Abstract

Masalah pelayanan publik merupakan fenomena yang terus mengalami dinamika yang tidak pernah berhenti. Kecenderungan yang terus berkembang dari perspektif pengguna pelayanan adalah semakin berkembangnya tuntutan dan kebutuhan masyarakat terhadap pelayanan publik yang berkualitas. Balai Pemberantasan dan Pencegahan Penyakit Paru (BP4) di Pamekasan sebagai merupakan salah satu penyelenggara pelayanan di bidang kesehatan dan selanjutnya menjadi locus penelitian. Tingkat kepuasan masyarakat yang belum mencapai pada semuas aspek penilaian merupakan permasalahan yang dikeluhkan. Penelitian ini dilakukan dengan tujuan untuk mendiskripsikan mengenai  kualitas pelayanan BP4. Penelitian ini menggunakan paradigma penelitian kualitatif. Sedang pengumpulan data dilakukan melalui observasi, wawancara maupun dokumentasi. Hasil penelitian tentang kualitas pelayanan BP4 di Pamekasan ini secara keseluruhan menunjukkan hal yang positif meskipun dari aspek-aspek yang diteliti memerlukan perhatian dalam upaya untuk meningkatkan kualitas pelayanan.Kata kunci : Pelayanan Publik, Kualitas Pelayanan. DOI https://doi.org/10.33005/jdg.v9i1.1423

Abstract

This study aims to describe civil society participation in efforts to prevent the spread of COVID-19 in Sidoklumpuk Village, Sidoarjo Sub-District, Sidoarjo Regency and the obstacles faced. The method used was descriptive qualitative with data collection techniques through interviews, observation, documentation, and literature review. The results of this study indicate that civil society participation was carried out in mutual cooperation which was divided into four task forces including the Wani Ngandani Task Force which tried to educate residents to implement health protocols, while the Wani Jogo Task Force was tasked with limiting the mobility of residents with a one gate system. There was also the Wani Sehat Task Force which functions to ensure the availability of a place to wash hands in front of the house and a Wani Sejahtera Task Force which identified the food needs of Probable (ODP), Confirmation (PDP), Suspect (OTG) patients, and confirms outpatient care with predetermined criteria. Several obstacles were encountered such as lack of funds and low public awareness. The formation of Kampung Tangguh Semeru through the COVID-19 Prevention Task Force in Sidoklumpuk Village was a concrete form of civil society participation at the grassroots level with a partnership model.

Abstract

This article aims to analyze the effectiveness of the 2021 Ketupat Semeru Operational Policy in  the of Covid-19. The problem is focused on the results of the policy operation that has been carried out by the Indonesian National Police with the code "Ketupat Jaya 2021" in Sidoarjo Regency, it is found that there is still a spike in psitive cases of Covid-19. To approach this problem, Sutrisno's 2017 effectiveness theory reference is used with five focuses, namely understanding the program, being on target, being on time, achieving goals, and real change. The data were collected through interviews, observation, documentation and others, and analyzed descriptively qualitatively. This study concludes that the 2021 Ketupat Semeru Operational Policy in Sidoarjo Regency is considered not yet effective in dealing with Covid-19 transmission.

Abstract

During the COVID-19 pandemic, cases of the increase in positive patients in Indonesia were getting out of control and increasing in number, therefore the Government is ready for a vaccine that will be given in stages according to the priority of the recipient as an effort to tackle the spread of COVID-19 transmission. Vaccination can be carried out in health agencies such as in Puskesmas. The purpose of this research was to evaluate the quality of service in the implementation of the COVID-19 vaccination at Puskesmas Mojo Surabaya. The research method used is a qualitative approach with descriptive methods. The data technique used was observation, interview, and documentation study and then analyzed using an interactive data analysis model. The results of this study are the quality of the COVID-19 vaccination service at Puskesmas Mojo Surabaya based on the dimensions of public service Tangibles, Reliability, Responsiveness, Assurance, and Emphaty. Applicable in the process of vaccination services at Puskesmas Mojo Surabaya on complicated online data collection and scheduling, because not all of the facilities and population data are available where there have never been residents who have moved, therefore the result is a long queue to update the data. The quality of vaccine services at Puskesmas Mojo Surabaya is satisfactory in terms of facilities, services, and resources and it is necessary to make efforts to schedule and collect data more regularly to overcome service process constraints

Abstract

The purpose of this study is to describe implementation of COVID-19 vaccination policy, to find supporting and inhibitings factors or efforts to overcomes them in Surabaya city. Theoretical approach used is the George C. Edward III policy implementation approach. Thiss research use qualiitative methods with a descriptives approach. Data collection carried out through observatiion and interviews. Analysis data techniques in this reseacrh consisted of data collections, data condensations, data presentations, and drawing conclusions according to Miles-Huberman model. Results show that  implementation of COVID-19 vaccination policy in the City of Surabaya in fact found a number of problems in implementation of the COVID-19 vaccination on Surabaya, including realization  vaccines to targets far from the target set, the reluctance of potential vaccine recipients to inform the cause of their absence to health facility officers, less the active target group of potential vaccine recipients to come according to the set schedule. Another cause that is no less important is the lack of synchronization of data on potential vaccine recipients obtained by health facilities as administrators, because some of the data entered are potential vaccine recipients who are survivors, some were even founds to have vaccinated elsewhere. So, socialization from the local government regarding implementation of COVID-19 vaccination policy in Surabaya City important and provides education. Therefore, researchers suggest that there be improvements and synchronization of data on potential vaccine recipients, so that vaccine recipients are well monitored and integrated.

