Abstract

Unlicensed mining (PETI) is a serious problem, so the supervision of Unlicensed Mining (PETI) in Cerenti Sub-district requires the integration of resources or involving many parties in Cerenti Sub-district, especially the sub-district government apparatus. Various methods have been undertaken in the supervision of Unlicensed Mining (PETI) by Cerenti District Integrated Team. The problems of this research are (1) What is the capability of the sub-district government apparatus in the supervision of Unlicensed Mining (PETI) in Cerenti Sub-district Kuantan Singingi District? The purpose of this research are (1) to know the capability of sub-district government apparatus in supervision of Unlicensed Mining (PETI) in Cerenti Sub-district Kuantan Singingi Regency. This research method is qualitative research method with phenomenology approach.The conclusion of this research mentioned that the implementation of supervision of Unlicensed Mining (PETI) in Cerenti District is not yet maximal, but the implementation of Unsecured Mining (PETI) supervision has been in accordance with the Decision Letter of Regent Number 13 Year 2013 regarding the establishment of Integrated Team. However, the lack of follow-up done by the kecamatan is due to the absence of special budget and other supporting training which can assist in the implementation of Unsecured Mining (PETI) supervision in Cerenti Sub-district.Keywords: Supervision, Unlicensed Mining

Abstract

The Rokan Hulu District Government seeks to recreate a participatory RT and RW organization that is mobilized by the community itself. With this regional regulation, the Rokan Hulu government tries to create democracy in the smallest scope of neighborhoods of RT and RW while providing legitimacy to the elected head of RT and RW. This research intends to examine the issues of Performance RT 06 / RW 03 Desa Rambah Jaya from the point of view, the implementation of supervision and evaluation.This study aims to determine the implementation of Village Head supervision on the performance of RT 06 / RW 03 Village Rambah Jaya District Bangun Purba Rokan Hulu District. In addition, this study aims to determine the factors that affect the implementation of supervision of Village Head on Performance RT 06 / RW 03 Village Rambah Jaya District Bangun Purba Rokan Hulu District. This research uses the supervision theory by Dharma Setiawan Salam. The type of research used is descriptive research with qualitative approach. Methods of data collection is done by interview, observation and documentation.The results of this study showed that the Head of Rambah Jaya Village conducted Intensive Communication, Head of Rambah Jaya Village conducted supervision in the form of accountability and Head of Rambah Jaya Village conducted supervision in Democratic Participatory Creation and Head of Rambah Jaya Village to conduct transparency supervision. The factors influencing the implementation of Village Head supervision on the performance of RT 06 / RW 03 Rambah Jaya Village is the Resource Factor, the absence of regulations / regulation from the Village Government related to the Village Head's supervision on RT / RW Performance and Member Errors /deviations RT 06 / RW 03 requires supervision from Rambah Jaya Village Head.Keywords: Implementation, Supervision, Village Head

Abstract

The Government’s apparatus is one of the instruments in providing the maximum service for the public, which certainly should be provided with employees quality itself in terms an increase in human resources. Implemention of the Education and training of civil workers has been regulated in law No 5 year 2014 of the civil State Apparatus (ASN). But in practice has not been going well as still the presence of employees who does not have the skill, the placement of the ASN that is uneven, poor recruitment process or contains element of corruption, collusion, and nepotism (KKN). According to researcher who wants to find out the function of Agency’s Staffing area (BKD) in the development of employees in 2016The purpose of the researcher is to know the functions of BKD in the development of State Employees in Riau Province in 2016. This type of research is qualitative research method. The location of this research was located at the Agency’s Staffing Office area of Riau Province. The data collected by complementing the information through necessary interviews and requested documentation. While analysis of the data was performed using the method of qualitative analysis.Based on the results of the author’s research, draws the conclusion that inexecute Staffing Agency employees, development of the area of Riau Province announced three programs for human resources development of Riau Province area has announced three programs for human resources development apparatus including: The education and training (DIKLAT), government pre-position, and Promotion.Kata Kunci : Development, Fuction, BKD Riau Province

