Abstract

Local elections (pilkada) have become a political phenomenon which presumably may impact other sectors, including the employment and labour sector. This sector is one of the attractive commodities to be sold by the head of government, thus vulnerable to the interests of certain parties. Economic rationale is all too often used by the electoral candidate through promises to provide employment, and making it easier to attract sympathy from the unemployed. This paper presents the results of the study about the impact of the election on the employment transition. The analysed impact is the change in the employment sector one year before the election (t-1) until the year in which election was hold (t). This study analyzes the 2010 population census data with a multinomial logit (MNL) analysis approach. Empirical results show that district elections have a positive and significant effect on the transition from unemployment to working in the informal and formal sectors. While individuals who have previously worked in the formal sector tend to survive in the sector. On the other hand, it turns out that the district elections did not have a significant impact on individuals who previously worked in the informal sector

Abstract

Indonesia has a relatively high proportion of the productive population. Decreasing the number consumption of cigarette is one of the ways to improve human capital, productivity, and wealth. The report published by Statistics Indonesia states that cigarettes expenditure is the second largest expenditure in poor households. On the other hand, poor households also get government social protection programs to help them get out of poverty. Therefore, this study aims to determine the association of the number types of social protection assistance programs received with smoking behaviour in poor households. By using multiple linear regression method, the results of this study found that the variables of the number types of social protection assistance received are related to the average of cigarettes consumed by the head of household in poor households. Besides, the study found that head of household in poor households who received three types of social protection assistance programs at once (Raskin, BLT and BSM) had a greater weekly average of cigarettes consumption than that of households in the same poor household that did not get any social protection assistance program

Abstract

Men and women have different roles in the household. Traditionally, men are the breadwinners and women are the caretakers of the household. Therefore, the absence of a father or a mother will bring some effects on the family left behind. By focusing on the impact of parental migration on young children, this paper examines how the absence of a father or a mother may differently influence children’s growth. The paper also evaluates the role of the Integrated Health Service Post (Pos Pelayanan Terpadu, henceforth Posyandu - a community assistance service for health improvement in Indonesia) in children’s growth. The survey was conducted in Indramayu Regency, one of the regions in Indonesia with the highest percentage of labor migrants. BNP2TKI reported that more than 131 thousand migrants were departing from Indramayu between 2011 and 2015. The indicator of children’s growth in this study used the anthropometric measurements based on the 2006 WHO growth standards. This study finds that gendered labor migration tends to have different impacts on children. Father’s migration tends to influence the children’s growth positively. However, mother’s migration has not been found to be as an influential factor since the advantage of remittances is canceled out by the absence of mothers. The findings also show that Posyandu plays a significant role in improving the growth of children and can be an effective strategy to reduce undesired effects of migration on them.

Abstract

This paper explores the phenomenon of Indonesian return migrant and entrepreneurship issues to their hometown in Malang Regency, East Java. It discusses the linkage between migration experiences and adaption strategies in the economic reintegration of return migrant in home village. By using interviews and observations, the paper concludes some interesting issues. Firstly, the return migrants’ entrepreneurship is the process of accumulating knowledge that acquired before and during migration. Secondly, the return migrants face several challenges including finding appropriate jobs in their villages of origin, including efforts to establish networking with former colleagues and friends as well as difficult to meet their family members’ economic needs. Thirdly, economic reintegration is particularly difficult for the return migrants when their home villages’ infrastructures are not well developed. Four, on the other sides, the return migrants maximize revenues/saving and social remittances for entrepreneurship associated with self-transformation and living strategy at home villages. The return migrants undergo ‘rebirth’ by acquiring new knowledge and occupations, utilizing their economic experiences and mobility, and reintegrating themselves into society both socially and economically. In conclusion, the combination of financial support and social remittance of migrant workers is a valuable asset for economic reintegration of the return migrants.

Abstract

The risk of volcanic disasters is increasing over time due to population growth and the increase of settlements around volcanoes. In addition, the centres of economic growth and infrastructure development around this area also further increase the vulnerability of the population living around of the volcano.  The choice to live around volcanoes should be followed by knowledge on hazard, hazard zone and the alert status of a volcano as part of the early warning system platform. However, in reality, the understanding of hazard-prone areas and hazard maps is still limited. This paper aims to examine the knowledge of people living around of Merapi on Hazard map (peta Kawasan Rawan Bencana – KRB) and the understanding of hazard-prone areas in Merapi related to mitigation efforts. In addition, to communicate risk by paying attention to the Living in harmony with environment approach are also examined, to provide a complete understanding of the knowledge of hazard map and early warning systems. Data collection was conducted in 2012 and 2014 by using qualitative approach (interviews, focus group discussions and observations) and using quantitative approach (survey of 600 respondents which distributed evenly in the KRB III-I and outside of KRB areas). The findings of the research at Merapi showed that 54 per cent of respondents know about disaster-prone areas. In addition, from respondents who knew about disaster-prone areas, only 49 per cent had seen maps of hazard map (KRB). Changes to the KRB map due to changes in the naming of zoning and 2010 eruption events are indicated to be a factor in the limitations of understanding disaster-prone areas. In addition, information dissemination and public perceptions of areas considered safe are also other factors discussed in this paper. Therefore a more effective risk communication strategy, which integrates spatial early warning (KRB map), Merapi alert status and traditional acceptance of early warning becomes a necessity for Merapi disaster mitigation.

Abstract

Increasing number of the elderly globally and nationally has broad implications in family, community and state. WHO issued an age-friendly cities guideline to respond two demographic phenomena, namely aging population and high levels of urbanization. To maintain the quality of health, the elderly need both physical and social environments that consider their characteristics and needs. This facilitates the elderly to access the services, interact with others and actualize themselves optimally. This study aims to analyze the opportunities and challenges faced by Surabaya as one of the ageing population city in Indonesia to be an age-friendly city. Data was collected through quantitative and qualitative approaches. The quantitative approach use several secondary data at the provincial and city levels such as the 2016 Susenas data, 2017 and the 2015 Sakernas. The qualitative approach include interviewing stakeholders, observing, and reviewing literature. This study concludes that Surabaya has an opportunity to be an age-friendly city. This is because Surabaya has local regulation that support fulfillment of elderly need, the existence of elderly institution, and the committed local leader to support the eldery. However, there are still many challenges faced by the Surabaya City, particularly related to inadequate physical facilities, housing, and employment opportunities for the elderly. It requires commitment and support from all elements of the city, public and private sector.
