Abstract

There are new regulations regarding the distribution of School Operational Assistance (BOS) funds and it is often found that new students are accepted in a larger number than the available budget allocation for School Operational Assistance (BOS). This causes the BOS budget to be considered insufficient. Apart from that, because the sources of funds provided by the government are limited for each region, the school has a little difficulty managing the funds that have been provided which can cause the learning process in schools to be less effective. Then, in this study the approach used was a quantitative approach and used data analysis techniques to test the instrument (validity & reliability), partial indicator analysis test, prerequisite test (normality & linearity), and hypothesis testing (simple linear regression analysis, t-test, and coefficient analysis). determination). The result of the research is that there is a significant influence between the management of school operational assistance funds on the effectiveness of learning in private Madrasah Aliyah in Bandung district. And based on the test of the coefficient of determination the value obtained is 32.6% while the rest is influenced by other factors.

Abstract

Information technology is now a necessity for society, including in the health sector at the Community Health Center (Puskesmas) information technology can be used to manage medical record data such as creating a web-based service information system. However, most of the management of puskesmas medical record units in Indonesia is still carried out using spreadsheet applications or still using paper records. The spreadsheet application also has drawbacks because the officers from the puskesmas also have to understand the formulas to use it even though they are not programmers. As in the Mardira Health Center, medical records are written on paper and recorded for archives, this is less efficient because data can be lost or damaged. Therefore this study aims to facilitate the process of managing medical record data such as storing and accessing data and reducing the risk of data damage due to disasters. This application is designed to be web based using the PHP (Pear Hypertext Preprocessor) programming language and MySQL as its database. In its manufacture, this application is tailored to the needs. The result of this application is a web-based health center service system that can search data quickly, modify data and generate reports easily. It is hoped that this application can facilitate the implementation of activities at the puskesmas and improve services to the community.

Abstract

Implementation of Policy Concerning Tourism Sector Development Planning at BAPPEDA Pangandaran This research which is used as a comparison in policy implementation is the theory of Ripley and Franklin (2007) namely Compliance, Smooth Routine Functions, Realization of Performance and Desired Impact. There was only one informant in this study, namely the Head of the Sub-Sector of Tourism, Industry, Trade and Investment. Based on the results of the study, the implementation of policies regarding tourism sector development planning at BAPPEDA Pangandaran Regency as a whole has been supportive and well implemented but not yet effective due to a lack of coordination and synchronization with each other. Adapting to technological advances can be a strong signal for making new policies in the future. Improving the quality of human resources for the actors of tourism management towards world-class tourism. Providing special training by intensifying the physical arrangement and the role of the performance of the employees must be able to improve the HR apparatus so that it is more "humane" because it influences development planning programs in the tourism sector.

Abstract

This article discusses the background of the idea of Sexual Violence Crime (TPKS) using a discursive approach. Therefore, what this article shows is the discourse (argument) regarding the importance of the legislation, in addition to discussing the arguments of those who reject the discourse, which has led to a long polemic in the public space. For discourse initiatorsLaw TPKS, the rampant sexual violence against women, and oftentimes the legal process and stigma actually add to the victims' suffering, are the main reasons why a legal umbrella with a perspective is needed. feminist jurisprudence as found in Law the. Meanwhile, for those who reject it, the legislation is considered un-Islamic and non-Pancasilais. Therefore, the discursive approach looks at how these two parties deliberate to produce a consensus. This article also points out the importance of understanding 'constitutional patriotism', so that it is in line with democratic values, and because of this, this article is of the view that it is indeed the right step to legalize the Draft Law to be Law TPKS.

Abstract

This research is a study of how the military has strong influence and power in the political map in Indonesia. This study aims to review the dynamics of the military from the Soekarno regime to Jokowi. The method used is a literature study research method. Methods of collecting library data, reading, and taking notes also analyze research materials and collect secondary data. The results of this study show that during the Soekarno regime the influence of the military in politics had appeared, then during his leadership period the concept of the "middle way" was initiated by A.H. Nasution as a military strengthening power in politics. Entering the Soeharto regime, the concept of "middle way" became a stimulus for the practice of the Dwifungsi ABRI and in this regime the military dominated the leading sector of government. During the Habibie regime there was military controversy, but Habibie had military reform efforts with the aim of efficiency, professionalism and improving the military's reputation. Gus Dur's regime took various bold actions in intervening in the internal military because Gus Dur wanted civilian supremacy and a reduction in the role of the military. Megawati's leadership changed the view of the military in ruling the government, the army has carried out reforms towards military professionalism. SBY's regime civil-military relations became more harmonious, civilian supremacy and military professionalism were given more attention. The Jokowi regime illustrates that military politics has returned to the surface, with retired officers holding strategic positions back in the Jokowi era. The politicization of the military in Indonesia has found a dynamic reality in practice, since the Soekarno era until Jokowi there has been no clear standard in using or building certain civil-military relations

