Abstract

This study aims to examine the impact of the interaction between budget compilers' behavior and ethical considerations on budgetary slack in the Regional Apparatus Organization (OPD) within the Kupang City Government. The test was carried out using multiple linear regression analysis to test the effect of partial, simultaneous and interaction between variables through a quasi-experimental design. The research results began with the classical assumption test, which showed significant results for all tests. The partial test of the independent variable of budget compiler behavior (X1) and ethical considerations (X2) shows support at the significance level <0.05. Simultaneous test shows the effect at the level of 0.000<0.05, which means that simultaneously the variables X1 and X2 have an effect on variable Y with a R2 value of 41%. The results of the interaction test show that the moderating variable causes the hypothesis 4 to be unsupported at the significance level >0.05. The results of this study are expected to contribute to local governments in the budget planning and implementation process by considering the trends in budgetary slack that may be made by budget compilers with considerations of ethics and internalized norms and behavior when preparing the budget.

Abstract

Regional development needs to pay attention to regional potential, which can be done by examining the PDRB to see the existence of superior/basic and non-superior/non-basic potential in order to optimize development results to improve welfare. If the government wants its region to develop rapidly, its development program must start from developing superior economic potential. This study aims to analyze the development of potential sectors and formulate alternative strategies for economic development in Kupang City. The analysis method used is Location Quotient (LQ) and SWOT. The results of the study indicate that there are five sectors that have LQ> 1. The most potential sectors to be developed in Kupang City are electricity, gas and clean water; leasing and corporate finance sector, transportation sector; construction sector; and the trade, hotel and restaurant sector. SWOT analysis shows that the factors of Strengths, Weaknesses, Opportunities, and Threats of the potential economic sector development strategy are classified into the Progressive quadrant.

Abstract

The presence of tourism is proven to have had a positive impact on improving the welfare of the people in Kupang City, NTT, because it has created jobs for people around tourism destinations, such as: the growth of culinary businesses, shops, trade businesses, travel agencies, art shops and other tourism businesses. The role of government, private sector, and social capital is needed to support the success of community-based sustainable tourism in Kupang City. This study aims to find: (1) the right concept in the triangle for sustainable tourism development; (2) strategies for the role of the government, private sector, and community participation in sustainable tourism development in Kupang City; (3) to design the right strategy in the development of sustainable tourism in Kupang City. This research was conducted in Kupang City, East Nusa Tenggara Province, in six sub-districts, where there are tourist destinations, both natural tourism, marine tourism, religious tourism, and artificial tourism. The samples in this study were 270 respondents. Data were collected, to strengthen the tourism strategy in Kupang City using a SWOT analysis. The results of the research and data analysis show that: (1) the roles of the government, private sector and society are implemented in the triangle concept, (2) the right strategy in community-based tourism development in Kupang City, namely: Weaknesses and Opportunities, which is a strategy to minimize weaknesses by taking advantage of opportunities.

Abstract

The development of Information Technology (IT) has a very significant impact on changes in the current government system. IT implementation in all sectors of government is one solution to improve the interaction of government services to the community (Government to Citizen G to C). For this reason, it is deemed necessary to apply a framework in information technology governance to ensure the application of information technology can be made possible in the government system, maximize all existing benefits, and minimize various risks to IT management properly and appropriately, in addition, it can be used as a resource by government officials responsibly. In order to achieve these objectives, it is necessary to evaluate the planning, implementation process, monitoring actions and continuous evaluation. With the implementation of Smart City, it is necessary to have a continuous evaluation of information technology services at the Kupang City Government. In this study, COBIT 4.0 is used as an IT governance approach to determine the maturity level of IT governance. This study uses six tributes of COBIT 4.0 maturity, using descriptive analysis; each maturity attribute will be evaluated to determine the maturity level of public information services and public complaint services. The results of the evaluation of this study determine two types of conditions, namely: current (as is) and expected (to be). Based on the maturity index of public information services and public complaints, the maturity index in its current state (as is) has a value of 2.0. This index value states that the predicate for maturity is "repeatable but intuitive (repetition)". This predicate shows that the information technology management process has been running and developed based on situational conditions. OPD Kupang City already has a pattern in implementing the information technology management process based on various repeated experiences that have been applied to various activities related to information technology in the past. Information technology governance procedures and processes have not been standardized, in which the responsibility is only left to certain individuals or personalities. Procedures are not formally communicated and still limited to discourse, wherein limited human resources can lead to deviations. Planning and training human resources activities are also not done formally. Meanwhile, for the maturity index of public information services and public complaints, the expected/desired condition (to be) has an index value of 5.0, wherein this index value states that the predicate of maturity is 'optimized'. The predicate of the maturity index shows high hopes for all OPDs for optimal information technology governance in public information services and public complaint services in the future. OPD's desire for this predicate hopes that there will be compatibility between various best practices that occur in other locations or OPDs outside Kupang City so that it can be further developed in each OPD, but still coordinate with the Kupang City Information and Communication Office as the leading sector. Policies related to public information service media and information system-based complaint service media must be implemented in an integrated manner to automate the workflow (computerized) online.

Abstract

This research aims to; (1) to determine the water quality of Liliba River and to analyse the water quality index of Kali Liliba River using STORET (2) to identify the perceptions of various stakeholders in Kali Liliba to achieve sustainable use of water resources The study was conducted by measuring several water quality parameters such as turbidity, temperature, TDS, turbidity, smell, taste,  pH, DO, ammonium, N-Nitrite, phosphate, oils and fats, hardness (CaCO3) in several sampling points and distributing questionnaires to communities living in Kali Liliba River Basin. The results showed that ammonium and phosphate concentrations in Kali Liliba had exceeded the threshold specified in accordance with Government Regulation No.82 of 2001. In addition, water quality status using STORET INDEX analysis showed that sub DAS Kali Liliba was categorized medium contaminated. The waste disposal from septic or greywater, disposal of tofu industry waste, and pig farm waste was the major contribution of water pollution in Kali Liliba.
