Abstract

Community Facilities Direct Assistance Program Rural Agribusiness Development ( BLM - PUAP ) is part of an effort to empower the farming community , which is followed by a related activity, namely institutional strengthening farmers and growers of human resource development through coaching, counseling , training , monitoring and evaluation . Directorate General of Horticulture ( 2010) states that the purpose of the agricultural community empowerment through PUAP are : 1 ) strengthen the capital of entrepreneurs in developing agribusiness and food security , 2) increase the production , productivity and farm income entrepreneurs ; 3 ) develop agriculture and agro-industry in regional development ; 4 ) increase the independence and group cooperation ; 5 ) encouraging the development of microfinance institutions agribusiness and other rural economic institutions. The problem in this study is How the credit characteristics of the recipient farmers PUAP BLM programs in Aceh Singkil, what are the factors that affect the rate of return PUAP BLM program in Aceh Singkil The purpose of this study was to investigate the characteristics of the receiving farmer credit program in Aceh BLM PUAP Singkil , to analyze the factors that affect the rate of return PUAP BLM program in Aceh Singkil KabupatennThe method used in this research is the analysis of qualitative and quantitative methods . The qualitative method is done through analysis deskripktif to describe the characteristics one by one farmer in the form of tabulations are intended to support the quantitative analysis . As for analyzing the factors that affect the loan repayment rate PUAP program , used logistic regression analysis models ( binary logit ) . The data used is primary data collected from farmers' groups PUAP recipients for 2010 program in Aceh Singkil with 71 samples of 250 farmer beneficiaries PUAP in 7 districts and 7 village of 10 existing sub-district in Aceh Singkil. 71 (seventy one ) farmers are taken to be sampled , characteristics most farmers aged 35-44 years , the end of junior high school education , have a number of dependents 3-4 people , has a net income of 2-3 million , with a land area of 3000m2 - 10000m2 and loan amount ranges from 3-5 million by the number of respondents in the current loan repayments are as many as 34 respondents out of the total respondents were 71 people . Factors ¬ factors are real and significant effect on loan repayment program Rural Agribusiness Development ( PUAP ) in Aceh Singkil is : Total loans, net income, age and education. Abstract

Tujuan Penelitian ini untuk mengkaji perkembangan luas areal kakao rakyat dan pola peningkatannya pada tiga kabupaten sentra produksi di Provinsi Sumatera Utara, yaitu Kabupaten Asahan, Simalungun dan Deli Serdang, mengkaji perkembangan produktivitas kakao rakyat dan pola peningkatannya pada tiga kabupaten sentra produksi di Provinsi Sumatera Utara, yaitu Kabupaten Asahan, Simalungun dan Deli Serdang dan Mengkaji perkembangan produksi kakao rakyat dan pola peningkatannya pada tiga kabupaten sentra produksi di Provinsi Sumatera Utara, yaitu Kabupaten Asahan, Simalungun dan Deli Serdang. Dalam melaksanakan penelitian ini digunakan berbagai pendekatan, yaitu pendekatan ekonometrika, analisis deskriptif, analisis kuantitatif terhadap data dan rekapitulasi terhadap informasi serta publikasi yang terkait dengan perkebunan kakao rakyat. Dari hasil analisis penelitian dan pembahasan dapat diambil kesimpulan bahwa Laju pertambahan penyerapan rata-rata jumlah tenaga kerja pada komoditi kakao adalah sebesar 9,70% di Kabupaten Deli Serdang, Simalungun dan Asahan termasuk sangat menggembirakan dan laju sebesar ini cukup besar. Hal ini berarti komoditi kakao berpotensi dalam penyerapan tenaga kerja dan lapangan berusaha. Peningkatan Luas areal komoditi kakao mengakibatkan peningkatan terhadap produksi kakao, Rata-rata laju peningkatan Luas areal adalah sebesar 6.06%. Pertumbuhan Luas areal kakao tertinggi terdapat di Kabupaten Deli Serdang (12.81%), kemudian disusul oleh Kabupaten Asahan (3.76%) dan yang terendah terdapat di Kabupaten Simalungun (1.66%).  rata-rata laju perkembangan produksi adalah sebesar 11.86 %. Secara umum produktivitas komoditi kakao mengalami penurunan dengan rata-rata 0.05% per tahun, walaupun terjadi peningkatan produktivitas namun terjadi penurunan produktivitas yang tinggi di Kabupaten Asahan.

Abstract

Meningkatnya permintaan pasar internasional terhadap jagung untuk bahan baku pembuatan biofuel untuk memenuhi kebutuhan lokal akan pakan ternak dan mendukung ketahanan pangan memungkinkan pengembangan komoditi jagung di kabupaten Karo lebih meningkatPenelitian ini bertujuan untuk mengetahui peranan komoditi jagung dalam peningkatan penerimaan wilayah kabupaten Karo, besar penerimaan wilayah kabupaten Karo dari komoditas jagung dan apakah komoditi jagung dapat dijadikan sebagai komoditas basis. Penerimaan wilayah dari komoditi jagung diamati dalam kurun waktu 2001-2005. Untuk mengetahui komoditas jagung dapat dijadikan sebagai komoditas basis dibandingkan antara penerimaan wilayah dari komoditas jagung dengan pendapatan wilayah (PDRB) sedangkan angka pengganda pendapatan diketahui dari perbandingan penerimaan non basis dan pendapatan wilayah (PDRB). Dari hasil penelitian diperoleh diketahui pengembangan komoditi jagung di kabupaten Karo memberikan kontribusi terhadap paningkatan pendapatan wilayah sebesar 6,l 4%. Pengusahaan komoditi jagung merupakan sektor basis dan angka pengganda pendapatan berpengaruh terhadap penerimaan wilayah.Kata Kunci : Pengembangan, Jagung, Penerimaan Wilayah, Sektor Basis.

Abstract

Dairi Regency producing a variety of agricultural commodities, both from the plantation sector as well as food crops and horticulture. The role of the agricultural sector is very important so that the economy of Dairi Regency is very dependent on the agribusiness sector. The research aims to determine the business channel and functions of each agency channel business administration in coffee marketing at Dairi Regency. To analyzing the spread of marketing costs, price spread and share margin on each channel in coffee trading system at Dairi Regency. Analyze the efficiency of coffee marketing on each channel at Dairi Regency, and analyze the differences in the farmers' acceptance of each channel in the coffee marketing at Dairi Regency. The results showed that the marketing system consists of a three channel. The channel I showed that farmers sell the coffee with half dry skin directly to exporters at a price of Rp. 6.000,-/kg, than exporters sell the dry coffee at a price of Rp . 14.000/kg. The channel II shows that the semi-dried coffee farmers sell to local traders at a price of Rp. 13.100/kg, the next half-dried coffee beans are sold to exporters at a price of Rp. 13.900/kg, by removing exporters / dry coffee sells at a price of Rp. 29.300/kg. The channel III shows that farmers sell the coffee beans half-dried to the district collector for Rp. 11,600/kg, then semi-dried coffee sold to local traders at a price of Rp. 12,300/kg, and half dried beans sold to exporters at a price of Rp. 13.100/kg. by exporters release / sell the dry coffee at a price of Rp. 29.300/kg.
