Abstract

Abstract The research is related to the problem of Social Conflict between the Community and Palm Oil Company in Batu Ampar Sub-district, Kubu Raya Regency. The problem is why social tension occurs between the oil palm plantation company and the local community in Batu Ampar Sub-district. The theory used by Marx aims to describe the social conflict between the community and the owner of palm oil plantation company. The method used is descriptive research that aims to explain intensively about the research in question. It includes the background of the current situation, and the environmental interaction of a social unit: individuals, groups, institutions, or communities. The conclusion from the findings of this research about social conflict between PT. Fajar Saudara Lestari Oil Palm Plantation and the community of Batu Ampar Villages, Batu AMpar Sub-District, Kubu Raya Regency is expected to provide input to various parties. Social conflict between PT. Fajar Saudara Lestari Oil Palm Plantation and the community is due to changes in the socio-economic structure of the community from the capacity system through patterns for business. As a result of the entry o the oil palm plantation, there is a grouping of people over the structure of resources, including: groups that have the power of economic resources and groups that have social resources. Abstract

AbstractThis research aims to describe and analyze the policy impact of providing assistance for processing fish dracker production equipment to the processing community gruoup in Jongkon Sub-District, apuas Hulu Regency. From research results conducted on the fishery product prodessing group in Jongkong Sub-District, It is indicated that the provision for fishery prodessing equipment assistance has positive impacts on indreasing product volume and prodessor income (group). In terms of effectiveness, there is a difference between yield volume and processing income from before and after assistance. In terms of efficiency, the assistance can save labor, speed up the processing process so as to increase income. The assistance fulfills the adequacy criteria because it can solve the quality problem of the processed products and is deemed adequate because the assistance is in the form of a complete package so that it is highly appreciated by the processor. The assistance meets the leveling criteria as itu can be seen that all group members in the group receive the same assistance, while other groups are given in turn. Responsiveness can also be fulfilled because respondents said that the assistance is appropriate and in accordance with their needs and the equipment is used optimally. The accuracy criteria of this program can be seen that the assistance of equipment that will be very much in line with the mprovement of product quality. This will increase the competiveness and expansion of marketing. Therefore, it gives a positive value and can be recommended to be continued in the coming years. Abstract

AbstractThis research entitled The Implentation of the Narcotics Dark Circulation Eradication Program Through the Republic of Indonesias Border Line in West Kalimantan analyzed based on the theory put forward by Merilee S. Grindle. This research is a type of descriptive research with a qualitative approach. The type of data in this study is primary data obtained from interviews with informants and secondary data obtained from various official documents related to research.The implementation of the Narcotics Dark Circulatioan Eradication Prgoram through the Republic of Indonesias Border Line in West Kalimantan has not been able to run optimally due to several factors, namely: 1. The esistence of interests that influence the parties affected by the program, 2. The strategy of the disadvantaged actors especially those involved in narcotics illicit traffincking, 3. Limited resources, 4. Top-down decision making locations.Based on these problems, the author can make suggestions, namely: 1. There needs to be a support program in the form of a border surveillance program, 2. Increasing the capacity of program implementors both in quality and quantity, 3. Focusing on eradication programs and other support programs in border areas. Key words : The Implementation Policy, Narcotics Eradication.

Abstract

AbstractThe fundamental problem of the research is the policy implementation program of waste management in Kapuas Hulu is not as expected. Therefore, The responsibility of waste management program must be handled by all of the local government and the other stakeholders. The research aim is to describe and analyze the policy process of the implementation program. The research type is a survey research by the descriptive model. There are four Kelurahan in the research, namely Kelurahan Putussibau Kota, Kelurahan Hilir Kantor, Kelurahan Kedamin Hulu and Kedamin Hilir. The research result shows that the compliance of the implementers is in the Standard Procedure Operational. But, in the legal aspect is not optimally performed. The recommendation of this research is the local government, such as Dinas Lingkungan Hidup, Perumahan Rakyat dan Kawasan Permukiman, must be immediately issued the local regulation on waste management. Besides, the local government must plan and establish the derivative regulation of the local regulation. .Key words : The policy implementation program of waste management , Compliance, Whats Happening