Abstract

This study aims to determine how the policy implementation of South Ring Road development in Tuban District that analyzed using the policy implementation model from Van Meter and Van Horn (1775). The type of research used is the type of qualitative research with data collection techniques in the form of observation, interviews, and documentation. The results of the study indicate that all indicators of the policy implementation model from Van Meter and Van Horn (1975) as a measure of the success of the policy implementation of South Ring Road development in Tuban District are due to minimal financial resources, causing poor road construction. failure to achieve standards, inaccuracies and inconsistencies in communication during the policy implementation process which caused problems, and the presence of people who did not support the development policy of the Ring Road. So it can be concluded that the policy implementation of South Ring Road development in Tuban District has not run optimally

Abstract

Penelitian ini bertujuan untuk mengetahui kapasitas manajemen kewirausahaan Bumdesa “Bina Sejahtera” Desa Dadapkuning, Kecamatan Cerme, Kabupaten Gresik. Teori yang digunakan dalam penelitian ini dari (Muhammad, 2007) yang menuliskan dalam disertasinya bahwa kapsitas manjemen kewirausahaan digambarkan melalui dua unsur yakni kapasitas manajer dan sistem manajemen. Desain penilitian menggunakan metode deskriptif dengan pendekatan kualitatif. Data didapatkan dengan melakukan kegiatan observasi lapangan, wawancara serta dokumentasi. Hasil penelitian menunjukan bahwa aspek kapasitas manajer dianggap cukup baik meliputi aspek profesionalitas, sistem kompetisi, penilaian dan perbaikan kinerja, desentralisasi kewenangan, partisipasi dan transparansi. Sedangkan dalam sistem manajemen kapasitas yang dimiliki cukup baik dalam prosedur pelayanan, perilaku petugas dan kepastian biaya, meskipun juga belum optimal dalam struktur hirarki pelayanan dibuktikan melalui belum adanya ketentuan struktur hirarki pelayanan secara tertulis meskipun dalam menjangkau pelayanan BUM Desa Bina Sejahtera dinilai cukup mudah.

Abstract

Perkembangan teknologi dan informasi memudahkan kita untuk melakukan pekerjaan, salah satunya dalam bidang pengelolaan kearsipan. Arsip merupakan salah satu sumber informasi yang penting bagi organisasi, karena arsip memiliki berbagai fungsi dan nilai guna. Arsip mengalami perubahan dan perkembangan bentuk yaitu dalam bentuk elektronik. Arsip elektronik diciptakan dan disimpan oleh komputer. Adanya perkembangan teknologi dan informasi merupakan salah satu alasan untuk mengelola arsip secara elektronik. Di Indonesia diperlukan pengelolaan arsip yang berbasis elektronik, hal ini mengacu pada Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan dan Undang-Undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik. Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan arsip elektronik di Indonesia. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan pendekatan literature review. Peneliti mendapatkan informasi dari data sekunder yaitu sumber-sumber terpercaya seperti dokumen-dokumen negara, buku, dan jurnal. Hasil penelitian menunjukkan bahwa efektivitas pengelolaan arsip elektronik di Indonesia belum sepenuhnya tercapai. Berdasarkan teori efektivitas oleh Gibson pengelolaan arsip elektronik di Indonesia telah memenuhi semua indikator, namun dalam pelaksanaannya masih belum optimal dan terdapat kendala.

Abstract

Pemanfaatan e-government bagi birokrasi diharapkan dapat menjadi alternatif bagi reformasi birokrasi menuju pelayanan yang lebih baik. Untuk menjawab tantangan tersebut, Pemerintah Kabupaten Sidoarjo menghadirkan inovasi pelayanan publik yaitu aplikasi Sipraja. Tujuan dari penelitian ini adalah untuk mengetahui implementasi Sipraja di Kelurahan Pucanganom dan faktor-faktor yang mempengaruhi implementasi inovasi aplikasi Sipraja. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam, dan studi kepustakaan. Teknik analisis data menggunakan pengumpulan data, reduksi data, presentasi, dan menggambar kesimpulan dan verifikasi. Hasil penelitian ini, terdapat 16 jenis pelayanan dalam aplikasi Sipraja yang dapat diakses lewat aplikasi Sipraja dan terdiri dari tipe A dan tipe B untuk pelayanan dan persetujuan tingkat kelurahan atau desa. Namun, tidak semua surat dapat diproses melalui aplikasi Sipraja seperti surat perceraian, rumah tangga, serta surat-surat yang di luar aplikasi sehingga harus diproses secara manual. Pada dimensi komunikasi, masih banyak warga yang belum mengetahui adanya aplikasi Sipraja dikarenakan masih minimnya tindak lanjut dari RT dan RW kepada warga. Pada dimensi sumber daya dan disposisi, SDM sering menghadapi permasalahan teknis. Pada dimensi struktur birokrasi, kelurahan telah melaksanakan SOP dengan baik dan implementasi Sipraja berjalan secara hierarki yaitu Dinas Komunikasi dan Informasi memberikan arahan kepada kecamatan, kelurahan dan desa.

Abstract

The Covid-19 pandemic has had an impact on health and the national economy. At the economic level, one of the sectors that has been affected is micro enterprises, resulting in a decline in the welfare of business actors and the threat of bankruptcy. Therefore, actors are needed to solve these problems, one of which is the Micro Business Office. The purpose of this study was to determine the role of the Industry and Trade Micro Business Cooperative Service in handling the impact of the Covid-19 pandemic on Micro Enterprises in Gresik Regency. The research method used is descriptive qualitative. Data obtained through interviews, observation, documentation and literature study. The data analysis technique used in this study was interactive with the stages of data collection, data condensation, data presentation and conclusion drawing. The results show that the role of the Koperindag Office has carried out its role well in handling the impact of the Covid-19 pandemic on Micro Enterprises in Gresik Regency. Based on the results of field analysis, the role of Diskoperindag refers to its role as a facilitator, regulator and catalyst.
