Abstract

This study takes the title "Evaluation of Regional Operational Policies to Resolve Poverty (ODSK) in North Sulawesi Province." This research is a description of the current evaluation of policies for accelerating poverty reduction in North Sulawesi Province, including mainly in terms of regulations, institutions, and human resources. in the ODSK Policy. The purpose of this study was to find out and analyze how Regional Operational Policies to Solve Poverty in North Sulawesi, with challenges and obstacles in the process, especially for Regulation, ODSK Institutional Position, and Evaluation of Human Resources. The research method used by the author is an exploratory method with data analysis through an inductive approach. The way to collect data is by means of interviews and documentation. Based on the results of the analysis by the author, it turns out that the Regional Operations Policy to Solve Poverty in North Sulawesi still has a lot to improve and is not as optimal as expected, in terms of regulations that need and can be upgraded to regional regulations, then the optimal form of coordination team structure is in accordance with Permendagri No. . 53 of 2020, as well as the use of Human Resources that can still be improved all of which to achieve appropriate and accurate results.Furthermore, in the future, it is hoped that this ODSK program and policy can continue to a better level, if it gets a stronger and binding legal umbrella, so that the implementation of ODSK can be more integrated, and synergize at the District and City levels throughout North Sulawesi Province, as well as A more efficient team after adjusting to the existing regulations, for the sake of the acceleration of good poverty reduction throughout the North Sulawesi region.

Abstract

Indonesia is an agricultural country known for its rich natural resources, one of which is spices. Spices are commodities that have millions of benefits for human life, even spices can affect political, economic, and socio- culturalconditions on a global scale. Urban communities who come from various ethnicities to urban spaces have now realized that they still have elements of local wisdom that enrich the existence of urban communities towards a global and cosmopolitan society. The role of urban fashion by using clothes is a form of concern for cultural preservation. The use of natural fibers as a substitute for synthetic fibers in one of the wise steps in increasing the economic value of natural fibers considering the limitations of non-renewable natural resource. One of the natural sources used is fiber from citronella spice waste. How to use spice waste fiber is implemented for fashion products, so the researchers conducted a study in the utilization of citronella spice waste through qualitative research methods, art base research and semiotics by conducting a study of fiber morphology identification (stems and leaves) from spice waste. This study looks at the utilization of archipelago’s spice waste as a fashion product. The purpose of this research study is examined spices for fashion products. Reduce the impact of greenhouse gas production by managing spice waste, and empowering communities to realize sustainable development by managing spice waste into a resource that has benefits so that spice waste can be used as sustainable fashion.

Abstract

Strategies that can be carried out by organizations in improving the performance of their apparatus/employees include increasing human resource development. The purpose of this study was to identify and analyze human resource development strategies, supporting and inhibiting factors of human resource development strategies in improving the performance of the apparatus at the Agency for Personnel and Human Resources Development in Sarmi Regency. The research method uses a qualitative approach, data collection techniques are observation, interviews, and documentation. The results of this study are: 1) The strategy for developing human resources at the BKPSDM in Sarmi Regency has not run optimally and effectively based on the findings, as follows: a) Increasing the development of the apparatus formally and informally is not good b) Increasing the career development of the apparatus, namely providing promotions to employees who excel, not well implemented, c) Improvement of the Merit System in Employee Management, namely placing employees according to the field and background of the employee's discipline is lacking well implemented 2) Supporting and inhibiting factors (a) Supporting factors: Availability of legal protection, external support such as Corporate Social Responsibility assistance or scholarships, availability of training institutions, educational institutions, availability of budgetary resources, human resources, and facilities (b) Inhibiting factors: limited budget, limited personnel/human resources, supporting facilities for human resource development are limited and inadequate, weak supervision, low level of employee welfare.

