Abstract

Abstrak Faktor-faktor yang menghambat dalam penerapan analisis jabatan meliputi terbatasnya kewenangan yang dimiliki dan adanya keterikatan dengan Badan Kepegawaian Daerah, serta tidak adanya sinkronisasi antar kedua lembaga tersebut, yang memungkinkan penempatan pegawai tidak memenuhi kualifikasi yang diharapkan. Selain itu adanya intervensi dari pemegang otoritas dengan tim Baperjakat sehingga menghasilkan keputusan yang tidak sejalan dengan penerapan analisis jabatan serta masih kuatnya ikatan primordial sehingga pengangkatan dalam jabatan kurang objektif. Tujuan yang ingi dicapai dari penelitian ini adalah untuk memperoleh informasi dan gambaran tentang proses pelaksanaan analisis  jabatan rekrutmen, seleksi, penempatan dan promosi pejabat pada Dinas Kesehatan Kota Gorontalo. Hasil penelitian menunjukkan Proses penetapan analisis jabatan pada Dinas Kesehatan Kota Gorontalo telah dilaksanakan, proses penetapan persyaratan jabatan pada Dinas Kesehatan Kota Gorontalo belum sepenuhnya dilaksanakan, proses rekrutmen pada Dinas Kesehatan Kota Gorontalo lebih mengutamakan persyaratan administrasi kepegawaian, proses seleksi calon pejabat pada Dinas Kesehatan Kota Gorontalo belum sepenuhnya memenuhi kriteria normatif, proses penempatan dan promosi pegawai pada Dinas Kesehatan Kota Gorontalo belum sepenuhnya memenuhi kriteria normatif   Kata Kunci : Analisis Jabatan, Persyaratan Jabatan, Rekrutmen, Abstract Factors that hinder the application of job analysis include the limited authority possessed and attachment with the Regional Employment Board, as well as the lack of synchronization between the two institutions, which allows placement of the employee is not qualified to be expected. In addition, the intervention of the authorities with the team Baperjakat resulting in decisions that are not consistent with the application of job analysis as well as the strength of primordial ties that appointment in office less objective. The purpose of intending reached from this study is to obtain information and an overview of the implementation process of job analysis of recruitment, selection, placement and promotion of officials at the City Health Office of Gorontalo. The results showed the determination of the job analysis process at the Department of Health Gorontalo City been implemented, the process of defining the requirements of the post in Gorontalo City Health Department has not fully implemented, the process of recruitment in Gorontalo City Health Department personnel administration prioritizes requirements, the candidate selection process at the Department of Health officials Gorontalo not fully meet the normative criteria, the placement and promotion of employees in Gorontalo City Health Department has not fully meet the normative criteria. Abstract

Abstrak Sumber daya manusia kesehatan yaitu berbagai jenis tenaga kesehatan klinik maupun nonklinik yang melaksanakan upaya medis dan intervensi kesehatan masyarakat. Kinerja dari pelayanan kesehatan sangat tergantung kepada pengetahuan, keterampilan dan motivasi dari orang-orang yang bertanggung jawab terhadap pelayanan kesehatan. Sumber daya manusia kesehatan berhubungan erat dengan masing-masing fungsi suatu organisasi kesehatan dan juga berinteraksi diantara fungsi-fungsi tersebut. Untuk mencapai visi dan misi suatu organisasi diperlukan keterampilan dan kemampuan SDM yang mampu mendiagnosa permasalahan dan mengintervensi sehingga didapatkan penyelesaian dari setiap permasalahan yang menjadi tugas pokok dan fungsi organisasi. Sumber daya manusia tersebut juga dapat menjadi ancaman bagi pelaksana kebijakan, strategi, program, dan prosedur suatu kegiatan apabila tidak dikelola dengan baik dan tepat. Tujuan yang akan dicapai dari penelitian ini adalah menganalisis Perencanaan Sumber Daya Manusia (SDM) Kesehatan di Di  Dinas Kesehatan Kabupaten Minahasa Tenggara. Dari hasil penelitian menunjukkan bahwa Tidak adanya pemerataan dalam pengadaan SDM Kesehatan melalui jumlah formasi yang masih minim yang diberikan oleh pemerintah daerah, terdapat pengembangan SDM kesehatan di Dinas Kesehatan Minahasa Tenggara, terdapat pemeliharaan SDM kesehatan melalui jaminan pemberian tunjangan dari kinerja dan terdapat penggunaan SDM kesehatan melalui kesempatan untuk dapat mengembangkan karirnya.   Kata Kunci : SDM Kesehatan, Pengembangan, Pengadaan, Pemeliharaan, Penggunaan. Abstract Health human resources are the various types of clinical and non-clinical health workers who carry out the efforts of the medical and public health interventions. Performance of health services is dependent upon the knowledge, skills and motivation of the people who are responsible for health care. Health human resources is closely linked to the respective functions of a healthcare organization and also interact between these functions. To achieve the vision and mission of an organization's human resources required skills and abilities who are able to diagnose problems and intervene to obtain settlement of any issues of the duties and functions of the organization. Human resources can also be a threat to implementing policies, strategies, programs, and procedures of an activity if it is not managed properly and appropriately. Objectives to be achieved from this research is to analyze the Human Resource Planning (HR) in Health in Southeast Minahasa District Health Office. The results showed that the absence of equity in the provision of human resources for health through formation are still minimal amount given by the local government, there is the development of human resources in Southeast Minahasa Health Department, there is the maintenance of human health through the provision of a guarantee of performance and there are benefits from the use of human resources through opportunity to develop his career. Abstract

