Abstract

The purpose of this research is to find out the legal implications of regulating the investigative authority in cases of accidents at railroad crossings. The research method used in this study is normative juridical research using a statutory approach, and a conceptual approach. The results obtained from this study are the implications arising from different provisions of Law Number 22 of 2009 concerning Road Traffic and Transportation, and Law Number 23 of 2007 concerning Railways is that there is a tug of war on the authority of investigation between related agencies, namely Police Investigators and Railway PPNS. The tug-of-war of this investigative authority resulted in a conflict of investigative authority, where Police investigators conducted investigations based on the provisions of the Criminal Code, while the Railway PPNS conducted investigations based on the provisions of Law Number 23 of 2007 concerning Railways.

Abstract

In this study the aim is to analyze the problem of train travel that occurs with the change from single track to double track as well as changes in the layout of the emplacements, which increase the frequency of passenger and freight train trips. The data used in this study are primary and secondary. Primary data includes existing data on the Bogor-Sukabumi operation pattern obtained by interviewing West Java BTP and KAI employees. Secondary data includes data on train star formation, the type and number of trains, signal service time, and the speed of passenger and freight trains. In the planning of road plots in the Detailed Design of Double Tracks Between Bogor - Cigombong, it is not directly affected by traffic capacity. This is because road plots can be divided into several block plots, which is very different from the single-lane system. To reduce Headway or the same as to increase traffic capacity, simply by adding IB (Intermediate Block) between the distances of AB stations (AB (km) S) in the formula, if 1 (one) IB is installed, then the distance of the road plot is divided by two, if 2 (two) IBs are installed, then the distance of the road plot is divided by three and so on. The analysis  study of operational patterns on the Bogor-Sukabumi line shows that with the plan to increase the frequency of trains and the construction of a double track, there will be a decrease in the Headway from 10.38 to 7.1.

Abstract

The development of the Jogja Solo railway transportation, one of which is the electrification of the railway line. This electrification will increase the capacity of the number of passengers because it can cut travel time so that there will be more and more trips. The government's plan to extend the electrification of the KRL line to Kulonprogo and Madiun is an opportunity for growth in the number of Jogja Solo KRL passengers. This study aims to find the best forecasting model for the number of KRL Jogja Solo passengers among short-term forecasting models. The forecasting method used is the Gray Method (1.1), Moving Average and Exponential Smoothing. Furthermore, based on the forecasting results of each method, the error rate will be sought based on the MAPE, MAD and MSD values. The error prediction value among the three selected methods, namely Gray (1,1), second-order moving average and single exponential smoothing, the results obtained from the single exponential smoothing method have the slightest error value compared to the others. So, this method is the best method chosen to predict the number of Jogja Solo KRL passengers. The single exponential smoothing method is the best forecasting method because it has the mirror value, namely MAPE of 51, MAD of 50,308 and MSD of 3,891,632,651. The prediction results for the 14th-period passengers obtained a result of 202,067 people. The prediction results for the 14th-period passengers obtained a result of 202,067 people.

Abstract

Sarana Transportasi kereta api sebagai alat transportasi massal untuk penumpang maupun barang tentunya sangat diutamakan keamanan, kenyamanan dan keselamatan dalam perjalanannya. Keterlibatan masyarakat dalam mengabdikan diri menjadi sukarelawan penjaga palang pintu di perlintasan KA memberikan kontribusi besar bagi pelayanan perjalanan kereta api agar kecelakaan di perlintasan sebidang kereta api dapat diminimalisir. Model yang digunakan dalam pengabdian masyarakat ini adalah sosialisasi yang di dalamnya juga melakukan wawancara terkait pelaksanaan tugas sebagai penjaga pintu perlintasan sebidang kereta api. Kegiatan ini didasari karena kondisi perlintasan sebidang resmi yang seharusnya menjadi tanggungjawab pemerintah namun tidak mendapatkan perhatian dengan baik. Beberapa perlintasan sebidang resmi tanpa palang pintu yang berada di kabupaten Madiun dan Magetan masih didapatkan perlengkapan early warning system (EWS) yang mati serta rambu dan marka yang tidak lengkap. Sukarelawan penjaga pintu perlintasan tidak memiliki kecakapan penjaga perlintasan kereta api yang dipersyaratkan di PM Nomor 19 Tahun 2011. Kegiatan ini diharapkan dapat memberikan pengetahuan dasar tentang keselamatan perkeretaapian bagi sukarelawan penjaga pintu perlintasan untuk mewujudkan perjalanan kereta api yang aman dan selamat. Melalui kegiatan ini juga direkomendasikan kepada pemerintah untuk lebih memperhatikan perlintasan sebidang yang belum dilengkapi dengan palang pintu.

