Abstract

This research is motivated by a problem, namely that there is law enforcement against street vendors in Tarakan City, but in the practice of law enforcement, there is a discrepancy or incompatibility with what has been determined in a statutory regulation. The problem is described in two problem formulations, namely: 1. Factors in law enforcement against street vendors in Tarakan City based on Regional Regulation Number 20 of 2001 concerning the Regulation of Street Vendors and Seasonal Street Vendors in Tarakan City, 2. Obstacles to enforcing the law against street vendors in Tarakan City. This study uses empirical research using the collection of legal materials, namely interviews with primary and secondary sources of legal materials, observation, and documentation. The research results obtained in this study are that in substance law enforcement against street vendors in Tarakan City is stipulated in the regional regulation of Tarakan City Number 20 of 2001 concerning Regulation of Street Vendors and Seasonal Street Vendors in Tarakan City is appropriate, and structurally speaking law enforcement carried out by law enforcement, namely the civil service police unit in Tarakan City, has worked according to standard procedures that have been set, But law enforcement is not working as well as it should because there is still a lack of public awareness and understanding of the rules that have been enforced. Street vendors who do not have permission to occupy the location will be dealt with by law enforcement officials in the form of verbal or written warnings to control their merchandise, or they will even be given sanctions according to the provisions of the applicable regional regulations.

Abstract

The purpose of this research is basically oriented towards the output of teaching materials based on English for Specific Purposes (ESP) modified learner-centered approach for Public Health sophomores, Faculty of Health and Sport, State University of Gorontalo. This research was conducted at the Faculty of Health and Sport (FOK) State University of Gorontalo, particularly in the Department of Public Health. The research was carried out for 2 years (2022-2023). This research is classified into the type of research development ( Research and Development or R & D) , which is a research that is used to produce certain products, and test the effectiveness of these products. The result showed that target need analysis covered the respondents considered the learnercentered approach to be practical and easy to understand in their learning (47.6%). However, complaints can occur because the learning process takes a long time with a percentage (64.3%). Therefore, researchers assume that these obstacles occur because learning strategies are still conventional, and the learning media used are not up to date. The possibility that occurs in learning is if the learning strategy is only centered on the teacher explaining the material without considering student knowledge. In Learning need analysis, Subindicators of public health topic covered some materials such as medication and treatment, ecosystem, pain, health environment, and monitoring the patients. For the learning activities, it refers to the demonstration as the indicator that is needed to be conducted. Then, the trouble undrstanding lecturing in ESP course is relevant with lecturing. Therefore, it seems clearly that the learning needs of Public Health students deals with the concept of speaking skill in learning process.

Abstract

This research reports on a legal study of trade secrets which are part of the Intellectual Property Rights system. Legal protection is given to trade secrets in order for trade secret right holders to be able to create a climate that encourages creation and innovation to advance Indonesian industry in order to compete in the scope of national and international business. A trade secret is information that the law considers to be a property. The classification of information as a trade secret must have economic value, be unknown to the public and kept confidential by the owner. There is a problem, namely the character of trade secrets that cannot be included in the system of property law in Indonesia, because the characteristics of trade secrets do not fulfill the elements of property rights and there is no single norm that regulates the registration of trade secret rights as property rights. Jeremy Bentham and Thomas Hobbes Theory of Legal Protection and Theory of Ownership are chosen as the analytical knife, that a trade secret is a legal right, namely a property right over an intangible movable property that arises due to a registration. The implication of this is that the trade secret law does not provide legal protection and legal certainty for the right holder.
