Masyarakat Telematika Dan Informasi : Jurnal Penelitian Teknologi Informasi dan Komunikasii adalah jurnal yang memuat makalah ilmiah bidang penelitian informatika dan informasi. Jurnal ini di terbitkan oleh Puslitbang Aptika dan IKP, Badan Litbang SDM, Kementerian Komunikasi dan Informatika RI. Volume pertama Vol.1 No.1 Jurnal Masyarakat Telematia dan Informasi ini terbit pada tahun 2010. sampai dengan sekarang setiap terbitan memuat enam makalah ilmiah dari bidang Informatika dan Ilmu Komunikasi Sosial . Pada Edisi tahun 2016 Jurnal Masyarakat Telematika dan Informasi memfokuskan penerbitan pada naskah ilmiah di bidang teknologi informatika. Meskipun fokus jurnal Masyarakat Telematika dan Informasi mengedepankan bidang keilmuan teknik informatika , pembaca mungkin akan tetap menemukan beberapa naskah ilmiah yang terdiri dari bidang ilmu komunikasi dan sosial pada halaman back issue mulai edisi vol.1 no.1 tahun 2010 sampai dengan vol.6 no.2 tahun 2015.

Abstract

This study aimed to determine the process of adoption and use of ICTs by the ceramics craftsmen and businessmen and also pottery at the Pottery Center in Kasongan, Bantu/, Yogyakarta. This research use Qualitative approach with a constructivist paradigm. Research methodology is case study, with the assumption of JCT as a new media especially the Internet in the process of adoption of innovation it takes time to be utilized properly and effectively. Stages of adoption process started from the knowledge acquired informally on the internet, from face to face communication with people who understand the Internet, to the decision to use it was fully decided by the artisans themselves. The study s findings, such as, the use of JCT to access the Internet by the craftsmen is still very limited. The use of internet is usually for e-mail, browsing to find the design of ceramic art in a globalized world, as well as for promotion of ceramic art products. Kasongan ceramic products are mainly for export markets (US., Europe, Korea, Canada, Malaysia) and less for the domestic market (Jakarta, Denpasar, Malang). Routinely, Dinasperindagkop Kab. Bantu/ implement training programs in production engineering and design for the craftsmen to improve the quality of the ceramic products. Kasongan ceramics center area is growing through the concept of Ge/em Kaji, which consists of 3 supporters in the surrounding area (center accessories, leather, pottery and stone sculpture) they all come together as a region center for a more comprehensive Kasongan ceramic products.

Abstract

Prepaid pulse case received attention from various media, both print, electronic or online. In media judge, this case was a part of a crime by selling consumer data. One media that give more attention to the case is Tribunnews.com, which is have a lot of online media network; compared with the other online media. In connection with this research, through Robert M Etman Framing methods, the research will see the image of the selection process by this case, and highlighting certain aspects of reality. The research results show that this case constructed a consumer fraud issues. This means, that Tribune saw this problem as categorized in the realm of law. There is a deceptive element of the operator, and in this case the defrauded party (consumer). From the overall results, Tribunnews.com news framing at the legal issues of fraud.

Abstract

Mascot used officially for media campaign by Kominfo team of Healthy Internet Dissemination is required to encourage public participation in the use of Healthy Internet. The purpose of this study is to know the meaning behind the formation of mascot Ines and Iman. This study uses a semiotic analysis of Ferdinand de Saussure. This research is qualitative descriptive, and data collection was done by the documentation and study of literature. The result shows that the mascot Ines plays role of the doctor who in charge of health problems which is associated with Healthy Internet, while the mascot Iman plays role of detective which is linked to the security or Safe Internet.

Abstract

The Ministry of ICT (Kominfo) implemented intranet policy for internal organization communications. Every member of the organization or Civitas have a single login access to the portal that serves as a gateway for e-Government applications and public spaces . This study discusses the implementation of public disclosure is implemented through cyber space communications. The Symbolic Convergence Theory that developed by Ernest Bormann used to determine how the construction process of consciousness is formed. The study using qualitative methods with interpretive constructivist perspective. Research conducted during the 3 months of January to March 2014. To obtain validity data are gathered through three ways : observation , Focus Group Discussion ( FGD ) and in-depth interviews of seven informants who have been determined. The results of the study showed a process of dramatization messages that form fantasy chain. Fantasy Type of community and organizations that made up the rhetorical vision : information transparency. Fantasy theme found in the awareness of the process of bureaucratic reform. An efforts makes the Ministry of ICT as leading sector in communications and information technology sector with fantasy theme: Kominfo Gitu Loh!

