Abstract

This article discusses the inclusive policies taken by the Surabaya City Government in handling Children with Special Needs (ABK) and being displaced in the Kalijudan Social Cottage (Pondok Sosial Kalijudan). The question to be answered through this paper is how to implement this policy and its relation to sustainable development goals. To answer these questions, an in-depth study of the data from the Surabaya Social Service, mass media reports, and observation were conducted directly at the Kalijudan Social Cottage. As the result, this policy has formed a system that opens opportunities for ABK and is neglected to achieve. In addition, this policy is in line with a number of points of sustainable development goals launched by the United Nations.

Abstract

Kajian ini membahas tentang tren pemberitaan Covid-19 yang berkenaan dengan pemerintah provinsi Jawa Timur di media online. Tren yang dimaksud adalah muatan berita, narasumber berita, dan topik pemberitaan. Teori yang digunakan adalah komunikasi kehumasan dalam cakupan komunikasi publik. Teori tersebut dipakai untuk melihat bagaimana posisi pemerintah provinsi Jawa Timur pada pemberitaan-pemberitaan di media online. Metode yang digunakan adalah kuantitatif dengan perspektif analisis konten audit komunikasi. Data yang teliti berasal artikel berita dari media online www.detik.com, sebagai representasi media nasional, dan www.beritajatim.com, sebagai representasi media lokal Jawa Timur. Berita-berita yang diteliti adalah yang terbit pada rentang Maret hingga November 2020, tiap bulan dipilih empat berita dari www.detik.com dan empat berita dari www.beritajatim.com sebagai sample, sehingga total ada 72 berita yang diteliti. Hasil dari kajian ini, pertama, dari sejumlah 72 berita, sebagian besar atau 29 berita bermuatan positif. Disusul 24 berita bermuatan netral dan 19 berita bermuatan negatif. Kedua, dari sejumlah 72 berita, sebagian besar atau 28 berita (39 persen) memakai narasumber utama dari pihak Pemerintah Provinsi Jawa Timur, disusul 19 berita yang narasumbernya dari kalangan masyarakat, 9 berita dari kalangan Pemerintah Daerah, 7 dari kepolisian, 6 dari pemerintah pusat, dan 3 dari lembaga negara. Dari sejumlah 72 berita, sebagian memiliki topik tentang kampanye melawan Covid-19 sebanyak 16 berita sama dengan berita tentang inovasi penanganan Covid-19 yang banyaknya 16 berita. Disusul berita tentang bidang-bidang lain terdampak Covid-19 sebanyak 12 berita, kondisi pasien 11 berita, dan urgensi penambahan fasilitas rumah sakit 5 berita. Kajian ini diharapkan bisa menambah khazanah penelitian di bidang ilmu komunikasi kehumasan, komunikasi publik, dan tren media online.

Abstract

The analysis focuses on revealing spirituality through images of nature in Robert Bly's poem, "November Day at McClure". The purpose of the study is to depict the kinds of images of nature used and the spirituality reflection in the poem. To complete the analysis, concept of nature classification by Coleman J. Goin and Oliver B. Goin is applied. Based on the concept, there are some groups of images of nature: landscape, phenomenon, animal, plant, object above the earth, and other nature object. The analysis result shows the images of nature in the poem consist of some kinds such as: landscape, animal, phenomenon, object above the earth, and other nature object. Based on the concept of Ary Ginanjar Agustian, there are some kinds of spiritual reflection: through messages of loving unconditionaly, awaring fate and God, responsibility, time perspective, and being free from material things. The analysis result shows that the spirituality can be reflected through the message of awaring fate and God and message of responsibility.

Abstract

The City Government of Surabaya is one of the pioneers of public services based on information and communication technology. All regional apparatuses in this city are competing to create electronic applications to realize the efficiency and effectiveness of work programs. This study discusses how technology-based policies, especially in the field of social media utilization, conducted by the Surabaya Library and Archives Service, were made and implemented to optimize public services. Theory of technology determination and public policy are used as a foundation for thinking in studies. The research in this study uses a qualitative method with a descriptive approach. Data collection was carried out through in-depth interviews to the three informants, observing on social media, and reading some literatures and other documents about the research topic. The analysis technique is done through data reduction, data presentation, and formulation of conclusions. This study shows that the use of social media at the Surabaya Library and Archives Office has been going well and has had a positive impact. The implementation of this public policy is also in line with the formulation of sustainable development goals, outlined by the United Nations. However, there needs to be a reform in a number of aspects, including the addition of frequency of content updates on social media. Adding content can be one way to build closeness between the goverment and the community. In addition, increasing the number of collaborative partners in social media-based programs is also needed to optimize public services.