Abstract

The political dimension as well as the military dimension is a problem faced by the Indonesian National Armed Forces (TNI). The source of political disturbance is based on the communist faction that wants to place the Indonesian National Armed Forces (TNI) under the influence of their power. The birth of a political program is marked by the unity of the armed forces under one command in the hope of achieving effectiveness and efficiency in carrying out its role. A new challenge was faced by a TNI when the 30 September Movement (G30S) occurred. This happened during a political turmoil that occurred in 1998 and had an impact on ABRI institutions, until finally on April 1, 1999. TNI's political participation from time to time is massive enough that we can find it in political and state realities. Bearing in mind that the existence of the TNI, especially retired officers, currently often adorns the ranks of the state bureaucracy or party elites in Indonesia. Because of this agreement, of course, we also cannot just let go of how and what are the criteria for the TNI to enter government ranks through political education to increase the competence of TNI soldiers who want to enter the realm of national politics.

Abstract

The presence of the incident on October 17, 1952, which sparked a demonstration demanding the dissolution of parliament made it one of the most historic events to date. There was a division of the army into two, namely, the first camp only wanted to focus on defense while the second camp wanted to be involved in the political field which resulted in many conflicts so AH Nasution was removed from his position. In writing this article, we use the historical-descriptive method, which is a research methodology in history that has the aim of obtaining an overview and describing phenomena that occurred in the past in a systematic and detailed manner.

Abstract

This article examines the historical background of the emergence of the involvement of the Indonesian National Armed Forces (ABRI) in the socio-political field, specifically some of the reasons underlying government policies to involve ABRI in socio-political and economic activities. and the efforts of ABRI members themselves to contribute in this area. This research, which was conducted using a historical approach, concluded that ABRI's involvement in the socio-political sphere in Indonesia began after the democratic leadership of President Soekarno. Politically, Sukarno's reason for integrating the military into his government structure was the failure of civilian politicians to formulate a state ideology that was not approved by the parties in the Constituent Assembly. This failure is seen as endangering national political stability and threatening the country's integrity. Based on this, President Soekarno hired the military to balance civilian politicians in his government. Apart from the socio-political field, ABRI also has a socio-economic role.

Abstract

During the New Order era, the dual function of ABRI was used as a defense and security force and had the function of socio-political power which then had very important values ​​in realizing national stability. This research was carried out so that later it could become literature that could be known and known to us and others, by examining the history of the dual function of ABRI, the development of the dual function of ABRI, and the implementation of ABRI's role in the socio-political field. Then ABRI had a role in socio-political power in 1966-1997 with stabilizers, dynamists, and pioneers as well as being the main field in the implementation of a liberal democratic system, under the pretext of "military" which was positioned as something significant for changes in this country in the future, namely the need for towards modernization as well as his responsibility for his dedication to society and the country. Abstract

The role of retired TNI officers in Indonesian politics is very significant, especially during the New Order era, when they had considerable influence in political and electoral processes. Competition between retired officers can influence election results, as shown by the conflict between the "Red and White" and "Cendana" groups during the 1987 and 1992 elections. In general, however, retired TNI officers still supported the New Order government and did not significantly affect the election results. After the Reformation era, many military retirees entered the world of politics and government, but competition between them became a complex problem. The government and related institutions are trying to address this problem by promoting communication and cooperation among retired military officers and educating them about democratic values ​​and human rights. Many retired generals, such as Suharto, Susilo Bambang Yudhoyono, Wiranto, and Luhut Binsar Pandjaitan, have played important roles in Indonesian politics as politicians. However, their involvement in politics can lead to competition and conflict, especially since they are often divided into opposing camps in the political arena.
