Abstract

This study focuses attention on the Openness of the Revenue and Expenditure Budget of the Village from Planning, Implementation, to Accountability with the aim of describing Transparency of Village Fund Allocation Management. This research is conducted because the Implementation Team of the allocation of village funds is considered less in terms of capacity and capability. This research is expected to be useful for District Government of PulangPisau, especially Kahayan Hilir Sub-district of Mintin Village in an effort to increase Transparency of Village Fund Allocation Management This research was conducted at Mintin Village Office, Kahayan Hilir Sub-district, PulangPisau District. As the selected informants are the Village Head, Village Secretary, Village Kaur and RT who are considered to represent the community in the research unit in the management of the Village Fund Allocation. The study was conducted with in-depth interviews and by direct observation of the implementation Allocation of village funds. The results of this study indicate that for the planning and implementation of Village Fund Allocation activities, it already shows the existence of transparent management. While in the accountability seen by physical results have shown a transparent implementation, from the administration side there is no need for further coaching, because it is fully in accordance with the provisions. Transparency in the Planning of APBDes Desa Mintin which is run by the Village Government apparatus refers to the regulation applied through the Law and Government Regulation and Regent Regulation obtained through various training with technical guidance followed by the Village Government apparatus.

Abstract

Pemilihan Umum pada tahun 2014 ada dua Pemilu yakni Pemilu Legislatif pada bulan April 2014 dan Pemilu Presiden dan Wakil Presiden pada bulan Juli 2014. Fenomena yang terjadi pada Pemilu Presiden dan Wakil Presiden adalah menurunnya tingkat partisipasi masyarakat secara nasional.Yang menjadi hal menarik untuk diteliti di Kabupaten Murung Raya dan Kecamatan Murung khususnya adalah tingkat partisipasi masyarakat pada Pilpres 2014 sangat rendah dibawah rata-rata nasional. Di tingkat nasional rata-rata partisipasinya adalah 70 persen, sedangkan ditingkat Kabupaten Murung Raya adalah 57,48 persen serta di tingkat Kecamatan Murung adalah 61,65 persen.Penelitian ini dilakukan dengan pendekatan deskriptif kualitatif dengan mengambil sampel lokasi di Kecamatan Murung Kabupaten Murung Raya. Data dikumpulkan melalui teknik observasi, wawancara, dan dokumentasi. Teknik analisa data yang digunakan adalah model Miles and Huberman.Berdasarkan hasil temuan di lapangan maka dapat disimpulkan beberapa hal sebagai berikut: 1). KPU Kabupaten Murung Raya telah menjalankan perannya dalam meningkatkan partisipasi politik masyarakat di Kecamatan Murung Kabupaten Murung Raya. Hal tersebut ditunjukkan dengan terlaksananya seluruh tahapan pada pelaksanaan Pemilu Presiden dan Wakil Presiden 2014. Tingkat partisipasi masyarakat tergolong turun/rendah dikarenakan faktor kepentingan masyarakat itu sendiri, bukan karena kurangnya informasi kepada masyarakat. Masyarakat lebih merasa berkepentingan untuk memilih pada saat Pemilihan Legislatif dan Pemilihan Bupati. 2). Yang menjadi faktor penghambat utama KPU Kabupaten Murung Raya dalam upaya meningkatkan partisipasi politik masyarakat pada Pemilu Presiden dan Wakil Presiden adalah faktor geografis, faktor demografis, faktor topografis, dan minimnya anggaran/dana operasional. Yang menjadi faktor pendukung utama bagi KPU Kabupaten Murung Raya adalah dukungan seluruh unsur pemerintah (kabupaten, kecamatan, desa) dan dukungan dari tokoh masyarakat (Tomas, Toga, Todat) untuk mendorong masyarakat agar tidak golput.

Abstract

One of disasters which often happens in dry season in Central Borneo is forest and land fires in areas which is owned by the people, plantation area, HPH area, HTI area and even protected area. Parts of the fire are because of the preparation that is done by the people by using the fire. From the condition, the prevention readiness and control of related parties in avoiding forest and land fires are needed in Central Borneo Province. The research aimed to: 1) to find out the implementation of Local Regulation number 5 in 2003. 2) to find out the obstacles of Forestry Department of Central Borneo Province in implementing The Local Regulation Number 5 in 2003. This research used descriptive qualitative data as the main data source. Data was collected by observation technique, interview and documentation. The technique to analyze the data used Miles and Huberman Model. Based on the result and discussion of the study, it could be drawn the conclusions as follows: 1) The implementation of Local Regulation Number 5 in 2003 has not been effective yet as operational to control forest and land fires because of the lack of infrastructure, the lack of human resources in the field and the lack of budget. 2) The indicator of communication was not run well between Department of Forestry and the people because there was miscommunication. 3) the resources in Department of forestry?s office has run well because there were information staff, authority and facility. 4) there was disposition including insentive and bureaucrat. 5) bureaucrat structures covered SOP and clear fragmentation. Suggestion 1) The related department which control the problem of forest and land fires is expected to work harder and more socialize or do the training practice to the people.

Abstract

Political marketing is a marketing activity that aims to convey something to the public to know, understand the aims and objectives, trust, and accept and choose what the objectives of political marketing do. In this case in 2018 Palangkaraya City followed the local elections simultaneously in the election of mayor and deputy mayor won by the pair Fairid Naparin and Umi Mastikah. So with this, by analyzing the political marketing of couples Fairid Naparin and Umi Mastikah are things that need to be known to be understanding in terms of political marketing. This study uses descriptive research methods with a qualitative approach obtained based on the ability of researchers to connect the facts, data, and information obtained during the study. The objectives of this study are (1) Products, (2) Promotions, (3) Prices, and (4) Placements. The results of the research aim to convey something to the public in the form of products that are marketed based on partner's personal data, contain mature concepts, have a work program called vision and mission, promotion is the act of conveying to the public in such a way that suits the needs of the community, price not necessarily said in money, but how it has a price in the form of trust or confidence, and placement is an act that is carried out in the distribution or communication to the public. As a supporting factor for success in the presence of religion, family relationships, and age become the capital in determining political marketing to the voters to be delivered.

Abstract

The article explores the candidate's practice in village head elections, such as vote-buying, brokerage networks, and cultural aspects. We argue that a candidate's victory is determined by the material aspect only, but there are other practices that candidates use to minimize the mobilization of material resources and even resistance. This research is a case study, bound by time and place, and is holistic. We collected data by relying on observation and interviews with many relevant informants in the Pilkades (village head elections) Tumbang Habaon, Central Kalimantan. Through this study, we found that every candidate has engaged in the practice of buying votes and appointing orang kepercayaan (right-hand man) to reach out to voters. However, the material resource practices we observe are not a determinant of a candidate's victory. We analyzed voters' views that they chose because of the candidates' past actions' concrete manifestations, which reflected the Dayak cultural values, namely Hapahari and Handep. In contrast to previous research, candidates believe more in material and spiritual aspects. We broaden his proposition that the candidate's cultural actions drive voter beliefs without resisting the mobilization of material resources.

Abstract
