Abstract

The purpose of this sampling study is to determine and analyze the growth of local revenue, general allocation funds and capital expenditure. Also, it intends to determine and analyze simultaneous and partial influences of local revenue and general allocation funds on capital expenditure. Sample of this study consists of 11 regencies/cities in Central Sulawesi that have been selected by purposive sampling technique. Data analysis methods are growth ratio and multiple regression analysis. The results show that the average growth of local revenue, general allocation funds and capital expenditure tend to fluctuate during 3 years of budget period. Simultaneous test indicates that local revenue and general allocation funds have positive and significant influence on capital expenditure. Partial tests prove that local revenue has insignificant influence on capital expenditure while general allocation funds has positive and significant influence on capital expenditure. Determinant coefficient R-square of 0,413 indicates that 41,30% of capital expenditure is influenced by local revenue and general allocation funds, while the remaining of 58,70% influenced by other variables that have not studied.

Abstract

The study focuses on analyzing the implementationof social assistance in the social assistance agency/board and its benefits to people with social welfare problems (PMKS) in Sigi District. Type of study is qualitative. Data collecting method includes interview, observations, and conclusion. The implementation of social assistance during 2015-2016 equals to Rp. 4. 474. 426. 700. Social assistance by Social Agency to handle 8 PMKS equals to Rp. 1. 624. 926. 700 or 36%. While the implementatin of social assistance is more in The Agency of Financial and Regional Asset, they only handle 3 PMKS worth Rp. 2.849.500.000 or 64%. There is a budget difference of Rp. 1.224.573.300. On the other hand, these institutions own different assignments in social welfare as stated in Law No. 11/2009 about social welfare. Of a total of Rp. 2.177.879.600 the amount of funds used for social assistance in Sigi in 2015-2016 only Rp. 1. 871. 379. 600 or 86% perceived benefits in the form of goods, while Rp. 300. 500. 000 or 14% in the form of money. Although the implementation of the social assistance in Sigi District is not as much as the funds in the Agency of Financial and Regional Asset, the social assistance budget ini Sigi is more beneficial for the PMKS.

Abstract

Poverty is a complex problem that occurs in almost every country, especially in a developing country like Indonesia. Data of Susenas showed that the poor in are in rural areas and majority of them depend on agriculture for their livelihood with relatively low incomes compared to residents who live in urban areas. This research intends to identify and to analyze the poverty conditions based on consumption spending on food and non-food commodities in Labuan Toposo village Labuan sub-district Donggala Regency. Method used was descriptive analysis using quantitative approach where the sample was taken trough Slovin formula. Data analysis method used was a poverty line calculation that was designed so as not to be separated from the actual BPS calculations. The result of this research revealed that the majority of the populations in Labuan Toposo village Labuan sub-district Donggala Regency still live below the poverty line.

Abstract

The purpose of this study is to determine and analyze the conditions of traditional markets based on the level of comfort, security and competition between traders. To know and analyze the process of distribution of goods and services at the level of traders in traditional markets and to find out and analyze the steps taken by the government related to the management of traditional markets. This research uses descriptive statistical analysis technique that is frequency analysis. The population of this research is traders or sellers in the traditional markets of Buko District, Banggai Kepulauan Regency, both retail and wholesale traders as much as 83 people. The sampling technique uses saturated or census sampling. The results showed that the condition of traditional markets in Buko sub-district according to the majority of traders were in a comfortable, safe condition with a healthy level of competition. The process of distribution of goods from traders to consumers is felt quite good based on the acquisition of a mean value of 3.50. The Banggai Kepulauan Regency Government through Law No. 3 of 2008 concerning protection, empowerment of traditional markets and structuring of modern markets is trying to make improvements. This is based on the acquisition of the mean value of 3.42.