Abstract

This normative legal research with statutory and conceptual approaches aims to analyze the implications of train delays according to schedule in a progressive legal perspective and to construct ethical and legal responsibility for such delays. The results reveal that train delays not only harm passengers but also decrease public trust in rail services. In a progressive legal perspective, trust is the fundamental element for law to serve human interests. To address this issue, a minister of transportation regulation should be established to hold train service managers accountable for delays and provide ethical and legal obligations to passengers. By learning from the accountability of aircraft delays, such regulations can be adapted to rail transportation. Highlights: Train delays have negative consequences for passengers and public trust in rail services. Trust is a fundamental element for law to serve human interests. A minister of transportation regulation should be established to hold train service managers accountable for delays and provide ethical and legal obligations to passengers.

Abstract

The Minister of Transportation of the Republic of Indonesia has issued Regulation of the Minister of Transportation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train which is a reference for infrastructure operators and / or operators of railway facilities in providing services to service users. Tidak terkecuali bagi PT. Kereta Api Indonesia (KAI) DAOP VI Yogyakarta which is the organizer of the Yogyakarta-Solo Electric Rail Train.This research is about the Implementation of the Regulation of the Minister of Transportation of the Republic of Indonesia Number 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train, by taking place at PT. Indonesian Railway DAOP VI Yogyakarta. This research method is normative legal research, which uses key informants as research subjects, to analyze the development of information and its sources, then the sampling technique used is purposive sampling. The population in the study was all management and employees at PT. Kereta Api Indonesia DAOP VI Yogyakarta, while the sample used was only partly from the management and employees of PT. Indonesian Railway DAOP VI Yogyakarta dimulai dari arahan key informan. The results of the study are expected to inform that the implementation of the Ministerial Regulation has been implemented by the railway operator, namely PT. Kereta Api Indonesia DAOP VI Yogyakarta properly and correctly as stated in the provisions of the Regulation of the Minister of Transportation of the Republic of Indonesia Number 63 of 2019.

Abstract

The Technical Implementation Unit of Balai Yasa Manggarai is an organizational unit within PT. Kereta Api Indonesia (Persero) under the Directorate of Facilities (D4), located in Manggarai, Tebet District, South Jakarta, the Special Capital Region of Jakarta. Balai Yasa Manggarai is the sole maintenance facility in the Jabodetabek area capable of accommodating approximately 200 railway cars for various levels of maintenance, including light maintenance, final maintenance, and modifications. Maintenance activities at Balai Yasa Manggarai cover passenger cars, dining cars, power cars, and baggage cars. The maintenance facility consists of four departments: the electrical department, the rolling stock department, the bogie department, and the metal department. The purpose of maintaining railway car bodies at Balai Yasa Manggarai is to ensure the reliability of railway equipment during operations. However, there are potential hazards and risks associated with railway car body maintenance that can result in minor to severe injuries to the personnel. This research aims to identify potential hazards and risks in railway car body maintenance activities as a preventive measure to avoid workplace accidents in the future. The study uses a qualitative descriptive method. The population in this research includes all personnel involved in railway car body maintenance at Balai Yasa Manggarai. The sampling technique employed is purposive sampling, with the criteria being individuals who participate in railway car body maintenance activities and have worked in the Railway Worker Category for more than 2 years at Balai Yasa Manggarai. Data collection methods include observation, interviews, and documentation. The analysis method involves hazards identification, risk assessment, and determining control measures (HIRADC). HIRADC is used to assess all potential hazards and risks to determine the risk level and control measures required. The research identified 17 hazards, including 5 with extreme risk, 4 with high risk, 7 with moderate risk, and 1 with low risk. Risk control measures involve engineering techniques, administrative procedures, and personal protective equipment (PPE).