Abstract

Autonomy of Area through Rule Number 32 Year 2004 about the Government of Area just did not move most authorities from the Centre Government to the Regional Government but Rule Number 32 Year 2004 must bring the meaning for welfare of the people in the area that uptil now still could not be realised. As increase efforts in the public's service, delegation of the authority also really was needed in the optimisation of the achievement of the government for the sake of the achievement of the aim of the development and welfare.This research aimed at knowing the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013 and to know cause factors of the low level of the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013. This research used the qualitative approach with the type of the descriptive research. The process of the data collection was carried out in the Subdistrict-Head Pekanbaru Kota Office and the Mayor Pekanbaru Office part of General Administration Government. Where as the technique of the data collection consisted of the interview, document investigation, and observation with the data kind consisted of the primary data and the secondary data.From results of the research was attracted by the conclusion that the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013 as that was poured in the Rule Mayor Pekanbaru Number 11 year 2013 did not yet go optimal, was caused in the implementation of this authority not all the aspects of the authority were accompanied with the documentation, only took the form of the argumentation then. Cause factors of the low level of the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013 were the shortage of the Subdistrict Head's creativity, the shortage of human resources (human resources), the area of the territory and the number of inhabitants, the shortage of the capacity of document filing, the shortage of the work motivation, and the shortage of the utilisation of information and technology (IT).Keywords: Delegation of the Authority, the Achievement

Abstract

This study aimed to describe the actors involved in the process of budget policy PDAM Tirta Siak in improving the performance of the company responsible for providing clean drinking water for the citizens of the city of Pekanbaru . Phenomenon that will be seen is the process of budget policy in 2008-2012. The usefulness of this study are as material information regarding the use of budgetary funds provided to PDAM Tirta Siak or other funds that go to the PDAM Tirta Siak , as well as the elements are concerned that use and know about the utilization of these funds so that customers and the general public know about the existence of and utilization of these funds .The method used in this study is qualitative methods of data that can not be expressed in terms of numbers but in the form of an explanation that describes the shape of the state , a process , a particular event . Data collection techniques using interview techniques , documentation and observation .To implement the required policies based on the concept Ndraha best choice within the limits of the competence of the relevant actors and institutions and formally binding . From the research it can be concluded that the budget policy in the years 2008-2012 PDAM Tirta Siak still not optimal due to the lack of cooperation between the Government and the company and other parties related to the PDAM Tirta Siak .Keywords : policies, performance, budget, government, society.

Abstract

Staffing should be in accordance with the principle of "the right man, on the right place". Staffing directed to staffing in the right position according to their qualifications. But in reality there are many governments who ignore the rules. This phenomenon is used as background research. Regional Employment Board Pelalawan district as one of the government agencies in the area of staffing. The purpose of this study was to determine the role of the Regional Employment Agency Placement Apparatus In the State Civil Structural Position in Pelalawan. This research method is qualitative descriptive.Skunder primary data types. Techniques of data collection was done by interview to the informant who directly related to the title of the study, observation by observation of the object, and documentation of data as literature and references. Based on the results of research on the role of the Regional Employment Board in the State Civil Apparatus Placement on structural positions in Pelalawan can be concluded that the staffing is done by employees of the procurement process. Abstract

Law No. 22 of 2009 on Traffic and Road Transport (LLAJ) expressly mandates POLRI as the main stakeholder of LLAJ to take an active role in efforts to overcome traffic accidents in accordance with the existing authority. With the enforcement of Law Number.22 of 2009 on Traffic and Road Transport in lieu of Law No. 14 of 1992 on Traffic and Road Transport because in view is not in accordance with conditions, environmental changes and the needs of the organizers of traffic and road transport when It is expected that there will be better arrangements in traffic and road transport issues. In this research I will convey how the coordination between the Police and the Department of Transportation related to the security of Traffic Order in accordance with Law No. 22 of 2009 which states that between the Police and the Department of Transportation have been able to work together or coordinate in regulating and disciplining Traffic. This research method using qualitative approach and using type of descriptive research method. Data collection techniques in this study using in-depth interview techniques and relevant fact documentation. Based on the results of interviews and data that researchers have got it can be concluded that the Police and Transportation Department has coordinated well in carrying out the task of controlling traffic in Pekanbaru City 2015-2016. This is evidenced by drawings and warrants that researchers get from both agencies. With good coordination between the two agencies, it is expected that the cooperation between agencies and the public to participate in traffic control on the highway by obeying all regulations and traffic signs that have been set based on Law No. 22 of 2009. Abstract