Abstract

Tourism development is a strategy used to promote, improve and improve the tourism conditions of an object and a tourist attraction so that tourists can be interested in visiting in the end, it is expected to be able to provide benefits to the community around the tourist attraction and to the government. The purpose of this study is to find out and analyze how the development of tourism objects, what are the driving and inhibiting factors and strategies that need to be carried out in the development of Danau Uter and Gunung Petik Bintang tourism objects in increasing Regional Original Income in Maybrat Regency. The research method uses a qualitative approach, data collection techniques are observation, interviews, and documentation. The results of this research are: 1). The development of tourist objects is less supportive and less effective in implementing it, this can be seen from the 4 (four) indicators of tourism object development, only 1 (one) supports it, namely, Attractions, while the other 3 (three) are less supportive, namely service , promotions, information and transportation. 2) The driving and inhibiting factors for the development of Danau Uter and Puncak Petik Bintang tourism objects in increasing Regional Original Income in Maybrat Regency are 1) Pushing factors: (a) The existence of laws and regulations, regional regulations, (b) the existence of the carrying capacity of the natural potential of Lake Uter and Mount Petik Bintang tourism objects, (c) the existence of the carrying capacity of cultural diversity, customs, (d) the strategic position of the Maybrat Regency (e) ) The friendliness of the population, (f) The existence of technological sophistication, (g) Availability of tourist service facilities, 2) Inhibiting Factors: (a) Limited budget, (b) Lack of support for the fulfillment of other supporting facilities and infrastructure at tourism objects, (c) Access to transportation and infrastructure is less supportive and limited, (d) Access to promotion and information is lacking support, (e) the issue of the low level of security and (f) the low level of public understanding about Tourism Awareness and Sapta Pesona. 3) Strategies, namely: 1) Increasing Tourism Security and Preservation of Tourism Objects, 2) Forming Tourism Awareness Groups and Sapta Pesona, 3) Increasing Promotion and Marketing of Tourism Objects, 4) Fulfilling Tourism Amenities and 5) Increasing Transportation and Improved Infrastructure Quality.

Abstract

This research studies forestry affairs in the Republic of Indonesia Law Number 23 of 2014 concerning Local Government. There has been a significant change in authority regarding the authority related to forestry affairs. The central government has more power than the provincial and district/city governments. The smallest authority is at the district/city government level, where only the authority is given to the management of community forest parks (TAHURA), resulting in the absence of a forestry service in the district/city government. The provincial government is an institution that has sufficient power in forestry management, although its authority is still not as large as the central government. This paper is expected to provide a complete understanding to the general public regarding the authority of each level of government.

Abstract

From year to year nightclubs in Pekanbaru grow rapidly. such as being dissatisfied with the permits that have been given to the nightclub businessmen, which clearly violates Article 5 of Regional Regulation No. 3 of 2002. In the regionalregulation it is emphatically stated that the operating hours of entertainment venues in Pekanbaru City, but in reality currently almost all clubs Evenings in Pekanbaru City are closed in the early hours of the morning and some are evenuntil dawn. however, there is no firm stance taken by the Pekanbaru City Government regarding this violation. Not only that, night clubs business people also commit violations such as allowing nightclubs, being a place for transactions and the use of illegal drugs, selling liquor, providing women as entertainers, carrying out prostitution activities and becoming a gambling place. The purpose of this study is to determine the evaluation of the implementation of the duties of the CivilService police units in enforcing the Pekanbaru City Regional Regulation and its obstacles. The methods used are descriptive and qualitative methods; The informants in this study were Satpol PP personnel and night club owners. Data collection techniques are observations and interviews. the the results of the study are the ineffectiveness of night club supervision carried out by the Satpol PP because even though it is prohibited to operate, the night club remains open so that it is increasingly disturbing for people who gather. the obstacles found in this study are the absences of regulations that specifically regulate night clubs and weak coordination.

Abstract

This research evaluates the function of the Regional People's Legislative Council of Rokan Hulu Regency for the 2014-2019 period in forming Regional Regulations. And there are indications that the Human Resources of the DPRD of Rokan Hulu Regency still need to be more decisive in the formation of regional regulations, so only a few local government regulation are passed at the initiative of the DPRD. In this study, the authors used qualitative methods. This research data collection technique by observation, interviews, and documentation. This research uses the theory of Policy Evaluation according to Ndraha, namely the Das Sollendas Sein Model, which compares what should be and should be. With indicators of Planning, Preparation, Discussion, Approval, Promulgation, and Dissemination. Based on the results of research on the Evaluation of the Implementation of the Function for Forming Regional Regulations of the Regional People's Representative Council of Rokan Hulu Regency (2014-2019 Period) that very few regional regulations were passed at the initiative of the DPRD, lack of understanding of community problems so that not many were responded to in the form of policies. So it is necessary to conduct training in making regional regulations to increase the understanding of council members in drafting regional regulations.
