Abstract

This research addresses the serious problem of sexual violence that occurs in educational settings in Indonesia. This crisis requires collaboration between the community and relevant institutions to overcome this problem. The role of civil society becomes very important in shaping effective regulations because they are directly involved in the process of discussion to handling sexual harassment in higher education. This research uses a qualitative method, which produces descriptive data, arguments, or writings as well as behavioral phenomena that can be observed from the subject. This approach allows observation of social and human problems, both in organizational and individual contexts. This research aims to uncover the root causes of sexual violence in the educational environment, as well as how civil society can play an active role in formulating effective regulations to overcome this problem. Data obtained through in-depth interviews, observations, and document analysis will be used to describe the impact of sexual violence, the perspectives of the individuals involved, as well as the efforts that have been made in addressing this issue. The results of this study are expected to provide deeper insights into the complexity of the problem of sexual violence in Indonesian higher education, as well as provide a basis for designing more effective policies in addressing this problem. Through cooperation between civil society, educational institutions, and the government, it is hoped that a safe educational environment free from sexual violence can be created.

Abstract

The impact of the implementation of Law Number 2 of 2011 concerning Political Parties Including Women's Representation of at least 30 percent (Affirmative Action) is considered to have an impact on the quantitative aspect, but on the qualitative aspect. This is because the implementation of this policy tends to be interpreted as administrative settlement by political parties participating in the election, until finally the fact emerges that the growth of political recruitment in the regions is increasing. The purpose of writing this research is to reveal the qualitative reality of the application of the 30 percent quota for women in electoral politics in the midst of the big wave of oligarchy in Indonesia. Therefore, it is difficult for female candidates who are not incumbent candidates, oligarchs or who represent oligarchs to be able to win political contests. In the end, their contestation is only limited to complement the sufferer. Therefore, to reach the wealth of data, this article uses a qualitative method which aims to describe social phenomena that are holistic in nature in a natural setting. The result of this study is that economic modality is the only determining factor in the contestation of women in electoral politics in Indonesia, in this case in Cilacap as one of the regional representations in Indonesia.

Abstract

In previous research, several researchers argued that public sphere as a space for community participation can be a very influential approach in policy decision-making process. While the other researchers argue that public sphere is important informal space which connects people’s democratic rights with the process of making policies regarding to public wants. This paper uses qualitative approach, with the data collection technique is literature study. The writer analyzes 11 international articles and 3 national articles which is correlated to the influenxe of civil society ini public sphere towards public policy.
