This article attempts to develop the Islamic value in the economic science. As for the writer, there are many contradictions in Muslim life. Normatively, Islam has the ideal teaching of life; but on contrary there is no any correlation between the ideal doctrine and Muslim practice life. The contradictions seem when there is no any balance between vertical side of a Muslim (hablum minallah) and horizontal life among a Muslim with his society (hablum minannas). According to the writer, to solve this problem may be started from preparing a good belief (aqidah), and it will help in solving other life side such as worship (ibadah), social affairs (muamalah), and good attitude (akhlakul karimah). Furthermore, to develop the Islamic value in all aspects must through two kinds both statements (qauUyyah/ quran or prophet traditions) and nature (qauniyyah/Allah's creation). The first is the source of value and the latter is the field of research and approach. Both are in practice will complement each other. If it is connected with the economic science, the work way may be like this: all statements in al quran or prophet tradition may be the source of economic science, but in its practice does not mean ignore the real economic system.

This article attempts to study of both the area of Islamic economy and the philosophy of Islamic economy. In this paper, the researcher uses the data from al Qur 'an, prophet tradition, alfiqh and other resources, and then it will he analyzed by the hermeneutic approach The result of this paper, is that the area of Islamic economy including in social affairs (mu'amalah) field, while the philosophy of Islamic economy is the ideas of Islamic economy that presents the system of economy which guarantee the justice and the equality for every body who participates in economy activities.

This article explain about the contemporary works of Islamic studies, especially in connection with the issues of Islamic economy and politic. The economic and politic issues in Islamic system would be an easy to apply the process if there was a consensus among Moslem scholars. Unfortunately, it is very difficult to find the consensus, so the article just discuss the important controversies about it. After understanding well that the Islamic state theoretically is a legal entity, the writer tries to study on the structure of economy and politic in Islamic system. The benefit way and often used is comparing between the Islamic system and the socialism as the theoretical entities. This way is used in framework as written above. Following the consensus of the scholars, the successful of an Islamic state depends on its capacity increating the Islamic mechanism, especially in relation with preceptor mechanism.

The article attempts to analyze the concept of market mechanism in Islamic view as developed by the Muslim scholars. The ideas of Muslim scholars are at large remained unexplored who had offered rather detailed and sophisticated discourse on market and pricing mechanism. Our study is confined to the ideas of following representative personalities such as Abu Yusuf al Ghazali, Ibn Taimiyah, and lbn Khaldun. The article concludes with the note that considerable ideas on the market and prizing mechanism were found with the Muslim scholars long before the mid eighteenth century, and that the views of Islamic writers were far detailed and clear. This requires reconsideration on Shumpeter's statement about mechanism of prizing that nothing worth mentioning existed before the middle of eighteenth century. Especially, the contribution of the Arab-Islamic scholars to economic thought be rehabilitatedin the science of economics for the sake of doctrinal continuity as well as objectivity.

In technical term, the usury is often defined as the taking of capital interest in wrong way. There are some ideas in describing of the usury, but commonly it is explained as taking the interest, whether in business transaction or in loaning wrongly and it is ought to be in contradiction with the Islamic principle of transaction. This concept of usury has been practicing since the Romeage, Greek, Jahiliiyah and even after coming of Islam, the taking of money interest is still done by people. Right now, the social ethics has been changed to social economic. The money interest is not only prohibited by Islam, but also by Jewish and Christianity. This prohibiting can be looked up in Holy Qur'an, Prophet Tradition, and other Holy Book of Jewish and Christian. The resistance of usury practice is so hard, for its negative effects to the society, moral spiritual, social life and economic field. In Islamic perspective, the usury is will make the unstable and broken of economic system, so it must be prohibited. The Islamic economy offers and suggests to the human being to do the real and productive effort through the infestation and leaving the usury.

This article investigates the transactions in social affairs from Islamic Law point of view. Based on the understanding of Quranic verses, Prophet Tradition, and the basic principles of Islamic Law, it is clearly stated that every form of transaction in Islamic Law regarding social affairs problem is principally permitted as long as not contrary to the basic of Islamic teaching. In this sense, Muslims are free to formulate new kinds of transaction, agreement or contract in accordance with the need and the challenge of their lives. In other words, the form of contract in Islamic Lawis not limited only to those declared in the books of fiqh according to the schools of Islamic law. Actually Islamic Law relating to social affairs does not determine definite form of contract because the determining definite form of contract emerges the difficulties of Muslims lives. In this respect clearly that the goal of Islamic legislation is the promotion of public interest. So, to solve new challenge of contemporary economic problem, Islamic Law prepares the ethics and basic principle.

Kepemilikan dalam Islam termasuk tema yang banyak didiskusikan. Para ahli hukum Islam modern mendiskusikan kepemilikan ini dengan menggunakan metode yang digunakan oleh para ahli hukum positif. Diskusi-diskusi mereka menampilkan bahwa kepemilikan dalam Islam memiliki karakteristik ganda, dari satu sisi teks teks syari'ah menyatakan bahwa pemilik tunggal adalah Allah SWT. Sedangkan manusia hanya sebagai khalifah Allah dari sang pemilik tunggal itu. Namun dari sisi lain syari'ah juga mengakui kepemilikan manusia atas harta bendanya, walaupun pada hakikatnya bahwa Allah adalah penguasa terhadap keseluruhan Jagad raya. Karakteristik kepemilikan yang ganda tersebut satu sama lain berdiri sendiri untuk merealisasikan tujuan yang sama yaitu kemaslahatan material umat manusia. Realisasi terhadap kemaslahatan material umat manusia tanpa mengesampingkan kepentingan individualnya menjadi titik konsentrasi sistem ekonomi Islam sekaligus menjadi pembeda antara sistem ekonomi Islam dengan sistem ekonomi kapitalis yang hanya mengakui kepemilikan individu, dan sistem ekonomi sosialis yang hanya mengakui kepemilikan umum atau negara.

Tulisan ini bermaksud untuk mengkaji seputar asas-asas mendasar dalam ekonomi Islam, yaitu keadilan sosial dan ekonomi dan keseimbangan dalam penyebaran kekayaan yang dilihat dari perspektif ekonomi Islam, termasuk faktor-faktor lain yang sesuai dengan pemahaman ekonomi kontemporer dan perbedaannya dengan ekonomi Islam. Ekonomi Islam berusaha menciptakan keadilan pada semua aktivitas ekonomi yang berpusat pada produktivitas dan penyebaran kekayaan. Keadilan memiliki konsekuensi pada pengharaman riba dan penguatan pada zakat sebagai sarana untuk mewujudkan keadilan atas harta. Penerapan secara benar hal hal di atas akan menciptakan kesejahteraan ekonomi.

This article is part of the research report of the writer on the perspective of region autonomy in the region budget finance. In this article, writer start the discussion about the problem of region autonomy with the present of ten Acts which were from the house representative of Indonesian Republic in 1999, which has the strong influence due to region economy. This article also research the problem that happen and ought to be solved by the coming of region autonomy and decentralization era, especially the writer stresses in finance aspect autonomy that is about the tax. As the conclusion of this article, the writer argues that infact the government does not master the real macro economy data and the house of representative does not understand well the function of the finance balance between the center government and the region.
