Abstract

E-Government (Electronic Government) refers to initiatives aimed at developing the administration of government by leveraging electronic technology. This concept involves restructuring management systems and workflows within the government environment by optimizing the use of information and communication technology. E-Government is not merely about using technology to modernize governance; it is also a strategy to achieve cost efficiency and effectiveness. Moreover, its goal is to provide ease in government service facilities and grant public access to information. One of the regencies in Indonesia implementing E-Government is located in South Sulawesi, namely Bone Regency. Within the framework of E-Government implementation in Bone Regency, one of the government institutions adopting it is the Department of Population and Civil Registration of Bone Regency. The legitimacy of this system has been affirmed through Regional Regulation (Perda) No. 3 of 2017 concerning Population Administration. The E-Government program implemented in the Department of Population and Civil Registration of Bone Regency is known as the Population Administration Information System (SIAK). This research employs a qualitative approach, aiming to describe real phenomena or events. The research type applied is descriptive research using the "case study" method. The goal of this research is to provide a detailed description of the nature, character, and background of a study. Based on the research and discussion above regarding the implementation of E-Government in Public Services at the Department of Population and Civil Registration of Bone Regency, three successful elements can be concluded. The first element is support, the second is capacity, and the third is value.

Abstract

Partisipasi perempuan dalam Pembangunan menjadi perhatian serius mengingat peran esensial mereka dalam dinamika sosial dan ekonomi desa. Tradisi dan norma lokal sering kali mempengaruhi cara perempuan terlibat dalam pengambilan keputusan dan perkembangan ekonomi lokal. Penelitian ini bertujuan untuk mendalami strategi pemerintah desa dalam meningkatkan partisipasi perempuan dalam pembangunan di Desa Poleonro, Kecamatan Lamuru, Kabupaten Bone. Desa ini dianggap sebagai representasi tantangan dan potensi dalam menciptakan pembangunan yang inklusif, mempertimbangkan keberagaman budaya dan sumber daya alamnya. Metode penelitian yang digunakan adalah deskriptif kualitatif. Penelitian ini fokus pada pengumpulan data kualitatif melalui wawancara. Penelitian ini dilaksanakan di desa Poleonro Kecamatan Lamuru Kabupaten Bone. Hasil penelitian menunjukkan bahwa pemerintah desa Poleonro Kecamatan Lamuru telah mengimplementasikan berbagai strategi, seperti program pelatihan, kebijakan pemberdayaan ekonomi, dan dukungan terhadap partisipasi perempuan dalam pengambilan keputusan. Meskipun demikian, resistensi terhadap perubahan budaya dan keterbatasan sumber daya tetap menjadi tantangan utama. Budaya patriarki dan keterbatasan akses terhadap pendidikan dan sumber daya ekonomi mempengaruhi peran perempuan dalam pembangunan desa. Women's participation in development has become a serious concern, given their essential roles in rural areas' social and economic dynamics. Local traditions and norms often influence how women are involved in decision-making and local economic development. This research aims to delve into the strategies the village government employs to enhance women's participation in development in Poleonro Village, Lamuru Subdistrict, Bone Regency. This village is considered a representation of challenges and potential in creating inclusive development, considering its cultural diversity and natural resources. The research method used is qualitative descriptive. The study focuses on collecting qualitative data through interviews conducted in Poleonro Village, Lamuru Subdistrict, Bone Regency. The research findings indicate that the village government of Poleonro, Lamuru Subdistrict, has implemented various strategies such as training programs, economic empowerment policies, and support for women's participation in decision-making. However, resistance to cultural change and resource limitations remain significant challenges. Patriarchal culture and limited access to education and economic resources influence the role of women in village development.
