Abstract

This article examines the concept of state-building as an imperative need in this globalizing world amidst the existence of fragile states around the world. It begins with a simple question regarding the challenges of state-building in fragile states and what measures can be done to minimalizethe probable negatives. Using secondary source analysis and twocase studiesof state-building in Afghanistan, Somaliland, and Aceh, this research finds that there are exclusively two overarching challenges to state- building. First, there has been a challenge of coordination among different actors, as well as with the respective population in the relevant states; the second is the challenge of creating an effective exit strategy, such as maintaining stability and avoiding aid- dependency after the state-building mission has been finished. Abstract

Ethnic Kurds live in the border area of several countries. They formed ethnic alliances based on ethnic kin. In 2011, when the political crisis occurred in Syria, Syrian Kurds became one of the opposition group, which opposed the government. John W. Crow and R. Noel stated that authoritarian governments generally respond to insecurity by implementing aggressive or militaristic approach. In this case, the Syrian Government uses violence and militaristic actions to suppress the power of opposition groups. Based on Tikhomirov, the response could increase the tendency for separatist groups - territorial and ethnic nationalism. The political crisis also weakens the power and capability of the government, along with the increasing pressure from opposition groups and mass mobilization. This is an opportunity for the Kurdish secessionist movement in Syria. As Peter Ferdinand stated that when strife increases and causes insecurity within the country, the nationalism that can survive is ethnic nationalism. The author also used Suhrke and Noble who stated that the support provided by blood brothers has a significant impact on ethnic groups who facing conflict, both with the state or other ethnic groups. Abstract

In respect to the Regional Comprehensive Economic Partnership (RCEP) talks, Indonesia, the ASEAN coordinator for what will be the world's largest free trade pact, has acclaimed the substantial progress in negotiations, which has seen leaders agree to complete the deal this year. On the 33rd ASEAN Summit held in 2018, President Joko Widodo had stressed the importance of a mandate to agree on the RCEP. However, one question needs to bring to light is whether Indonesia's determination has been supported by adequate preparedness to comply with various binding provisions, especially the IPR regime designed to go beyond WTO TRIPs. In an effort to answer that question, this article will be focused on examining the IPR regulatory framework in Indonesia and to what extent it is compatible with the anticipated IPR provision based on the leaked draft of RCEP IP Chapter. Abstract

This study analyzed the energy security strategies of China through increasing energy supply security in Africa from 2000-2010. It used qualitative methods by taking data through library studies. This study found that China uses investments (joint ventures and acquisitions) and infrastructure assistance as a strategy to achieve its energy security in Africa. During 2000-2010, China's energy production and consumption needed an imbalance that made China have to secure energy so that it could still be accessed with normal wheels. In implementing a strategy to achieve energy security, China is driven by a factor of a competitive advantage which must also be successful. China encourages its national oil companies to conduct energy exploration in Africa through investments (joint ventures and procurement) as well as providing infrastructure development assistance to countries with the largest oil reserves in Africa. Abstract

This research is drawn upon Anies Baswedan candidacy for Jakarta gubernatorial election which was supported by Gerinda and PKS even though he was a Jokowi proponent back in the 2014 presidential election. Despite the contradiction, Anies Baswedan was still appointed in the Jakarta gubernatorial candidacy. This research will be focusing on how the process of political recruitment behind Anies Baswedan- Sandiaga Uno’s appointment was conducted. Using political recruitment theory by Rush and Althoff, and elite theory by Nazaruddin Syamsuddin and Mosca, this research argues that their candidacy was done enclosed. Which mean, they did not get to deal with an internal selection of Gerinda, nor the wide selection (pemira) by PKS. Therefore, this research suggests that the Anies-Sandi gubernatorial candidacy was arranged by the elite trio: Jusuf Kalla, Prabowo Subianto and Shohibul Iman. Abstract

Since the 1990s, IUU Fishing has been a threat to Indonesian maritim security.Natuna Sea, Arafura Sea, and Sulu Sulawesi Seais vulnerable location which IUU Fishing happen. Not only defense function, but also IUU Fishing has become threat to public welfare. IUU Fishing threatening fishery industry that become source of employment and food stock in fishery sector. Therefore, Indonesia applies maritim strategy in the form of ship sinking policy and improve function of surveillance as a control in the maritim region. This research will explain how the impact ofthe application of ship sinking policy to enhancing maritim security related to the threat of IUU Fishing in the NKRI territory in 2014-2017.The application of maritim strategy has an impact on improving Indonesian maritim security. Improvement in maritim security is measured based on maritim security indicators. The maritim security indicators are measured based on 4 dimensions of the concept of maritim security,namely sea power, marine safety, blue economy, and human resilience. Abstract

The study aims to illustrate the cooperation undertaken by the Governments of the United States and Nigeria in the war against drugs through a non-military solution that focuses on non-military efforts. Non-military efforts have been taken by the U.S. by coordinating together until the establishment of a program applied in accordance with some scope of cooperation applied in non-military efforts applied in the case of drug trafficking in Nigeria is the establishment of the Cooperation Security Initiative program which formed and implemented several programs in the form of Fund assistance and technical assistance, Narcotics and Controlled Substances Strategy (NCS), Nigerian Epidemiological Network on Drug Use (NENDU), Police Initiative and AIRCOP, Maritime and Airport Security Assistance, joint Security coordination through Detection, Monitoring and Interdiction Operations, License Plate Rider and law enforcement training. The Program started to apply the U.S. and Nigeria in 2009- 2013. The Cooperation security Initiative Program ended in 2013 due to a decrease in drug smuggling from Nigeria to the US and agreed to an extradition treaty in the Drug Trafficking Act of 2013.
