Abstract

This study is motivated by the delivery to the Pekan Olahraga Nasional-XVIII in Riau Province in 2012 as the host. Sports grand party in Indonesia has left a lot of problems and homework for Riau province and demanded to be resolved. The problem is quite important is the management of the venue which is used in various sports in Pekan Olahraga Nasional-XVIII. The Government has developed the initial concept for the management of post-execution venues to the Pekan Olahraga Nasional-XVIII. The concept is structured in line with the start of construction of venues, both new construction and rehabilitation of buildings venue preexisting buildings. But the facts on the ground indicate that the concept of management is not carried out in accordance with the concept that has been arranged from the beginning. Many venues that stay dormant in the sense not maintained and utilized. Based on this background , the study aims to find out how the venue budgetary policy of the Pekan Olahraga Nasional (PON) XVIII in Riau Province in 2012 and how the management of the venue after the implementation of the Pekan Olahraga Nasional (PON) XVIII Riau Year in 2012. This research is a descriptive study, the research aims to describe in a systematic, timely and reliable on the whole subject or object in the present study is based on the facts that appear. Method of data collection with interviews, field observation and documentation search. The results showed that the Riau provincial government has developed a number of policies with respect to venue construction budget of the Pekan Olahraga Nasional (PON) XVIII Riau Province in 2012 as outlined in several regulatory regions of Riau Province. The government has also made efforts to manage the venue to the Pekan Olahraga Nasional-XVIII but not entirely. Management is also not done in accordance with existing rules and concepts that have been developed previously. While there are obstacles that arise in the management process is done, the problem of availability of funds, limited human resources/implementers, and the disclosure of corruption cases involving officials in the government critical of Riau province. Abstract

The purpose of national development is to realize a just and prosperous society based on Pancasila and the Constitution - Constitution of the Republic of Indonesia Year 1945 Regional development is an integral part inseparable from national development. Regional development is directed to trigger equitable development and results - the results for the people's welfare. Government as development practitioners nowadays more dituntuk professionalism in providing and disseminating development information that is being implemented. For the dissemination of information in the conduct and policies of the government appointed bodies authorized to carry out the duties and functions of Public Relations (PR).Public Relations (PR) is a continuation of the process of determining policies, the provision of services to the community in a manner that is tailored to the interests of the person or golongan.Ada several factors that affect the role of Public Relations at the present time, including on the progress of information technology. Where information plays an important role in delivering policies and regional development. But in fact, the phenomenon that occurs is that the service system in the Regional Secretariat of Public Relations Indragiri Hulu is still inadequate in the areas of information in particular. This happens because of the low ability of the media information that is managed by the Public Relations Department in presenting the information up to date, fast, accurate, and interesting to follow. Abstract

Pekanbaru City Government to increase revenue (PAD) in accordancewith the order to build a regional autonomy impose tax Swallow's Nest which wasarranged through Pekanbaru City Regulation No. 10 of 2011 which is guided bythe Act No. 28 of 2009 on Tax and Levies. With the enactment of the TaxSwallow's Nest in the city is expected to boost revenue Pekanbaru Pekanbaru andassist in the development in the city of Pekanbaru. Swallow's Nest tax for 2 yearspassed since its implementation in 2011 until the end of December 2013 did notproduce. Swallow's Nest tax is expected to increase revenue Pekanbaru was stillvery far from the target of the tax levy itself. Departing from the abovephenomenon, the authors are interested in studying this matter with the title"Implementation of Tax Policy Swallow's Nest Pekanbaru City Year 2012-2013 inthe Perspective of Regional Autonomy".Based on the results of studies using the theory of Edward III, researchersconcluded that the Tax Policy Implementation Swallow's Nest Pekanbaru CityYear 2012-2013 in the Perspective of Regional Autonomy is not going well. Thisis due to the realization of this tax is far from the target and did not produce.Some of the causes include lack of awareness of employers to pay taxes swallow.Several factors in the implementation, such as communication between RevenueService Pekanbaru and employers do not swallow well established. Abstract

