flood (PMF) with peak discharge of 1,303.60 m3/s did not generate overtopping. The peak discharge through the dam body was 15,022 m3/s at the first 40 minutes. It took 7 hours and 30 minutes to decrease the water level of the reservoir from +95.2 m to +38 m. In scenario 2, the simulation used 20 years return period flood with velocity in cross section before the Bridge RS 3700 was 7.21 m/s and before Bridge RS 6800 was 5.72 m/s. Furthermore, the 2-D simulation results showed that at the near downstream of the Logung Dam, the maximum depth was 55 m and the maximum velocity was 39 m/s. Several prone areas to flood caused by the dam break are the villages at the left side of the downstream Logung River including Bulung Cangkring, Bulung Kulon, Sidomulyo, Pladen and Jekulo village.

Abstract

The change of land use in Mt. Muria area Central Java has been resulting in the significant sheet erosion of upstream watershed around Mt. Muria, followed by considerably high sedimentation on rivers downstream that lead to the reduction of cross sections of the rivers including Logung River. Such situation has been contributing the condition that downstream of Logung River is very potential to experience over flow and inundation to its surrounding area. An idea of constructing the Logung Dam was introduced in 1986 that aimed at reducing the aforementioned inundation. Besides, the development of Logung Dam was also aimed at fulfilling both irrigation and non-irrigation water demand. This paper presents the results of the analysis of the water availability and flood control performance of the Logung Dam. The dependable flow was analyzed by applying the National Rural Electric Cooperative Association (NRECA) method in order to determine the low flow characteristics, whereas the identification of the high flow characteristics was carried out by using the Synthetic Unit Hydrograph (SUH) methods, i.e., the GAMA I and Nakayasu modeling approach. At a certain reservoir characteristic and a defined geometry of spillway, several reservoir routing simulations were carried out on both dependable flows and high flows. Results of the reservoir routing showed the promising water availability of the Logung Dam to fulfill water demand for both irrigation and non-irrigation, whereas the reservoir routing could reduce the probable maximum flood from QPMF from 1,031 m3/s to approximately 950 m3/s or damping efficiency at 7.86%. Further analysis suggests necessary operation and maintenance of Logung Dam to sustain its function and to mitigate possible problems related to reservoir sedimentation.

Abstract

Mrica Reservoir is one of many reservoirs located in Central Java that experienced a considerably high sedimentation during the last ten years. This condition has caused a rapid decrease in reservoir capacity. Various countermeasures have been introduced to reduce the rate of the reservoir sedimentation through catchment management and reservoir operation by means of flushing and/or dredging. However, the sedimentation remains intensive so that the fulfillment of water demand for electrical power generation was seriously affected. This paper presents the results of evaluation on the dynamics of the purpose of this research is to evaluate the sediment balance of the Mrica Reservoir based on two different scenarios, i.e. the existing condition and another certain type of reservoir management. The study on sediment balance was carried out by estimating the sediment inflow applying sheet erosion method in combination with the analysis of sediment rating curve. The measurement of the deposited sediment rate in the reservoir was conducted through the periodic echo sounding, whereas identification of the number of sediment that has been released from the reservoir was carried out through the observation on both flushing and dredging activities. The results show that during the last decade, the rate of the sediment inflow was approximately 5.869 MCM/year, whereas the released sediment from the reservoir was 4.097 MCM/year. In order to maintain the reservoir capacity, therefore, at least 1.772 MCM/year should be released from the reservoir by means of either flushing or dredging. Sedimentation management may prolong the reservoir’s service life to exceed the design life. Without sediment management, the lifetime of the reservoir would have finished by 2016, whereas with the proper management the lifetime may be extended to 2025.

Abstract

Winongo River experienced considerably high flow that caused overflows along the downstream part of the river and some inundation at the surrounding area. The inundation has reached up to 1 m spread over the Tegalrejo Sub-district of Yogyakarta City and swept two houses. This paper analyses the damage and loss due to the flood by taking into account the hydraulics phenomena and the economic impact at the inundation area. A hydraulics model has been developed to study the flow characteristics during the flood of Winongo River, especially in the river reach in Tegalrejo Sub-district. The hazard-induced damages in the flooded area were identified and the economic impacts were studied. Several related software have been utilized to analyse the damage and loss of the disaster, including the HEC-RAS 5.0, ArcGIS, HEC-GeoRAS and InaSAFE. Through the integration of the characteristics of both flood phenomena and the economic factor, the damage and loss were then analysed and the Average Annual Damage (AAD) of approximately IDR 88,750,000,000 was obtained.
