Abstract

The online transportation has been a concern in many countries. It caused social problems with more established conventional transportation such as taxis and buses. Some countries had issued policy to regulate online transportation, while some others did not. Indonesia is facing the similar dilemmas. On one hand online transportation provides new jobs but on the other hand it adds congestion and creating threats to the conventional public transportation presence. This research is conducted to reveal the public opinion towards the continued use of online transportation. The insight of this issue might help government in deciding whether or not they are issuing a policy on online transportation. To do the research, this study used an information system (IS) model to understand the context of continuance. As the practice of IS model use in public administration research is still very limited this study will focus on the validity of IS model to be used in public administration area. Questionnaire was given to 64 respondents that were chosen using convenient sampling approach. The items of the questionnaire were built based on the well-known IS continuance model with some addition to the predictor variables. The result indicates that IS model could be used in the public administration research as most of the items in the constructs were valid and reliable. Another important finding is that government regulation is the valid predictor of public intention to reuse online transportation. This study suggests government to issue a policy to regulate online transportation, by having a balance portion on maintaining economic growth and providing social stability. Further suggestions are discussed in the paper.

Abstract

This research aims to analyze the success and the effectiveness of collaborative governance process in bus rapid transit service in Surakarta City. The object of research is collaborative process in bus rapid transit service in Surakarta City in 2010-2019. This research was conducted through descriptive qualitative approach. Techniques of collecting data used were in-depth interview and documentation source deriving from relevant document. Informant of research consisted of related stakeholder: Surakarta City Transportation Service Office, Transportation Technical Implementing Unit (TIU) of Surakarta City, Perum DAMRI Surakarta, and PT. Bengawan Solo Trans. Technique of analyzing data used was an interactive model of analysis. The result of research shows firstly that face to face process is a preliminary step in establishing cooperation through direct dialog between stakeholder. Trust building process has been conducted since face-to-face dialogue aiming to keep the collaboration running well. Commitment to process is displayed in the form of Memorandum of Understanding (MoU) document and consortium establishment, PT. Bengawan Solo Trans. Shared understanding effort is implemented in the form of both formal and non-formal routine meeting. Collaborative process loses its momentum in intermediate outcome phase due to the loss suffered from by Perum DAMRI, thereby affecting the good cycle incentive in building trust and commitment. Secondly, in relation to successful collaboration, network structure has been created formally and there are written agreement and contract. The commitment to a common purpose wanes gradually ending up in cooperation contract termination. Trust among the participant also wanes due to stakeholders’ non-performance. Governance, access to authority, distributive accountability/responsibility, and information sharing has been stated formally in Memorandum of Understanding and has run normatively. In the aspect of access to resources, collaborative process fails along with the unavailable financial resource to subsidize bus rapid transit service. Collaborative governance process in bus rapid transit service needs the available access to adequate resource.

Abstract

ABSTRAK Struktur organisasi sering dinilai lemah dan tidak memadai sebagai dasar BUMDesa yang kokoh. Penelitian ini bertujuan untuk mendeskripsikan tentang dimensi struktur organisasi yang meliputi spesialisasi aktivitas, standarisasi aktivitas, koordinasi aktivitas, sentralisasi dan desentralisasi pengambilan keputusan, dan ukuran unit kerja pada Badan Usaha Milik Desa. Penelitian dilakukan di BUMDesa Kencana Mukti di Desa Puro Kecamatan Karangmalang Kabupaten Sragen. Pengambilan data dilakukan melalui wawancara, observasi serta menggunakan dokumentasi untuk memperkaya data. Hasil penelitian menunjukkan bahwa struktur organisasi BUMDesa Kencana Mukti tidak memiliki spesialisasi aktivitas. Pembagian tugas cenderung bersifat umum karena keterbatasan jumlah sumber daya manusia dan struktur organisasi yang sederhana. Dalam hal standarisasi aktivitas, BUMDesa sudah memiliki standar baku yang mengatur aktivitas organisasi berupa kententuan-ketentuan yang termuat dalam Anggaran Dasar/Anggaran Rumah Tangga (AD/ART). Dimensi koordinasi aktivitas yang dilakukan oleh BUMDesa Kencana Mukti sudah berjalan secara efektif melalui koordinasi antar pegawai dalam forum formal atau informal. BUMDesa Kencana Mukti memiliki struktur yang sederhana, sehingga dalam pengambilan keputusan lebih cenderung pada sentralisasi dengan mengedepankan asas musyawarah. Terkait ukuran unit kerja, BUMDesa Kencana mukti merupakan organisai dengan tipe sederhana, yakni hanya terdiri dari 10 pengurus dan 3 bidang. Struktur organisasi BUMDesa Kencana Mukti secara umum memperlihatkan kapasitas dan profesionalisme yang masih lemah. Kata kunci: Struktur organisasi, Badan usaha milik desa, BUMDesa ABSTRACT Organizational structure is considered as weak and inadequate as a strong foundation of BUMDesa. This research aims to describe the organizational structure dimension involving activity specialization, activity standardization, activity coordination, decision making centralization and decentralization, and work unit size in Village-Owned Enterprises. The research took place in BUMDesa Kencana Mukti in Puro Village, Karangmalang Sub District, Sragen Regency. Data was collected through interview, observation, and documentation techniques to enrich the data. The result of research showed that organizational structure of BUMDesa Kencana Mukti has no activity specialization. Task distribution tends to be general in nature, due to limited human resource quantity and simple organizational structure. In relation to activity standardization, BUMDesa has had basic standard governing the organizational activities in the form of stipulations mentioned in the enterprise’s Bylaw (AD/ART). Activity coordination dimension has been implemented effectively by BUMDesa Kencana Mukti through coordination between personnel (officers) in either formal or informal forum. BUMDesa Kencana Mukti has simple structure, so that decision making tends to be centralized by prioritizing discussion. In relation to work unit size, BUMDesa Kencana Mukti is a simple type of organization, consisting of 10 (ten) administrators and 3 (three) divisions. Organizational structure of BUMDesa Kencana Mukti generally reveals poor capacity and professionalism.   Keywords: Organizational structure, Village-Owned Enterprises, BUMDesa
