Abstract

The issue of leadership becomes the study that never ends in every period. The leader is not only limited to being able to lead an organization, but the expected leader is a leader who is able to innovate and transform in finding solutions and developing a better organization. If quoting McGregor Burns' opinion, transformational leadership is a process in which leaders and followers together increase and develop their morality and motivation. In addition, a very brief but concise function that has been stated by the father of our education, Ki Hajar Dewantara, that a good leader must carry out functions, namely: "Ing Ngarso Sung Tulodo" (meaning in front of giving the role model); "Ing Madyo Mangun Karso" (meaning in the middle of creating work opportunities); "Tut Wuri Handayani" (meaning from behind gives encouragement and direction). This study is part of a theoretical concept that tries to examine the transformational leadership of higher education and the scope of mutually beneficial international networks.

Abstract

Descriptions and thoughts about leadership in the 21st century depart from the view that leaders must correctly and completely recognize the conditions and aspirations of the community or the people they lead. The leader's responsibility is to provide solutions wisely, effectively, and productively for the various problems and challenges it faces. For that, every leader needs to meet certain competencies and qualifications. Therefore, this study aims to determine the definition of leadership, functions, and leadership goals for Islamic higher education institutions in the 21st century, as well as the challenges of 21st century leadership and the urgency of leadership for Islamic educational institutions. This research method is qualitative through a content analysis approach with data collection techniques through various relevant references. The results of this study indicate that the leaders of the 21st century, namely; 1) Leaders who like and are able to face various challenges; 2) Leaders who are curious about various things; 3) Leaders who are able to build an established, conducive and professional work culture and organization; 4) Leaders who are able to build communication with various lines; 5) Leaders who have a commitment to progress, prosperity, and excellence.

Abstract

Leadership is the ability and readiness of a person to be able to influence, encourage, invite, guide, move others in order to help achieve certain goals. Leadership is essentially related to organized human labor, and as a power or potential. The purpose of this study aims to describe and analyze the role of leadership in Islamic educational institutions. This research method uses a library research approach (library research). The results of this study indicate that the leadership function is; 1) Instruction function; 2) Consultation function; 3) Participation function; 4) Delegation function; and 5) control function. The role of the leader is; a) Future leaders must be flexible and have extensive experience; b) As head of the organization, it becomes a necessary function, not something trivial that must be delegated to others; and c) Policy making is no longer effective at the top of the organization.

Abstract

The emergence of Joint Decree (SKB) Number 219 year 2021 cannot be separated from the polemic at SMKN 2 Padang West Sumatra in 2021. The purpose of this study is to explore and analyze through an educational policy model approach. This research method uses a qualitative research model with a content analysis approach. Sources of research data use primary data from the SKB in this study, and are supported by various secondary data sources that are still relevant to this research study. The results of this study indicate that 1) The background for the issuance of the SKB 3 Minister's policy is the existence of problems that arise in the community about the attributes of the veil in government schools; 2) The formulation of the SKB 3 Ministerial policy through several stages, namely; problem formulation, forecasting (forecasting), policy recommendations, policy monitoring, and policy assessments; 3) The impact of the implementation of the 3 Ministerial Decree, namely; a) Revocation of various regulations issued by the Regional Government; b) Freedom in choosing to use attributes without religious distinctiveness or by using religious characteristics for both education and students; c) There are sanctions for violators of the SKB 3 Ministerial policy; d) Regional governments and government school principals will not issue policies that require or prohibit the use of school uniforms / attributes; and e)The development of tolerance, moderation, and mutual respect is not coercive within educational institutions.

Abstract

Salah satu peran pendidikan adalah mewariskan nilai-nilai luhur budaya kepada siswa dalam upaya membentuk kepribadian intelektual yang bertanggung jawab melalui jalur pendidikan. Tujuan dari penelitian ini adalah untuk mengalisis peraturan Bupati tentang penyelenggaraan sekolah berbasis Islami. Penelitian ini menggunakan pendekatan penelitian kualitatif, dimana penelitian kualitatif adalah penelitian yang bersifat deskriptif dan cenderung menggunakan analisis verbal. Hasil dari penelitian ini menunjukkan bahwa pendidikan sekolah menengah  pertama berbasis Islami di Kabupatem Solok sudah berjalan sejak dikeluarkannya peraturan Bupati Solok sehingga sekolah-sekolah sudah menjalankan pendidikan sesuai yang diatur oleh peraturan tersebut.

Abstract

Penelitian ini bertujuan untuk memberikan paradigma baru terhadap masyarakat khususnya masyarakat provinsi Lampung agar peduli terhadap pendidikan anak. Dengan adanya peraturan daerah provinsi Lampung nomor 18 tahun 2014 tentang program wajib belajar 12 Tahun disinyalir menjadi salah satu cara untuk meningkatkan pemahaman masyarakat tentang pendidikan wajib 12 tahun. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif dengan pendekatan studi pustaka (library research). Fokus penelitian berdasarkan analisis kebijakan Peraturan daerah provinsi Lampung nomor 18 tahun 2014 di kawasan Lampung. Sumber data yang digunakan dalam bentuk data primer. Sedangkan dalam teknik pengumpulan data dari hasil  wawancara yang dilakukan penulis. Dalam penelitian ini, dihasilkan bahwa penerapan peraturan daerah provinsi Lampung nomor 18 tahun 2014 tentang program wajib belajar 12 tahun adalah minat dan bakat serta semangat untuk terus belajar dan mengasah potensi yang ada pada diri anak menjadi pemicu terwujudnya program wajib belajar. Dengan demikian program wajib belajar 12 tahun ini dapat terlaksana secara baik dan relevan.