Abstract

Abstract This article discusses a number of challenges facing the city of Surabaya as one of the major cities in Indonesia. The city has a number of social problems, including poverty, economic disparity and welfare problems. All that has a correlation with each other, and one of the solutions, is the provision of employment. Since 2010, the City Government of Surabaya has been running the Pahlawan Ekonomi program, which makes Housewives the main target. With hope, they can become the “second economic engine” in the family. Pahlawan Ekonomi provides entrepreneurship training for Housewives, starting from the planning, production, packaging, to marketing. All stages are always under the supervision of a team from the City Government of Surabaya. This paper explores how the implementation of policy in this program, the sustainability, and its correlation to the concept of the Welfare of the People (Kemaslahatan Umat) which is called for in some number of Islamic literatures. In conclusion, this policy has many positive impacts on the community, so that its sustainability can be maintained because it is supported by many parties in Surabaya. The spirit of this program is in harmony with the noble Islamic principles. Moreover, this program has a tagline: Go Global, Go Digital, Go Financial, which makes the program participants ready to compete at the international level. Key Words: Public Policy, the Economy, the Walfare of the People, Digital Abstrak Artikel ini membahas tentang bagaimana sejumlah tantangan yang dihadapi Surabaya sebagai salah satu kota besar di Indonesia. Kota ini memiliki beberapa persoalan sosial, antara lain, kemiskinan, disparitas ekonomi, dan problem kesejahteraan. Semua itu memiliki hubungan satu sama lain, yang salah satu solusi kongkretnya, bisa berupa penyediaan lapangan pekerjaan. Sejak 2010, Pemerintah Kota Surabaya menjalankan program Pahlawan Ekonomi, yang menjadikan para Ibu Rumah Tangga sebagai sasaran utama. Dengan harapan, mereka bisa menjadi mesin ekonomi kedua dalam keluarga. Pahlawan Ekonomi memberikan pelatihan berwirausaha bagi para Ibu Rumah Tangga, mulai dari tahap perencanaan, produksi, pengemasan, hingga pemasaran. Semua tahapan selalu dalam pengawalan tim dari Pemerintah Kota Surabaya. Tulisan ini mengupas tentang bagaimana implementasi kebijakan dalam program ini, keberlanjutannya, dan korelasinya dengan konsep kemaslahatan umat yang diserukan dalam sejumlah literatur keislaman. Kesimpulannya, kebijakan ini memiliki banyak dampak positif di masyarakat, sehingga keberlanjutannya bisa terus terjaga karena didukung oleh banyak pihak di Surabaya. Semangat dari program ini selaras dengan prinsip-prinsip luhur keislaman. Terlebih, program ini memiliki tagline: Go Global, Go Digital, Go Financial, yang menjadikan para peserta program siap bersaing di level internasional. Abstract

Islamophobia written by Karen Armstrong, John L. Esposito, Imam Abdul Malik Mujahid, et al (published by Mizan in 2018) explains how Islamophobia still afflicts some groups, including Westerners (Americans and Europeans). The causes are the materialization of the phenomenon of terrorism, ISIS, and wahabism which are considered as radical. Such representations are established by the mass media. The definition of Islam in the Western media is closely related to the distortion of meaning, sentiment and stigma. Though, some write objective defense for Islam.

Abstract

Surabaya has many problems with Social Welfare Problems (Penyandang Masalah Kesejahteraan Sosial or PMKS). The existence of the District Social Welfare Workers (Tenaga Kesejahteraan Sosial Kecamatan or TKSK) or social volunteers formed by the Ministry of Social Affairs has a central role in eradicating this problem. In 2016, when the Command Center 112 was launched by the Surabaya City Government, with the use of communication and information technology, TKSK was also given access to receive information from there. Interestingly, TKSK in each district has a good relationship with those in other districts. So, they can help each other when running errands. Abstract

Artikel ini membahas tentang optimalisasi media sosial berbasis internet yang dilakukan oleh Pemerintah Kota Surabaya dalam bentuk aplikasi website di www.sswalfa.surabaya.go.id. Tujuan kajian ini mendeskripsikan implementasi kebijakan pemanfaatan teknologi informasi dan komunikasi demi memaksimalkan pelayanan publik di bidang pengurusan perizinan maupun non perizinan (rekomendasi, sewa, dan surat keterangan) di lingkup Pemerintah Kota Surabaya lintas instansi. Teori yang digunakan adalah determinasi teknologi. Konsep Tujuan Pembangunan Berkelanjutan yang dijadikan Perserikatan Bangsa-Bangsa dalam menyoroti kebijakan publik dijadikan landasan. Kajian kualitatif ini menggunakan pendekatan etnografi virtual. Analisis dilakukan dengan mengobservasi laman website di empat level; ruang, dokumen, objek, dan eksperimental. Hasil dari kajian ini menunjukkan bahwa Pemerintah Kota Surabaya telah melakukan optimalisasi website. Optimalisasi media sosial membuat semua warga dari berbagai latar belakang bisa mengakses layanan publik dengan lebih mudah. Kebijakan ini mengurangi penggunaan kertas yang berarti lebih ramah lingkungan. Pemanfaatan media dalam jaringan membuat pelayanan lebih transparan dan akuntabel. Semua proses terdokumentasi dengan rapi serta terpantau. Para calo yang dalam sejumlah kesempatan meresahkan masyarakat bisa dihilangkan.

Abstract

This article discusses the moral message associated with greed in the Parasite movie. This South Korean-language artwork was chosen because it is the best film in the world by the Academy Awards or Oscar 2020. In 2019, this Bong Joon-Ho's work won Palme d'Or in the 72nd Cannes Film Festival. At the same time, he received an appreciation of eight minutes of a standing ovation from the audience. In January 2020, the movie which originally called Gisaengchung won Best Foreign Language Film at the Golden Globe Awards and Cast in a Motion Picture at the Screen Actors Guild Award. Not only those things, but the movie's track record is also even more interesting because it won the Best Film Not in the English Language in the British Academy of Film and Television Arts 2020, along with a series of awards at other international events. A number of articles discuss the aspects of social inequality shown in this movie. In fact, as a work of art, moral messages in a cinematic product can be diverse and can be examined from a variety of perspectives. This research relies on representation theory that refers to the concept of greed in Islamic and Christian perspectives, as stated in the interpretation of the Holy Qur'an and the Bible. The method used is qualitative with a visual analysis approach in the scope of the site of the image itself. The result of this study, greed depicted in the attitude of one poor family who has a major role in the Parasite.