Abstract

AbstractThe Policy Research Model that uses the quantitative approach is more complicated and commonly used by a quantitative paradigm. Therefore, there must be the other alternative methods that simpler, more pragmatic, and effective methods but without decreasing the scientific values. In this paper, The researcher suggest that a qualitative research model called the Tohardis qualitative research model abbreviated as MPKKT. MPPKKT is designed by the conventional or classic model. They are 1. Pre survey using the naturalistic model in exploring the various problems., 2. Focus Group Discussion (FDG-1) is as a research formulating, 3. Focus Group Discussion (FGD-2) is as a policy formulation, 4. Expert Judgment is as an evaluation of an eligibility policy, 5. Discussion with the stakeholders in considering the policy output to implement it. MPKKT has been applied on the thesis research by the postgraduate students in Magister Program of Social Sciences in Fisip Untan. Based on the above application, here can be inferred that simple and more practical in implementing it. Besides, because it is used the social policy paradigm, it has a highly probability in implementing it by the users. Key words: Policy Research, The Tohardis Qualitative Policy Research Model (MPKK).

Abstract

AbstractThe research problem lies in the low success rate of the policy for the control and eradication of rabies infectious animal disease. The research objectives are to evaluate and analyze the policy for the control and eradication of rabies infectious animal disease. The research method was conducted qualitatively through interviews, observation and documentation. The results indicate that the policy for the control and eradication of rabies infectious animal disease observed from the effectiveness, efficiency, responsiveness, equity and accuracy is considered to have quite good results in the context of rabies prevention. Implementation of socialization and vaccination is considered quite effective and efficient even though it has not clearly shown maximum results. However, there has been an increase in preventing rabies; this can be done according to established guidelines and the support of relevant stakeholders. The community basically has a good response to rabies control and eradication policy, especially that related to health. In the aspects of effectiveness, efficiency, responsiveness, equity and accuracy are considered quite optimal due to adequate support and availability of facilities and human resources. However, in terms of adequacy, it has not been fulfilled due to wide reach of the region and the large number of cases that occur as well as the limited budget. Socialization has been implemented in almost all sub-districts in Kapuas Hulu Regency, while vaccination in one sub-district is implemented in all villages up to the hamlet; this proves that the benefits of socialization and vaccination are sufficiently felt by the community. The community has been able to anticipate and take action/first aid if bitten by rabies-transmitting animals and immediately go to the nearest community health center to get an Anti-Rabies Vaccine. Overall, the policy for the control and eradication of rabies infectious animal disease is quite good although there are still areas that have not been reached. Therefore, there are areas that are still at risk of rabies because the mobile nature of rabies-transmitting animals, especially dogs. According to the evaluation theory of William M. Dunn, policy evaluation on for the control and eradiation of rabies infectious animal disease is considered effective in the aspect of Effectiveness, Efficiency, Equity, Responsiveness and Accuracy but it has not been considered effective in the aspect of Adequacy. Abstract

ABSRACTAbstractPolicy implementation of HIV/AIDS Countermeasures in the Melawi Regency Health Office. The aim of this research is to describe and analyze the process of implementing HIV/AIDS policy in Melawi Regency in terms of communication, resources, disposition and bureacucratic structure. The research subjects include the Head of Health Office, Secretary of Health Office, the Division and Section Heads, Technical staff managing HIV/AIDS, Hospital director including the VCT Team and Private Hospitals, 11 Regency Public Health Center Heads, VCT Staff at the Nanga Pinoh Public Health Center, community Leaders, PLWHA and Key Population. Research results indicate that the implementation of HIV/AIDS countermeasures in Melawi Regency has not been as expected. It is observed from the communication stage that has not been well established in the response to the aforementioned illness, the inadequate resources of supporing infrastructure and funds that have not been focused. Human Resources have not been trained. Data collection, program managers, and the role disposisition of officers are not optimal. The bureaucracy structure has not been prepared properly, including SOP and SPM. This is observed from the different perceptions of the officers managing the HIV/AIDS program. The application system has not been well apprehended due to the absence of technical staff and PLHIV/key population unwilling to volunteer to be treated.