Abstrak Upaya preventif HIV/AIDS pada remaja merupakan masalah penting untuk diperhatikan mengingat banyaknya masalah perilaku remaja yang semakin mendekati kerentanan terhadap HIV/AIDS. Perilaku remaja saat ini cenderung terjadi penyimpangan pada masalah seksualitas, juga penyalahgunaan NAPZA. Perilaku remaja yang seperti itu mampu mendekatkan remaja sebagai salah satu faktor risiko penderita HIV/AIDS. Selain itu, remaja sering salah mempersepsikan tentang informasi mengenai seks dari teman sebaya, film atau buku yang isinya jauh menyimpang dari nilai-nilai etika dan moral, yang pada akhirnya dapat menyebabkan remaja terjerumus ke persoalan seksualitas yang kompleks termasuk risiko penularan HIV/AIDS, oleh sebab itu salah satu aspek yang penting dalam pencegahan HIV diarahkan pada kelompok remaja dan dewasa muda. Tujuan dari penelitian ini adalah menganalisis hubungan antara pengetahuan, sikap, peran guru, media informasi (internet) dan peran teman sebaya dengan tindakan pencegahan infeksi HIV/AIDS pada siswa di SMA Negeri 4 Manado. Hasil penelitian menunjukkan bahwa ada hubungan antara pengetahuan, peran guru, peran media informasi dan peran teman sebaya dengan tindakan pencegahan HIV/AIDS pada siswa di SMA Negeri 4 Manado.   Kata kunci:  Pengetahuan, Peran Guru, Peran Teman Sebaya, Media Informasi, Tindakan Pencegahan     Abstract Preventive measures of HIV / AIDS among adolescents is an important issue to be considered in view of the many adolescent behavioral problems are getting closer to the vulnerability to HIV / AIDS. The behavior of today's youth tend to irregularities in the issue of sexuality, as well as drug abuse. Adolescent behavior as it is able to bring adolescent as a risk factor for HIV / AIDS patients. Moreover, adolescents often incorrectly perceive the information about sex from peers, movies or books whose content is far removed from the values ​​of ethics and morality, which in turn can cause teens to fall into the complex issues of sexuality, including the risk of transmission of HIV / AIDS, by Therefore one important aspect of HIV prevention aimed at teenagers and young adults. The purpose of this study was to analyze the relationship between knowledge, attitudes, role of teachers, media information (internet) and the role of peers in infection prevention measures of HIV / AIDS on students at SMAN 4 Manado. The results showed that there is a relationship between knowledge, the role of the teacher, the role of media and the role of peers in measures to prevent HIV / AIDS among students at SMAN 4 Manado. Abstract

Abstrak Sebagai bagian dari SJSN dan untuk mempercepat pencapaian Millenium Development Goals (MDG’s) tahun 2015, khususnya menurunkan angka kematian ibu dan bayi, Kementerian Kesehatan meluncurkan program Jaminan Persalinan (Jampersal) sebagai bagian terintegrasi dengan program Jamkesmas. Sesuai Pedoman Pelaksanaan Program Jamkesmas 2011, program ini bertujuan untuk meningkatkan cakupan pemeriksaan kehamilan, pertolongan persalinan, pelayanan masa nifas dan pelayanan bayi baru lahir oleh tenaga kesehatan, meningkatkan cakupan pelayanan KB pasca persalinan, serta terselenggaranya pengelolaan keuangan yang efisien dan efektif, transparan dan akuntabel. Tujuan dari penelitian adalah untuk mendapatkan informasi bagaimana implementasi Jaminan Kesehatan Nasional dalam pelayanan persalinan di wilayah kerja Puskesmas Tutuyan. Hasil penelitian menunjukan untuk dokumen persyaratan administrasi dan persyaratan teknis menjadi Fasilitas Kesehatan Tingkat Pertama yang dapat bekerjasama dengan BPJS Kesehatan, Puskesmas Tutuyan secara administrasi sampai saat ini belum memenuhi syarat dan persyaratan teknis yang meliputi sumber daya manusia, sarana dan prasarana, peralatan medis dan obat-obatan serta lingkup pelayanan sudah cukup baik dengan nilai 63,5% dari 100% yang ditetapkan BPJS Kesehatan Kata kunci: Persyaratan Administrasi, Persyaratan Teknis, Pelayanan Persalinan.   Abstract As part of Social Security and to accelerate the achievement of the Millennium Development Goals (MDGs) by 2015, particularly in reducing maternal mortality and infant, the Ministry of Health launched a Delivery Guarantee (Jampersal) as part of the program is integrated with medical treatment. In accordance JAMKESNAS Program Guidelines 2011, the program aims to improve the coverage of antenatal care, deliveries, postnatal care and newborn care by health personnel, increasing the scope of postpartum family planning services, as well as the implementation of the financial management of an efficient and effective, transparent and accountable . The aim of the study was to obtain information on how the implementation of National Health Insurance in service delivery in Puskesmas Tutuyan. The results show for the administrative requirements documents and technical requirements into the First Level Health Facilities which can cooperate with BPJS Health, PHC Tutuyan the administration has yet to qualify and technical requirements that include human resources, infrastructure, medical equipment and medicines, pharmaceuticals as well as the scope of services is quite good with 63.5% of the value of 100% set BPJS Health Keywords : Administrative Requirements, Technical Requirements, Service Delivery