This study is based on the problem of the secretary of the village post as civil state apparatus (ASN) in the village administration, especially in the village secretary in the village koto sentajo sub district sentajo raya kuantan singingi district. Attempts to find out how the capability of the post-village secretary becomes the state civil apparatus (ASN) in the of village administration through the concept of the capability of the village secretary post to become the state civil apparatus (ASN) in the administration of the village administration.. This study aims to describe the real situation in the field systematically and accurately related facts and units of research analysis, as well ad field observation based on certain data (information). Methods of data collection is done by interview, documentation, and observation in the field.The results of the study explain teh capabilities of the village secretary based on the duties and function in the administration of the village administration. Based on the concept of capability, the capability of the village secretary can be been in institutions, human resources (HR), finance, and technical resources. Unrealized budgets for the processs of village development and administartion of village administrations. The appropriate solution to solve the problem in the capability the post- goverment secretary to be the state civil servant (ASN) in administering the village administartions is to make the guidance of village lawa number 6 of 2014 with law number 32 of 2006 in the village administration guidelines.Keyword : Capability, village Administration.

Abstract

This research is motivated by the low number of births in the village ownership deed Pauh subdistrict Ranap Peranap Indragiri Hulu.The purpose of this study is to find out what are the factors causing low birth certificate of ownership in the Village Pauh subdistrict Ranap Peranap Indragiri Hulu. The usefulness of this study was to as information for relevant agencies having authority and responsibility in the field of Civil Registration.Types and methods of research used is descriptive research, which can be interpreted as a problem-solving process were investigated by depicting or describing the state of the subject and the object of research at the present time based on the facts that appear or how it is. While the methods used are qualitative research methods to describe the real situation in detail and to see the actual problem and research objectives.The results showed that the presence of some inhibiting factors both from the government and from the public about the ownership of a birth certificate. From the government side of the results of this study concluded that there are still many barriers that prevent the government that takes care of the issuance of birth certificates. So the number of birth certificates in the Village Pauh subdistrict Ranap Peranap Kabupaten Indragiri Hulu is still very low. So is the case of the people in the village Pauh subdistrict Ranap Peranap itself there are also several constraints faced by the public include, lack of public understanding about the importance of having a birth certificate, then the level of education and economic levels of society are still low also cause low birth registration certificate birth.Keyword : Faktors, Civil Registration, Birth Certificates

Abstract

Electricity problems that occur in Siak during maximal unresolved. The existence of several barriers and issues is certainly the need for a solution so that the public can enjoy the power that has been the hope of society. This is because the electric current has become a staple for the community. PLN has prepared 30 Mega electricity needs are expected to be able to meet the power needs of the community while waiting for gas Siak be operated.The lack of socialization Act No. 30 of 2009 on electricity and Government Regulation No. 14 of 2012 led to the electricity service in Siak Less max. Government Regulation No. 14 of 2012 to accommodate the electricity supply business license for its own needs. This study uses the law No. 30 of 2009 on ketenagalisrikan. This research was conducted in the Kanto district head Lubuk In, Office of the Department of Mines and Energy Siak. The data used in this research is data Primary and secondary data. The technique of collecting data through in-depth interviews and documentation.From the results it can be seen that the electricity problems that occurred in the District Lubuk Dalam is emberikan good service, in the form of electricity policy, supervision and cooperation with PLN electricity, and electricity which causes problems, economic factors, factors of population growth and development factor of inequity.Keywords: Electricity, Government, Lubuk Dalam.
