Abstract

Political machines are widely evident in Indonesian elections, particularly in the sale of political services and use of clientelistic strategies. However, in several cases candidates have created political machines without buying political services or employing clientelistic strategies. Using a qualitative approach to examine the 2018 village chief election in Ngestiharjo, Yogyakarta, this article explains how electoral challengers can use political machines without buying political services, as well as the reason such challengers and their machines decide not to employ clientelism in their search for electoral victory. The author shows that several factors, including elite fragmentation, candidate recruitment, socio-political networks, and the existence of a shared enemy effectively nullify the buying of political services and the use of clientelistic strategies. This article shows that local village contexts, as well as reliance on social bonds, enable challengers to avoid the transactionalism and clientelism that have long characterised political machines. This is further supported by the ability of a challenger and his socio-political network to exploit the weaknesses of the incumbent.

Abstract

This article attempts to examine the relationship between election malpractice and corruption by focusing on analyzing frauds in the vote counting and recapitulation process in the 2019 Indonesian Election, specifically in the legislative election. This study tries to fill in the gaps in literature that examines electoral malpractice in Indonesia which is seen more at the campaign stage rather than the vote counting and recapitulation stages in which the role of election management body is very central. To analyze this, this study analyses more specifically the involvement of the General Election Commission (KPU) as election organizer in electoral malpractice. Using document analysis and case study method, this study found that the vote recapitulation stage, especially at the district level, is the most prone phase to electoral malpractice where the involvement of the ad-hoc election administrator and candidates’ witness play an important role there.

Abstract

Corruption action develops way more advance compare to corruption studies in Indonesia. Corruption studies are mostly focusing on institutional corruption or using an institutional approach to understand corruption. This research offers to understand corruption better using actor-based and network approaches. Utilising social network analysis (SNA), researchers unpacking corrupt relational actors in natural resources, especially in oil and gas and forestry in Indonesia. We collected six important findings; corruption creates dependencies amongst actors; to be corrupt, an actor must have a strong network and resources that can offer and deliver multi-interests. Corrupt action is a repeated action that creates interlocking relations amongst actors. Interlocking relation serves as a safety belt for each chauffeur. Institutionalisation of corrupt networks only requires a strong corrupt network. The institutionalised corrupt networks shape a shortcut both for the private and public sectors-a short cut that makes bribery and exchange permits possible.

Abstract

This article related to the use of signs and symbols as a protest vote beyond the invalid votes of the presidential election 2014 in Daerah Istimewa Yogyakarta (DIY). This paper will interpret the hidden messages conveyed by voters through a ballot. This article contributes to solve two problems at once, the conceptual and practical. Conceptually, there is a gap in the study of protest voting. Protest voting describes that voting as not only used to support candidates or parties but can be used as a form of protest. However, in this paper the protest was not conveyed through voting but using signs, symbols, or messages in ballot. Practically, there are problems in the electoral system on viewing people votes. The current electoral system generalizes the approach on viewing invalid votes. Whereas, there some hidden messages of people votes and the essence of the election itself beyond the invalid ballot papers. This paper shows that these messages can not be accommodated by the current electoral system. Those include an indication of post-election money politics, expressions of blissful voters delivered on the ballot, the expletives and insults expressed by voters, a rejection of the candidates, and also a rejection for the current electoral system.
