Abstract

The various problems faced by persons with disabilities or commonly referred to as disabled people are not only limited to the label as “the poor” but also their social welfare. Therefore, the problems of persons with disabilities also part of the nation and state development. The focus of this study is to identify, explore, and analyze the implementation of handling policy for persons with disabilities at Bina Grahita Social Care Institution (Panti Sosial Bina Grahita, abbreviated as PSBG) in Nipotowe, Palu through the policy implementation model developed by Edward III which includes several indicators such as communication, resources, disposition, and bureaucratic structure. This study is qualitative research in which the researchers examined the participants’ perspectives with interactive and flexible strategies. The location of the research was at Bina Grahita Social Care Institution of Nipotowe. The results showed that the Implementation of Handling Policy for Persons with Disabilities at Bina Grahita Social Care Institution of Nipotowe significantly influenced the policy-implementers and policy-recipients in accepting the policy. The resources owned by policy-implementers are inadequate staff, inadequate funding, and inadequate facilities and infrastructure. However, the information services are good and there is no misuse of authority. Besides that, in the context of implementing the handling policies for persons with disabilities, the disposition of various programs has been carried out well by the Government and the bureaucratic structure has been running properly such as SOP and fragmentation. The supporting factor for Handling Persons with Disabilities at Bina Grahita Social Care Institution of Nipotowe is the existence of clear regulations whereas the inhibiting factor is the improper system of staff promotion and transfers.

Abstract

Planning of human resources as a key instrument in the implementation of delegation authority or sharing of power to the three Municipio through Law No. 4/2014 on the organic statute of structure administrative pre-deconcentration in East Timor legally, planned, gradual and continued in three Municipio. The results showed that technically the human resources planing in terms of quality and quantity is not enough to fill a administrative pre-deconcentration in three Municipio. While planning the placement of employees on the structure of the administrative pre-concentration has not done. Because it is the competence of National Permanent Technique Group which consists of 12 Ministers, four secretary of state and civil service commission. supporting factors, among others: the strategic plan, (Municipality Strategic Development MSD), budgeting, the new activities and design of structure and official duties. The inhibitory is the economic situation, politics, social and culture, legislation, technology and competitors. Advices research, Pertaining to the human resource, relating to the planning of personnel resources is need further research studies related gender, As in the process of administrative pre-deconcentration Municipio is a new concept and the first time implemented in three Municipio in East timor. The new employee recruitment was the need and the resources available based on the concept o the right man on the right job to succeed administrative pre-deconcentration in three Municipio Aileu, Ermera and Liquiça

Abstract

One form of the current trend in community empowerment is empowerment through tourism. Banyuwangi endeavor to develop the leading tourism attraction and tourism buffer. One of the buffer tourism developed in Ijen Crater Zone is Kampung Kopi (Coffee Village) Gombengsari Kalipuro District, Banyuwangi. This research used qualitative method with the type of research used a descriptive case study. In data collection, researchers used observation, interview, documentation and triangulation techniques. The analysis of case study data was carried out from reading transcripts/field notes, finding common findings and taking special findings, theoretical dialogue, triangulation of data and concluding the results of the study. The results of this study indicated that the empowerment program was conducted to change and increase community awareness, knowledge and skills in order to achieve local independence while utilizing existing local potential. The implementation of tourism management in Kampung Kopi Gombengsari is based on several principles described as follows: a) Engagement of all Stakeholders; the actors involved are classified into five actors (Government, private, community, academia, and media) or called as the Pentahelix Model, b) Continuous resource utilization and avoid the irreversible use of non-renewable resources, c) Advocating the value of local culture through the festival. Internal supporting factor for Kampung Kopi Gombengsari is various tourism potential. The external supporting factor is local government, NGOs, and other tourism actors’ support. The internal inhibiting factor is the level of education and the emergence of tourism business competition. External Inhibitors involved road infrastructure which requires improvement, bureaucratic structure and tendencies.Keywords: Community Empowerment, Good Tourism Governance, Tourism Destination Development.
