<![CDATA[This paper examine regional development planning process which is composing process for RPJMD documents of Trenggalek regency 2016-2021. In the process, composition RPJMD documents of Trenggalek regency have faced systemic, complex issues. To improve these complex issues, we used Soft System Methodology (SSM). Analysis result showed that composition processes for RPJMD documents of Trenggalek regency would consist of RPJMD initial design composition, RPJMD design composition, RPJMD musrenbang, RPJMD final design composition and regional regulation provision. This study conclude that there were 6 conceptual models to fix this issues, such as development planning approach model, inter-chapter relatedness model, planner and administrator relationship model, societyâs participation model, documentâs finalization model and political approach model. ]]>

<![CDATA[This paper aims to evaluate Food Intensification Program and to examine sustainable strategic of this program in Timor Tengah Utara Regency. This study used mixed methods approach, exploratoy sequential, data come from inteview and the result used for collecting quantitative data with AâWOT method. The results show that the implementation of this program has not been strictly driven as be planned. This caused by several reasons. The prioritized strategy, result from AâWOT analysis is increasing the intensity of counseling and formation of farmer groups for the improvement of farmers resources. This study recommends several important points, such follow: (1) theory of planning and theory ini planning needed to improve effective plannings, (2) To provide intensive assistances, by increasing the capacity of field assistances, in order to change the behavior of farming communities.]]>

<![CDATA[This paper examines spatial planning and consistency between planning and field condition facts. The author collected the data from Observations, interviews, and documentation. Results: Findings showed that spatial planning at Kepanjen Urban Areas is relevant to the ninth principles of spatial planning in accordance with the Law on Spatial Planning and also control results (licensing) and the nine aspects of the control system to see the consistency of the implementation of Kepanjen Urban Area 2014-2034. The results indicate that spatial planning of Kepanjen Urban Area is relevant with the nine principles of spatial planning but there has been no form of partnership in planning. There is consistency in the implementation of Kepanjen Urban Area 2014-2034 in 12 suburbs/villages.]]>

<![CDATA[Kediri City is famous with product of âTahu Kuning&Takwaâ. But, Kediri City has other potential that can be developed to encourage the local economic development is Woven Home Industry Tenun Ikat. Nowadayas, the existence of Tenun Ikat Bandar Kidul product was less unknown in the market. It encourages Bank Indonesia to take a part on empowerment them to be survive in competition era. This research aimed to analyze the implementation of Bank Indonesia CSR Program to empower the artisans. The result revealed that the commitment, communication, and support among stakeholders such as: Bank Indonesia, Local Government and artisans were not good enough to success the CSR program from Bank Indonesia.]]>

<![CDATA[The national development aims for the prosperity of all the Indonesiaâs people evenly and equitable needs large funding sourced from the major tax revenue. Tax Amnesty Policy is expected to be a driving force to taxpayerâs assets transferred into the country (repatriation) and the declaration of assets without transfer them into the country (declaration of foreign affairs). Implementation of Tax Amnesty in Indonesia is managed to become one of the most successful Tax Amnesty programs in the world. The level of public awareness and compliance with tax obligations during the Tax Amnesty period increased sharply, especially in getting taxes from the taxpayerâs assets abroad (both repatriation and declaration of foreign affairs). Tax Amnesty guarantees a more sustainable state budget. Tax Amnesty also ensures legal certainty in relation amongst the government, private sector, and society to be more transparent, accountable and participatory in an effort to sharpen the States implementation of good governance.]]>

<![CDATA[Decentralization, which is framed by Act 23 of 2014, aimed at improving public services corridor. Nevertheless, in the present state of local government in Indonesia, there is a paradox in empirical conditions. The area that was originally predicated as having the best public services, which is indicated by accepting autonomy award, it turns out the following year decline, not grow or stagnate. Only 16 percent of it is making progress in the public service. This article assumes that there are two conditions as the cause, that are: (1) Ambiguous will be the concept of innovation, (2) the organizations internal environment, especially the leadership of the head region. Therefore, the direction that should be done is not "how to realize the innovation of public service" but rather "how to realize innovative public services". ]]>

<![CDATA[This article describes about Benefit Cost Analysis development of Taman Kuliner Condongcatur. It was found that there are three actors performing important roles in the development of Taman KulinerCondongcatur: Sleman regency government, stall tenants, and people surround the court. Of the actors, there was benefit cost which was spent and received as the consequence of Taman Kuliner. The cost and benefit earned by both Sleman Regency and the tenants were far from expectation. The net benefit cost received by Sleman regency government was negative Rp. 271.670.000,-. The net benefit cost received by stall tenants was positive Rp. 57.684.000,-. The indirect cost which cannot be measured with money was the peopleâs losing job. The indirect benefits were labor force absorption and the availability of means and infrastructures of art and socio-cultural performance to the society.]]>

<![CDATA[This article aims to implementation of National Health Insurance in Kediri City that was not going smoothly and to know about advantages and disadvantages of the implementation of national health insurance (JKN) in Kediri City. The implementation of JKN was not going well, because participant did not know their first health service and they did not know about procedure of JKN. So every stakeholder like BPJS (Social Security Administrative Bodies), Health Departement, and Health facility must give information to participant about the regulation. The advantages are: the new rules are immediate to implement, Puskesmas has adequate facility, P-care program, Identity card can use to get treatment in Puskesmas. The disadvantages are priority, lack of information, system information, lack information between health facility, and the 40% of capitation fund.]]>