Urban Village West Tangkerang Marpoyan District of Peace is one of the base land and building tax revenues in KotaPekanbaru that the collection process is assisted by the Village. In the execution of acceptance of Property Tax in the Village District of West Tangkerang Marpoyan Peaceful yet make a real contribution and not optimal. This study aims to determine the community's participation in the Property Tax On Tangkerang West Village District of Marpoyan Peace Pekanbaru City in 2013.The approach of this study used a qualitative approach, this type of research is a descriptive study. The focus of research is the effectiveness of participation, consisting of input, throughput, and output. Informants in this study is the Staff UPTD DPPKAD in revenues Office Pekanbaru, Secretary Tangkerang West Village District of Marpoyan Damai.Teknik data collection in this study using observations, interviews ,. Data analysis techniques used in this research is descriptive analysis techniques. The results showed, yet effective component inputs, while the throughput component can be said effective participation, and component outputs have not been effective. The factors inhibiting faced include lack fahamnya community to the importance of land and building tax in the financing of development, lack of concrete evidence of tax paid in improving public welfare, less gitanya authorities in collecting. Recommendations from the results of this study include increased motivation tax collector apparatus, the program on the importance of taxes to taxpayers, to collect data on the object and subject to service tax on taxpayers better and can achieve development goals.Keywords: Participation, Land and Building Tax, Effectiveness, Input, Throughput, Outpu

Abstract

This research is motivated by the lack of employee performance to the improvement of community nutrition. The problems that arise from this research is how much influence the performance of employees to the improvement of community nutrition. The purpose of this study is to determine the effect of employee performance on community nutrition improvement in Tenayan Raya District.The type of this research is quantitative descriptive research, the sample is determined by researchers as many as 51 employees, data collection techniques used by the author through literature study, observation and questionnaires. Sources of data in this study is using primary data and secondary data. In processing the data the author uses SPSS 17.0 program by using simple linear regression formula with the formula Ý = a + bX.Based on the results of the study found that the performance of employees affect the improvement of community nutrition with a correlation value of 0.916. The value of 0.916 shows the correlation between independent variables (employee performance) and the dependent variable (community nutritional improvement) is in a very strong correlation category (0.800 - 1,000). This is reinforced by hypothesis test result with t-count value of 23.123 When compared with the t-table value of 0.276 then the t-count obtained is much greater than the value of t-table or t arithmetic> t table (23.123> 0.276), meaning Ho is rejected and Ha accepted. Thus it can be concluded that the variable inerja Employees significantly influence the Community Nutrition Improvement. From the results of coefficient determiniasi test can be seen that the value of coefficient of determination or R Square of 0.916 or 91.6%. This shows that the variables studied (employee performance) have an impact on the improvement of community nutrition by 91.6%.Keywords: Influence, Performance, Employee

Abstract

The waqf foundation in Indonesia has been regulated in Article 1 of the Republic of Indonesia Law No.41 of 2004 concerning Endowments, namely: Waqf is a wakif act to separate and / or give up his property to be used forever or for a certain period of time in accordance with his interests for religious purposes and / or general welfare according to sharia. As for the Problem Formulation in this study, namely: First, How is the government service in matters of Waqf at the Office of Religious Affairs (KUA), Pekanbaru City Sail District, 2016-2018. Second, what are the obstacles in government service in matters of Waqf at the Office of Religious Affairs (KUA) in Pekanbaru City Sail City in 2016-2018.               As for the purpose of this thesis, namely: First, To Know the government services in matters of Waqf at the Office of Religious Affairs (KUA), Pekanbaru City Sail District, 2016-2018. Secondly, to find out the inhibiting factors in government service in matters of Waqf at the Office of Religious Affairs (KUA), Pekanbaru City Sail District, 2016-2018. This research is a qualitative research. This research was conducted at the Office of Religious Affairs (KUA) in Sail District. The techniques used to collect data in this study are (1) Interviews, (2) Observations, and (3) Document tracking.               The conclusion of this study shows that the Government Services in matters of Waqf at the Office of Religious Affairs (KUA) in Sail City District of Pekanbaru have not been optimally overall, which is evidenced by the lack of human resources in the service provider, and there is a lack of funds for the implementation team that descends on the field , the writer gives a suggestion that there should be an active role of the government which is represented by the religious affairs office and the parties involved in organizing land waqf to be the initiator who gives deeper attention to the community.  Key Words: Supervision, Responsiveness, Transparency, and Participation.

