Abstract

Phenomenon of conflict is a part of social life. Latent and manifest conflict should be seen as of social dynamic. From several social disturbance that happened have been identified that the trigger was not the main cause. It was only cases belli and as accumulation of latent conflict. The main causes may can be identified by accurate study within certain time.

Abstract

(Accelerating Rural Program Development in The Decentralisation Ere.) - Suatu Pendekatan Kebijakan Penciptaan Lapangan kerja. Rural employment creation policies should be an influential for rural economic developmentwhere more than 65% of the Indonesia's population reside in rural areas. However, since ruralareas are economically divided into three categories-integrated, intermediate, remote areas-the idea of differentiating employment creation policies could be relevant choices. The basic ideas of employment creation policies are direct aid, indirect aid, human resources, and infrastructure. Which one of those four policies appropriate for certain rural area, it depends on the type of rural area. This article demonstrates how differentiated rural employment policies and different type of rural areas should be in the context of national economy in the era of local autonomy in Indonesia.Key Words: intergrated, intermediate, remote, direct, indirect, human resources, infrastructure

Abstract

An Idea of Social Intervention Strategy In the frame tc increase people participation in social development, many activies in community intervention has implemented. The essention of the activity is a community empowerment process to gain self reliance, which people can solve their problems, and met their need. The empowerment process through community intervention has several models. These are community development / locality development model, social planning and policy mode l, and social action model. In social development context through the strategy of community intervention, community worker can do their functions as an enabler, broker, social planner, educator, expert, advocate, and activist. Have as a starting point on situation, condition, problems and needs that felt by Indonesia people, so the strategy of community intervention that relevant to implement is locality development model with bottom up approach. Nevertheles, in order to effort social development can effective in realization throughh implementation this model, should supported by both of another models, those are social planning and policy, and social action models, so social welfare that we expected, relatively will be come true

Abstract

One among social participation forms within social welfare development can be seen in social organization or non-governmental organization. Social organization/non-governmental organization is government partner on solvingsocial problems. As a dynamic partner, hopefully, those social organization enable to be self help both in fund and management. It is also hoped that they have ability on motivate and encourage scial participation. NGOs role on conducting social welfare program, in one hand, is seen as significant on jelping grass root level society. On the other handm, they almost dependent both in program and fund. In the future, hopefully, NGOs no more depended on Government, especially on conducting social welfare development. The NGOs should free from their dependency of government organzation both horizontally and vertically. Hence they enable to help grass root level society in responding social actual needs. Hopefully, NGOs program is not only in terms of charity and rehabilitation but also copes motivation processes, assistance, developmentm, advocacy and all activities in empowering society.

Abstract

The monetary crisis that began in 1998, followed by multidimensional one, had induced a widespread impacts on many aspects of the national political, economical, social and culturallives. This condition is strongly related to the unsound strategy of development implemented by the previous geverment with its centralized, beurocratic and unifornity approach which in turn had the effect of social structure and organization deempowerment of the society. This can be cured by revitalizing self-determination dan social participation of the community to help themselves solving their own problems without government interference. PRA (Participation Rural Appraisal) method could be considered applied to raise etno development with its bottom-up approach in community development. This research is conducted to asses the effectiveness of PRA in empowering the poor in province Lampung. A quasi-experimental method is adopted with single before-after design. Research results revealed that PRA method is not effective enough to increase social participation of the people in Lampung due to unnecessary intervention from the local authority so as to make them unable in making their own decision. In addition, social workers in the location were not functioning well due to lack of capability in applying PRA method, and there were weak partnerships between NGO and local enterpreneur, along with community, to overcome poverty problems. In the future, training on PRA method should be held for local social worker. In addition, there should be effort to grow local social-structure initiatives and creativities without the inference from local government.Key words: PRA (Participation Rural Appraisal), poor empowerment, effectiveness.

Abstract

This paper concerned with the condition of the social welfare problems of the low incomemigrants living in Prawirodirjan Yogyakarta. The case study of that migrants showed that theirmain social welfare problems related to low income for supporting their family , such as children education fee, and inappropriate house to stay. Although they tried to cope with those problems, but most of them had no successful yet. Social services both from local and national government had not been specially programmed for them. Nevertheless, some of them gained several services which were integrated in public social welfare programmes through "social safety net programmes" in the form of health services, school fee , low cost rice price, etc.Key Words: empowering, social welfare, migrant.
