Abstract

This research was conducted in an effort to increase the generic technical competence of executive positions with a blended learning approach at the BKKBN. The research method used in this research is Design and Development (DD) which was developed by Richey Klein through three stages, namely: needs analysis, design and development and evaluation. The research data were obtained through documentation studies, interviews, literature studies and expert assessments. The results of the research are in the form of product training curriculum designs and e-learning learning designs. The results of this study obtained the following information: First, there is a need for training based on the results of a task analysis to fill the generic technical competency gap that occurs in implementing positions at BKKBN. Second, the design of this training curriculum is based on curriculum components, namely the determination of objectives is described through competency standards, basic competencies and competency indicators. Determination of the material refers to the competency indicators that must be achieved by the participants. Learning strategies are applied through blended learning or a combination of e-learning and face-to-face learning. Evaluation to measure the achievement of learning outcomes of trainees through academic evaluation, evaluation of attitudes and behavior and evaluation of performance. Third, the expert assessment on the design of the training curriculum was carried out by curriculum experts and design experts with the results of the assessment being suitable for use in training after being revised according to suggestions. While the results of the feasibility test conducted by the user, namely the KKB Education and Training Center concluded that this curriculum design could be used as a reference in training.Penelitian ini dilakukan dalam rangka upaya peningkatan kompetensi teknis generik jabatan pelaksana dengan pendekatan blended learning di BKKBN. Metode penelitian yang digunakan dalam penelitian ini adalah Desain dan Pengembangan (DD) yang dikembangkan Richey Klein melalui tiga tahapan, yaitu: analisis kebutuhan, desain dan pengembangan serta evaluasi. Data penelitian ini diperoleh melalui studi dokumentasi, wawancara, studi literatur serta penilaian ahli. Hasil penelitian berupa produk desain kurikulum pelatihan dan desain pembelajaran e-learning. Hasil dari penelitian ini diperoleh informasi sebagai berikut: Pertama, adanya kebutuhan pelatihan berdasarkan hasil task analysis untuk mengisi gap kompetensi teknis generik yang terjadi pada jabatan pelaksana di BKKBN. Kedua, desain kurikulum pelatihan ini disusun berdasarkan komponen kurikulum yaitu penentuan tujuan dijabarkan melalui standar kompetensi, kompetensi dasar dan indikator kompetensi. Penentuan materi mengacu pada indikator kompetensi yang harus dicapai oleh peserta. Strategi pembelajaran yang diterapkan melalui blended learning atau perpaduan pembelajaran e-learning dan tatap muka. Evaluasi untuk mengukur pencapaian hasil belajar peserta pelatihan melalui evaluasi akademik, evaluasi sikap dan perilaku serta evaluasi unjuk kinerja. Ketiga, penilaian ahli pada desain kurikulum pelatihan ini dilakukan oleh ahli kurikulum dan ahli desain dengan hasil penilaian layak untuk digunakan dalam pelatihan setelah direvisi sesuai dengan saran. Sedangkan hasil uji kelayakan yang dilakukan oleh user yaitu Pusdiklat KKB menyimpulkan bahwa desain kurikulum ini bisa digunakan sebagai acuan dalam pelatihan.
