Abstract

Faucets democracy that is currently underway has given a tremendous effect in many aspects, especially in the context of political and press freedom. These two aspects are very concerned when we noticed lately. However, the dynamics of the political parties have become food for the print and electronic media in any preaching. No exception is mass media attention in every event of political contestation at all levels, both at the provincial, district / city. Role of the press as a means of political communication to form a self image of the candidate is believed to bring sufficient influence on the preferences of voters in 26 districts/cities in West Java Province. This study aims to determine how the frame (framing) reporting by mainstream media outlets that the authors consider to have influence in the province of West Java. Media is used as an analytical tool is Mind and Sept tar Indonesia West Java edition. Both authors use this medium as an analysis of the material because it has a special column that reported the development of the West Java guvernour election.

Abstract

In 2011, one year after GDRB applied, overlapping regulation in the area of the state apparatus is still going on. Two central agencies are the Civil Service Agency (BKN) and the Ministry of Administrative Reform and Bureaucratic Reform (Ministry of PAN and RB) each issued a policy regarding the determination of the number of civil servants needs. BKN through Perka BKN No. 19 Tahun 2011 made the general guidelines for the preparation of the need to make civil servants, while the Ministry of PAN and RB through Penmen PAN and RB No, 26 Tahun 2011 made a number of guidelines for the calculation of the Civil Service needs for the area. Both of these policies are both aiming to get a number of needs of Civil Servants (PNS) which correspond to the real conditions in each agency. This article explain about where the overlapping and contradictions two policies issued by the central agencies.

Abstract

House is one of primary needs for every individual. The presence of house is a formally entry into variety of development policies, it is related without house or permanent residences, an individual existences would be formally hard recognized (for having Identity Card), and it is an agreement in development policies. Therefore, every individual has right to obtain a feasible occupied house. For realizing it into reality, thus District of Jombang's DinasPekerjaanUmum, CiptaKarya, Tata Ruang, Kebersihan, and Pertamanan provides for assistance in form of feasible occupied house rehabilitation program. Every program implementation must be evaluated in order such implementation is not biased from its predetermined purposes. The house rehabilitative program evaluation conducted by writer implement an evaluative motion spatial phases such as : preparation phase, planning phase, plan implementation phase, and post-development activity phase. This research made use a descriptive qualitative research. Meanwhile, its data collection was carried out by observation, in-depth interview, and documentary research. The credibility test was handled by sources and technic triangulation methods. Data processing was worked by reducing data, data presentation, and presented a concluding illustration on research. The research findings consisted of informant's opinion and interpretation as well as conclusions made by writer. From results obtained, evaluation outcomes show that implementation of feasible occupied house rehabilitation program at District of Jombang has not fully effective one. It is, among others, caused by preparation, planning, and activity implementation phases have not fully effective, too.

Abstract

Implementation of civil servant pension system in Indonesia is like a time bomb that could explode at any time. There are five fundamental problems identified in the implementation of civil servant pension system. The problems are the financing of the pension plan, pension fund management, pension fund management institutions, pension participants and pension benefits. The solutions of these problems must be precise and comprehensive. In an effort to reform civil servant pensions system, there are three components that must be updated, (1) the participant, (2) pension program which includes a pension program funding, investment funds, and pension benefits, and (3) institutions with authority to administer the pension plan.

Abstract

The Quality Management of the Lecturers' Performance in the Polytechnic of Health Sciences (An Analysis of the Influence of Leadership Behavior, Organizational Climate, Achievement Motivation and Commitment on the the Lecturers' Performance in the Polytecnic of Health Sciences Ministry of Public Health in Bandung). The low competency of the Polytecnic of Health Sciences graduates in Indonesia is currently under the spotlight. This phenomenon is assumed to have a significant correlation with the achievement of the Human Development Index target. Based on the theoretical review, the low competency of the graduates is caused by the low performance of the lecturers. From the theoretical point of view, the low performance of the lecturers can be influenced by the lecttirers motivation, commitment, leadership and organizational climate. Based on this framework, the writer is interested to conduct the quantitative research through survey method. This research is carried out in the Polytecnic of Health Sciences in Bandung. The population of the research is 268 lecturers, and the sample is determined by Cochran theory (2009) and resulted in 161 lecturers as the sample. The respondents of this reseach are lecturers and students. Path analysis is used as the tehnique of analysis. The result of the research shows that the average score of the quality of the lecturer’s performance in the Polytecnic of Health Sciences is in average category. The aspect of teaching and learning process is more dominant compared to the performance of the research and community services aspects. This finding confirms the current practice of the lecturers who still prioritize teaching and learning, rather than the research and community service activities. The variables of achievement motivation, lecturers' commitment, leadership behavior, and organizational climate variables influence the lecturers' performance both simultaniously and individually. It means that the lecturers' performance is influenced by achievement motivation, lecturers' commitment, leadership behavior, and organizational climate variables. Among the four variables, the achievement motivation has the strongest influence on the lecturers' performance. This research offers an alternative hyphotetic strategy for managing the improvement of lecturers' performance which can be used by the leaders of the Polytecnic of Health Sciences as the input material to improve the quality of human resources, especially lecturers.

