Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

Attracted by Japan's prosperity and motivated by desire for gaining higher income, many Indonesians have been migrating to Japan in increasing numbers since the mid-1990s. Different from other destination countries, most of Indonesian workers who came to Japan is under the program called "Industrial Training and Technical Internship Program" with the main objective to get the use of actual work to obtain new knowledge and technical skills. This paper aims to shows the reality oflndonesian trainees and the issues related to implementation of the training program in Japan. The bulk of empirical data in this paper is drawn from a field study on Indonesian trainees in some big cities in Japan. Primarily, the study includes a questionnaire survey to 120 Indonesian trainees who are working in some factories in Mie Prefecture as well as extended interviews with key informants, field observation and related literature study. This study found that many of the young Indonesians questioned showed that in the reality, the training program is just a way to fulfill Japan's labor shortage and hired as a cheap labor source for small and medium companies in Japan. Further, many of them had discovered that they have to take unproductive jobs where no new skills or technology techniques transfer really take place. Most of them were involved in marginal jobs or assigned to a small part of the operation. However, it is considered that, in spite of many problems in the implementation of the current training program of Japan, as long as the significant difference remains in employment opportunity and earning between Japan and Indonesia, the efforts of dispatching more Indonesians to Japan is still an important policy for both countries.Key words: International Migration, Industrial Training and Technical Internship Program, and Indonesian Trainees in Japan.

Abstract

Traditional fisherman conducting their fishing activities as part of their long term .fishing tradition is recognized and allowed to catch fish under the MoU Box 1974 between the government Australia and Indonesia. As a normative rule, there is no serious problem with this arrangement. However, in the meantime Australian government is taken different perspective and interpretation to the definition of traditional fishers. Traditional interpretation of the MoU Box 197 4 which does not correspond with the facts on the ground this is the beginning of the fishermen issue border crossers Indonesia Australian waters. Recently the traditional fisherman have shifted become cross border which violated Mou Box 1974. Meanwhile, bilateral cooperation was initiated by both countries to resolve the problems of traditional fishermen do not give results because the solution is more charity, namely the empowerment of fishermen in the area of origin. This solution is considered a form of "lull" the government and people (fishermen) Indonesia. It should be done is to update and clarify the MoU Box 1974 traditional definitions contained in the agreement.

Abstract

Pada awalnya, buku ini merupakan sebuah laporan basil penelitian, yang diberi judul Mengikat Tali Komunitas, Memutus Rantai Kekerasan terhadap Perempuan. Sesuai dengan judulnya, tema utama yang diangkat oleh penulis mengenai upaya masyarakat membangun suatu komunitas sebagai wadah untuk meningkatkan pemberdayaan masyarakat, khususnya perempuan dengan latar belakang kesetaraan gender. Penulis menentukan salah satu komunitas berbasis isu gender yang terdapat di Kelurahan Cokrodiningratan, Kecamatan Jetis Kota Yogyakarta yang bernama Huma (Huria Maisya) sebagai objek penelitian. Pertama kali melihat buku ini, bayangan yang muncul adalah isi buku akan penuh dengan permasalahan yang berkaitan dengan usaha memutus rantai kekerasan terhadap perempuan dan pemahaman yang lebih mendalam mengenai kesetaraan gender. Setelah membaca isi buku ini, penulis memilih untuk lebih menitikberatkan tulisannya pada mengikat tali komunitas, yaitu Huma, bukan pada kekerasan yang terjadi pada perempuan yang menjadi latar belakang berdirinya Community Based Crisis Center (CBCC) Huma.

Abstract

Traditional role of women in the fishing community of Barrang Lompo island focuses on ritual religious activity before fishermen fishing and selling fishing supplies. Until now the development of governments programs, such as sea conservation and introduction of new fishing technology, are gender bias, and tend to fail in the end of the programs. Understanding of women s cultural space is then very important to accelerate the implementation of the development program for the fishermen community.

Abstract

The effort to control the spread of HIV in the IDUs (Injection Drug Users) group started in 1999 in Bali and in Jakarta in 2001. The strategy is to adopt the concept of Harm Reduction (HR) with its main activities is outreach. The general objective of the study is to assess the effectiveness of outreach program to reduce risk behaviors related with HIV/AIDS among IDUs. This study is conducted quantitative and qualitative survey. The design of quantitative survey is using Cross Sectional Post only with Comparison Group Evaluation Design, while focus group discussions, in-depth interviews and observations are using in qualitative survey. In general, the process of outreach program has well done by program implementer, but this activity has not been reduced HIV risk behaviors consistently. The high intensity of injection, the strong bonds of friendship, social norms that do not support and stigmatization toward IDUs are the constraints that dominate the behavior change effort. Meanwhile, the limited of outreach workers is also the obstacle to run this program properly.

Abstract

Some empirical studies have tried and showing that labor market in most of countries outside of Europe and USA, are inflexible, or rigid. One of the most relevant causes is connected with rigidities of employment protection legislation (EPL). Theoretically it said that any kind of EPL will prevent employers to hiring and .firing employee. So, to create LMF, an argument which is raised is addressed to abolish EPL. This paper aimed to suggests the analysis of (1) the impact of applying the concept of LMF connected with the employment protection in Indonesia, especially those related to wages, employment status, trade union, and layoffs, (2) the most appropriate form of LMF due to Indonesia s conditions. This paper is part of the review on "The Impact of Labor Market Flexibility against Employment Protection in Indonesia", by taking a sample of 125 companies in various sectors. The analytical method used is explanatory. The .findings of the study results indicate that, it is too hard for Indonesia to implement LMF presently due to several causes: (1) LMF concept contain many controversy and never defined very precisely or directly; (2) insufficient conditions required, such as low level of Indonesia's IDV Index, unemployment rates is still high and persistent, weak of employee bargaining power in employment relationships; and (3) corporate culture. If LMF implemented currently, or while requirements have not yet been filled, it will call negative influence to the employment protection, because: (1) creating employer aristocrat; (2) pushdown employee to the lowest level; (3) creating Hobbesian contract; and (4) eliminating government functions. At present, the most relevant issues should be considered is to develop a more realistic and an ideal LMF concept, that has to be made some trade-off probably between LMF and employment protection, that allow an opportunities to increasing enterprises competitive power and ensuring employment protection minimum standard at the same time. For Indonesia, may be now is the time to implementing wages based on productivity system accompanied by creating an unemployment insurance benefits for employee(s) who dismissed. Based on concluding remarks above, this paper suggested employers, employees, and government, and experts should sit side by side to develop an ideal LMF concept for Indonesia, accompanied by increasing economic performance, pushdown rates of unemployment to the average level of the natural rates of unemployment. Besides, employers should prepare to justify their corporate culture by implementing "mental and ideological approach", which is not just to hunting profit, but ready to pay "cost of change" also. Last but not least, trade unions should more professional and independent, both as a closer partner of employer and as a employees representation.