Abstract

Website pemerintah merupakan salah satu sarana pelayanan kepada masyarakat. Pola akses pengunjung pada website pemerintah bisa menjadi indikator atas mutu pelayanannya. Selain itu, pola tersebut bisa dijadikan dasar untuk melihat tren dan prediksi kebutuhan pelayanan untuk masyarakat terhadap website pemerintah di waktu yang akan datang. Metode yang digunakan adalah klasifikasi melalui regresi (ClassificationViaRegression), karena klasifikasi yang dibutuhkan bersifat multiclass, dengan atribut bernilai numerik, sehingga bisa mentransformasikan masalah klasifikasi menjadi fungsi prediksi. Metode ini berbasis pohon keputusan M5, dengan proses greedy pruning yaitu proses pemangkasan beberapa atribut yang dianggap tidak terlalu berpengaruh pada hasil prediksi sehingga fungsi yang dihasilkan lebih efektif dan efisien. Hasil pengujian dalam penelitian ini menunjukkan akurasi prediksi 80,42%, dan untuk website Pemerintah, hasil prediksi aksesnya berkorelasi positif terhadap waktu akses dan resource data.

Abstract

AbstractAlong with the development of cloud computing technology, several government institution are ready to use cloud computing, even some have started implementing this technology. Currently cloud computing has just recently adapted in Indonesia. It is important to know the comparison and usage analysis of some instituitions that have been used. This study used a qualitative approach with interview instrument conducted for each instituition. Respondents who become the object of this research are LKPP, BIG, Balai IPTEK-net BPPT, and Ministry of Communications and Informatics. The four instituitions are selected because it is a central instituition that has been implemented cloud computing with a wide range of services. The method of analysis used is a comparative method which compares cloud computing services. Comparative analysis approach is issues and challenges of cloud computing. The study produces an overview of the application of cloud computing in government instituitions along with suggestions that should be done.AbstrakSeiring dengan perkembangan teknologi cloud computing, beberapa instansi pemerintahan sudah merencanakan pemanfaatan cloud computing, bahkan sudah ada yang mulai memanfaatkan teknologi ini. Sedangkan cloud computing belum lama ini baru mulai diadaptasi di Indonesia. Kiranya penting untuk mengetahui komparasi dan analisis pemakaian oleh beberapa instansi yang sudah menggunakan. Penelitian ini menggunakan pendekatan kualitatif dengan instrumen wawancara yang dilakukan kepada masing-masing instansi. Responden yang menjadi objek penelitian ini yaitu LKPP, BIG, Balai IPTEK-net BPPT, dan Kementerian Kominfo. Keempat instansi tersebut dipilih karena merupakan instansi pusat yang diketahui sudah menerapkan cloud computing dengan jangkauan layanan yang luas. Metode analisis yang digunakan adalah metode komparatif dimana membandingkan keempat objek penelitian terkait layanan cloud computing yang diberikan. Analisis komparasi menggunakan pendekatan isu dan tantangan cloud computing. Studi menghasilkan gambaran penerapan cloud computing di instansi pemerintahan beserta saran yang seharusnya dilakukan.

Abstract

The poverty of traditional fishermen on the south beach of Java has been going on across the generations both culturally and structurally. They live oppressed by the middlemen and owners of capital, so it needs to be empowered through integrated training of the use of communication media and ICT. The focus of this research is to describe and identify the characters of communication media and ICT which are needed by traditional fishermen when accessing information. The concept of empowerment refers to the theory of “social construction of technology”, which says that the communication media and ICT which are successfully used for empowerment in other sectors, can also be used in traditional fishermen according to their needs. This intertwined case study with qualitative approach, took place in five fishing villages on the south beach of Java, that are Pelabuhan Ratu, Pangandaran, Parangtritis, Munjungan and Muncar. This study aims to describe and identify the construction of communication media and ICT characters adapted to the social and cultural values, as well as social and cultural design of media and ICT, according to the needs of traditional fishermen. The results show that the communication media and ICT which have been identified and utilized by traditional fishermen to access information according to their needs such as face-to-face media, nature signs, handy talky, phone, radio and tv community, GPS and fishfinder. Some communication media and ICT can be used as basic material of tutorials for traditional fisher empowering models through training or workshop at research sites in the future

Abstract

One of the indicators of a democratic governance is the opportunity fo its citizen to participate in the governmnental processes, from the planning, implementation, and controling/evaluation stages. One of the important aspect is the accountability of the government to its citizen—which require a two-way street or reciprocal information transparency. The development of citizen journalism—facilitated by the communication and informaston technology (especfially online media and social media) has enabled citizen to practice journalism activities to report the public issues which are uncovered by the mainstream mass media. This research was an action research, using qualitative approaches at the Regency of Karanganyar and the City of Surakarta. The data were collected using interviews, FGDs, and observation techniques, involving NGO’s activist in the area of public policy. This research finds that citizen journalism has a potential to be used as a monitoring mechanism on the govermental processes and as a media to diseminate the monitoring results in the reports that comply to the journalism principles—which in turn will help in developing the government accountability.