Abstract

Order in which the rising impact of regional expansion in high interest areas to spread them selves. In Sulawesi from 1999 to 2009 recorded around 33 district/ city and formed two new provinces. Results of research on six areas in Sulawesi by using descriptive qualitative approach Fnethod shows that these areas of regional expansion in Sulawesi grounded by a variety of factors, such as the size of the territory holding districts, geo-easy to grow, and the ability of the economy as well as the potential area pemekaran considered capable enough to stand it self as an autonomous district. Portrait of education and health at six loci scrutiny, Kota Palopo, Moutong Parigi District, North Minahasa regency, North Mantuju District, Regency South Konawe and Bone Regency Bolango show that the district focused on two things, namely improvement of facilities and infrastructures, as well as increased quality of education and health. Implications of these portraits is the estimated increase, improve quality, and equality of education and health. In addition to many constraints facing the district in providing public services in both sectors, but the facilities and opportunities that are already pretty up to the district gradually able to overcome the barriers that exist through the facilities and opportunities available.

Abstract

Reformasi birokrasi merupakan program nasional yang saat ini tengah dijalankan oleh pemerintah untuk menopang program pembangunan yang sedang berjalan. Selain sebagai Iangkah maju untuk memperbaiki kondisi birokrasi di Indonesia, hal ini sekaligus menjadi tantangan bersama, khususnya bagi instansi pemerintah di semua tingkatan, baik di pusat ataupun daerah. Lebih jauh lagi menjadi tantangan bagi Lembaga Administrasi Negara, yang selama ini melakukan pengkajian, penelitian dan pengembangan di bidang administrasi negara. Peran strategis itu tentu rnembutuhkan pemikiran ulang jika kita rnelihat arah dan perkembangan yang ada saat ini, khususnya yang berkaitan dengan kebijakan pembangunan nasional dan reformasi birokrasi. Pergeseran paradigma dalam pemerintahan tentu harus kita sikapi secara dewasa dengan mendiskusikan beberapa hal yang kiranya relevan dalam melihat kebutuhan dan tantangan ke depan yang dihadapi birokrasi pemerintah.

Abstract

Rakyat berkuasa menentukan siapa yang berkuasa dan siapa yang tidak berkuasa dalam politik Indonesia. Rakyat mengangkat dan menurunkan penguasa lewat pemilihan urnum dengan syarat pemilu atau pilpresnya berlangsung secara jurdil. Hanya sarnpai pada titik inilah batas yang kami sebut sebagai "kuasa rakyat". Ia jelas ada, tetapi kekuatannya terbatas,"(hal.451). Judul buku ini bisa dibilang cukup provakatif. Kata rakyat, selalu identik dengan atribusi negatif dan lemah. Rakyat adalah mereka yang miskin, mereka yang tidak berpendidikan, dan mereka yang tak pernah menang dalam pertarungan kekuasaan. Namun buku ini membuat frasa gabungan dan rakyat dan kuasa, Kuasa Rakyat. Seolah ingin menekankan bahwa rakyat pun bisa berkuasa, mereka tak melulu tertindas. Di awal, saya berharap ada sebuah diskusi mendalarn tentang frasa ini. Pertanyaan nail yang muncul dan benak adalah memangnya rakyat bisa berkuasa? Apa maksud dari kuasa rakyat? Sub judul dan pendahuluan buku ini buru-buru menegasikan pertanyaan itu karena pertanyaan itu salah arah. Buku ini bukan soal agitasi dan moral demokrasi

Abstract

This research aims to describe fiscal independency in regions (cities) /municipalities in Kepulauan Riau Province. Researcher selected Kepulauan Riau Province because seven regions/municipalities in Kepulauan Riau Province are new local government; and regions/municipalities in Kepulauan Riau Province have a lot of natural resources. Fiscal independency is measured used degree of Fiscal Desentralization concept. This Research used qualitative approach and descriptive method.Beside that, this research used data local government budget (APBD) regions/municipalities in Kepulauan Riau Province periode 2008-2012 which is got from Indonesian Finance Ministry. The result shows there are five regions/municipalities in Kepulauan Riau Province have well fiscal independency and low dependency about central government. And just two regions/municipalities in Kepulauan Riau Province still have bad fiscal independency and high dependency about central government.

Abstract

Study raised the issue of inclusive service provision of public services that should be enjoyed all walks of life, including the people who need specialized service such as the disabled (disable), the aging society, pregnant women and children. Yet the provision of an accessible Service for all citizens (inclusive) in the public service sector to date has yet to be top priority for the government. it can be seen from various public facilities are available, such as the various means of transport; public transportation terminals, traffic signs, and street beacon, or the fords and-toilet public toilet. Evenithing is not fully equipped with access for the physically disabled community and other special gala community. Efforts toward an inclusive service should be implemented in a holistic (whole) ranging from aspects of policy, management of aspects, infrastructure, and cultural aspects.
