Abstract

This study seeks to explain the process of Audit Board article amendment in the constitutional reform as the source of current BPK?s performance, by answering questions: how much do informal networks influence constitutional maker?s decision and to what extent do the external pressures influence the informal networks on the amendment of Audit Board article? This study used a quantitative method to develop variables of social networks in examining how much informal networks based on ideational informal networks influence constitutional makers? voting between 1999 and 2001 in six meetings which contained voting out of 39 meetings of the Audit Board article amendment. Illustrating statistically significant results of the influence of ideational informal networks on the constitutional makers? decisions and the influence of high political effect (president?s preference) and strong party pressure on the ideational informal networks, this study shows that ?the progressive liberal bloc? which can enforce constitutional reform ? particularly Audit Board article though not full-scale reform ? within the ?ineffective formal institution? as it happened in transition era, has shown how informality?s outcome is in line with formality?s outcome, so it causes improved performance of Audit Board today. Because the statistical evidence talks to broader topics about the people representative bodies and governance, this study suggests paying more attention to the factors of constitutional makers? networks, on and off the meetings of constitutional reform.

Abstract

Abstrak Proses penyusunan peta jabatan di lingkungan kementerian dilakukan dengan metode buttom-up. Dalam konteks Kementerian Dalam Negeri, meskipun peta jabatan telah ditetapkan sejak tahun 2019 dan penghitungan kebutuhan pegawai tetap dilakukan setiap tahunnya, tetapi dari seluruh jabatan fungsional dan struktural yang terdapat pada peta jabatan dalam Keputusan Menteri Dalam Negeri Nomor 061-2842 tentang Peta Jabatan di Lingkungan Kementerian Dalam Negeri tersebut tidak memuat jabatan fungsional dosen yang ada di Institut Pemerintahan Dalam Negeri. Artikel ini berpendapat bahwa aspek teknis, administratif, dan politis dari penghitungan kebutuhan telah berperan penting dalam isu keabsenan jabatan fungsional dosen pada peta jabatan sebagaimana tertuang dalam Keputusan Menteri Dalam Negeri Nomor 061-2842. Untuk mengetahuinya, rumusan masalah yang diajukan adalah bagaimana aspek teknis dalam penghitungan kebutuhan pegawai, bagaimana aspek administratif dalam penghitungan kebutuhan pegawai, dan bagaimana aspek politik dalam penghitungan kebutuhan pegawai. Dengan menggunakan metode kualitatif semi etnografi, penelitian ini menemukan bahwa penghitungan kebutuhan pegawai yang belum terintegrasi dengan sistem informasi manajemen kepegawaian menjadi problem dalam aspek teknis, koordinasi yang tidak berjalan dengan baik menjadi isu utama dalam aspek administratif, dan dalam aspek politis, elite power masih sangat berperan dalam hal ini. Kata kunci: Manajemen Kepegawaian, Kebutuhan Pegawai, Reformasi Birokrasi, Pemerintahan Abstract The process of preparing a job map within the ministry is carried out using the buttom-up method. In the context of the Ministry of Home Affairs, although the job map has been established since 2019 and the calculation of employee needs is still carried out annually, but from all functional and structural positions contained in the position map in the Decision of Minister of Home Affairs Number 061-2842 it does not contain the functional positions of lecturers at the Institute for Domestic Government. This article argues that the technical, administrative, and political aspects of calculating needs have played an important role in the issue of absence from functional lecturers on the position map as stated in the Minister of Home Affairs Decree No. 061-2842. To find out, the research questions posed are how the technical aspects of calculating the employee needs, what are the administrative aspects of calculating the employee needs, and what are the political aspects of calculating the employee needs. By using a semi-ethnographic qualitative method, this study found that calculating the employees needs that have not been integrated with the personnel management information system is a problem in the technical aspect, coordination that is not working well is a major issue in the administrative aspect, and in the political aspect, elite power does play a role in this regard. Abstract

Most political literature argues that outcomes in Indonesian constitutional reform 1999-2002 were determined mainly by the political actors. Notwithstanding the existing research providing insightful evidence, there is still a gap in which those literature discount the role of the party system in shaping and constraining the way the political actors within a party behave. Drawing on one of the new institutionalism concepts – ‘rational choice institutionalism' – the argument puts forth here is that Indonesian multi-party system (independent variable) forced the political parties (intermediary variable) to form a winning-coalition which finally produced a compromised outcome (dependent variable) of constitutional reform on the articles about relations between president and legislature.

Strategic steps for the possibility of internalizing the values ​​of the five trademarks of agile organizations in downsizing bureaucracy to improve government performance at the Institut Pemerintahan Dalam Negeri can be carried out, through mapping the Institut Pemerintahan Dalam Negeri organizational structure containing echelon 3 and echelon 4 positions, changing the organizational structure of IPDN which is simplified, implementing economic incentives and job appraisal requirements, implementing one data, conducting job analysis, workload analysis, and job mapping, implementing flexible financial and human resource management, and preparing for a transition period.

Abstract

MDGs was implemented over the period 2000-2015 by the United Nations along with 189 members states to tackle several crucial issues, namely ‘extreme poverty and hunger, universal primary education, gender equality and woman empowerment, child mortality, maternal health, HIV/AIDS, malaria and other diseases, environmental sustainability and globally developmental partnership’ (United Nations 2014). After 2015, the MDGs which was adopted by 189 members states was evaluated by comparing between the MDGs’ targets and its results. By using archival research data, this paper argues that the MDGs have not really failed in fighting against global poverty, because the MDGs showed a global willingness to alleviate numbers of poverty and the MDGs have achieved prominent improvement.