Abstract

This research was motivated by the importance of the role and library function in serving the needs of the community. In accordance with the primary objective mandated by UUD 1945, namely the intellectual life of the nation. To that end, the library can not walk alone without support from various parties, both public and local government. Hence the need for capacity building of government in the management of public libraries, simply capacity is the basis of regional autonomy, because the capacity is the basis for independence. Enhancing the performance of the government in conducting a business in the field of librariesand archives have made the district siak to meet one of he standards of national libraries, the public library in “house read Hafrita Dara” siak has managed to become a library level of regency,city’s first and only wan in Riau Province that has been accredited A.The purpose of research is to find out and analyze the policy of library office and archives siak in the development of the management capacity of the public library in “house read Hafrita Dara” Siak, research method is qualitative descriptive research data collection is done by observation, interviews, and documentation.Results of this study is researchers know whwn accredited library siak have nolegallibrary management and still refers to the central policy. Capacity development policy office district libraries and archives siak years 2015-2016 conducted through the program referrig to the increased interest in reading peopleand culture district siak through: improvement of libraries services, improving quality of human resources of the library, dissemination and publication, improved financial management. Implementation of the programand the policy is influenced by: leadership, commitment, institutional reform,and regulatory reform. In this study, researchers concluded that the limitations of local government through the office of the library and archives of siak continue to maximize the resources available to achieve the vision and mission of the district development siak particularly in the field of library and archive with the same commitment of foster and institutional reform.Keyword : Capacity Building, Local Government, Public Libraries

Abstract

The research present describe the coordinations of government city toward prenetive of narchotics smuggling in Pekanbaru city. The increase of narchotics users in Pekanbaru city in this years are very dangerous and make a Pekanbaru city as a city in Riau Province that have a high cases. Most of people that use a narchotics are young generations. Then this case have been a attention from the government of Pekanbaru city.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Padangsidimpuan city and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of National Narchotics Agency of Riau Province, Head of National Narchotics Agency of Pekanbaru city, Health Agency of Pekanbaru and Social Education of Pekanbaru city.The research shows that coordinations of government city toward prenetive of narchotics smuggling in Pekanbaru city have done by two ways of coordinations that is vertical coordinations are cooperation held by Pekanbaru Government with group society, schools institutions in Pekanbaru and GRANAT institutions. In order that the horizontal coordinations are held by Pekanbaru Government with National Narchotics Agency and Education, Health Agency. Some factors that influence of coordinations are weakness of law system and supremacy of law, the decrease of society awareness and culture society that not care about the dangerous of narchotics in Pekanbaru city.Keywords: coordinations, government, prevention and narchotics

Abstract

Preventive interpreted as deliberate attempt that is made to prevent disturbance, damage, or loss to person or society. While preventive efforts the government of Rokan Hilir regency in handdle land and forest fires in the year 2012-2013 were: (1) Creating policy of opened forest and without burning (zero burning). (2) sosialization the prohibition of open forest and land without burning by making props, posters, banners, warning signs, and others. (3) building block channels in each region or district that are prone to forest and land fire. (4) Make map or location are as prone to forest and land fires. (5) making instutional or organizational Concerned Citizens Fire (CCF) from the district to the village level. (6) Public participation in preventing forest and land fire. (7) Following the companies and the people who do the burning of forests and land. Abstract

This study was motivated by the issue of bureaucracy in the Building Construction Permit (IMB) service at the Meral District office in Karimun Regency. Attempting to find out how the bureaucracy capabilities in the service of building permits (IMB) through the concept of Bureaucratic Capability in the service of building permits (IMB). As well as knowing what factors faced by the bureaucracy in the service of building permits (IMB) in Meral sub-district. This type of research is qualitative. This study aims to describe systematic and accurate real conditions in the field related to facts and research analysis units, as well as field observations based on certain facts (information). Data collection methods are carried out by means of interviews and documentation. The results of the study explain that the capability of the bureaucracy in the District of Meral is still not good. This is due to the many shortcomings that are seen from Institutional, Human Resources, Finance, and Technical Resources indicators. The deficiencies are significant, especially in technical resources where there is no Standard Operating Procedure (SOP), resulting in an ineffective service process that results in not achieving good bureaucratic capability in the Meral District of Karimun Regency.Key Words: Kapabilitas,Birokrasi Kecamatan, Izin Mendirikan Bangunan (IMB)
